, Prior to January 2008 - bst_4 is not asked if this question has already been
asked in the car seat safety module. The answer to bst_4 is filled in from the
previous car seat module (car_s1). Note that if more than 1 child aged 4 to 11,
the car seat module asks about all the children, whereas the booster seat module
asks about the specific child in relation to riding in the back seat. Starting in
January of 2008 car_s1 is no longer asked.

FULL SEAT BELT USE
INDICATOR DESCRIPTION:
% of households with a child aged 8-11 where the child usually uses a seat belt with lap and shoulder belt combination (or a booster seat and seat belt or strapped into a car seat) and always travels in the back of the vehicle.
INDICATOR OBJECTIVES:
To determine the proportion of children aged 8-11 who usually travel as recommended in the back of the car and use a seat belt with both lap and shoulder belts fastened (or in a booster seat or car seat).
(Of concern are children who are too small to comfortably use a shoulder belt and who may not always travel in the back seat. Also some older cars have seat belts without shoulder belts in the back seat)
