城市二次供水设施技术 前 言 本规范根据国务院《城市供水条例》、原建设部《城市供水水质管理规定》(原建设部令第156号)及《湖南省城市二次供水管理办法》等有关要求制定。 本规范中以黑体字标志的条文为强制性条文，必须严格执行。 本规范的主要技术内容是:1、总则;2、术语和定义;3、建设要求;4、水质、水量与水压;5、水泵与泵房;6、水箱(池);7、管道与阀门;8、控制与保护;9、水质保障;10、验收。 本规范由湖南省建设厅提出。 本规范内容由湖南省建设厅负责管理，由主编单位负责具体技术内容的解释。 本规范主编单位:长沙市城市用水管理办公室、北京威派格科技发展有限公司。 本规范主要起草人:晏中华、张端根、杨刚、雷毅华、康辉、刘成铭、林小润、高华明、伏琴。 本规范主要评审人:施周、姚志强、周驰、侯向恒、易金萍、李群、李和平。 2.0.1 二次供水 secondary water supply 当市政给水不能满足用户对水压、水量要求时，将城市供水经过储存、加压后，通过管道给水的方式。 2.0.2 二次供水设施 secondary water supply facilities 是指用于保障二次供水水压及供水安全而设置的设备、管线、泵房 (二次供水设备包括水箱(池)、水泵、阀门、气压罐、电控装置、水处理设备、消毒设备等) 。 2.0.3 最大时用水量maximum hourly water consumption 最高日用水时间内，最大一小时的用水量。 2.0.4 水箱(池)溢流管water tank(reservoirs) overflow conduit 为防止水箱(池)内的水超出允许的最高水位而设置的放水管。 2.0.5 水箱(池)人孔water tank(reservoirs) check opening 为检修和清理目的而在水箱(池)上设置的人员出入孔口。 2.0.6 水箱(池)通气管 water tank (reservoirs)vent pipe 为使水箱(池)与大气相通而设置的管道。 2.0.7 水箱(池)泄水管 water tank(reservoirs) exhaust pipe 为排空水箱(池)内的水而设置的管道。 2.0.8 无负压供水 The non-negative pressure water supply 无负压供水设备与公共供水管网直接连接，在公共供水管网压力的基础上直接进行加压,供水过程全密闭,确保对公共管网压力不产生影响,实现安全持续供水的二次供水方式。 2.0.9 无负压供水设备 The non-negative pressure water supply equipment 是指由管路、防倒流污染器、压力传感器、水泵机组、流量计量器、双向补偿器及稳压补偿罐等组成;且供水过程全密闭不与外界空气接触,能有效防止水质污染、对水压、流量进行 控制、实现差量补偿,通过水泵机组变频或工频运行确保公共供水管网的压力不受影响的二次供水设备。 2.0.10 额定流量 specified flow rate 指在额定工况下的流量。 2.0.11 变频调速供水设备water supply equipment of VFD 由变频器改变电机供电频率、运转速度，实现变量供水的设备。 2.0.12 立管 vertical pipe 呈垂直或与垂线夹角小于45度的管道。 2.0.13 消毒 disinfection 用化学、物理、生物的方法杀灭或消除环境中致病性微生物的一种措施。 3 建设要求 3.1 基本要求 3.1.1 凡市政给水不能满足用户对水压、水量要求时，都宜设计和建设二次供水设施。 3.1.2 二次供水应按本规范的要求有稳定可靠的消毒、防污染措施。 3.1.3 二次供水工程应采用节能型供水设备和供水方式。 3.1.4 二次供水系统中涉水材料应符合国家现行《生活饮用水输配水设备及防护材料的安全性评价标准》GB/T 17219的规定。 3.1.5 下列区域严禁采用无负压供水: 1 市政供水管网压力低于0.2MPa的区域; 2 由于水量不足导致的经常性停水的区域; 3 供水干管的供水总量不能满足用水需求的区域; 4 供水干管管径偏小的区域。 3.1.6 下列用户严禁采用无负压供水: 1 用水时间过于集中，瞬间用水量过大且无有效调储措施的用户(如学校集体宿舍、影院、体育场馆等); 2 供水保证率要求高，不允许停水的用户; 3 对有毒物质、药品等危险化学物质进行制造、加工、储存的工厂、研究单位和仓库等用户(含医院)。 3.1.7 用户采用无负压供水方式时应有供水企业或相关管理部门出具的当地供水管网基本参数(管径、水压等)资料。 3.2 设备选型 3.2.1 二次供水的加压方式分为以下几类: 1 水泵、高位水箱供水; 2 变频调速供水; 3 气压给水设备供水; 4 无负压供水。 3.2.2 二次供水方式的设备选择应满足下列规定: 1 水泵、高位水箱供水设备的选择 1)水泵的Q-H特性曲线，应是随流量的增大扬程逐渐下降的曲线; 2)应根据管网水力计算进行选泵，水泵应在其高效区内运行; 3)应采用管内壁光滑、阻力小的给水管材，宜适当放大管径以减少管道的阻力损失和水泵扬程; 4)高位水箱应符合国家现行标准《建筑给水排水设计规范》GB 50015的规定。 2 变频调速泵组的选择 1)变频调速供水适用于每日用水时间较长、用水量经常变化的场所; 2)应选择Q-H特性曲线无驼峰、比转数n适中(100转/分,200转/分)、效率高、配备电s 动机功率相对小的水泵; 3)应根据主泵高效区的流量范围和设计流量的变化范围之间的比例关系确定水泵组的数量，水泵组宜设二至四台主泵，并宜设一台供水能力不小于最大主泵的备用泵; 4)恒压供水时宜采用同一型号主泵，变压供水时可采用不同型号的主泵; 5)多台泵组可采用单台变频或两台变频，其余工频的方式运行; 6)在设计流量变化范围内，各台主泵宜在高效区工作; 7)额定转速时，水泵的工况点宜位于高效段右侧的末端; 8)宜配置适用于小流量工况的水泵，其流量可为1/3,1/2单台主泵的流量，扬程应满足配合气压水罐工作的要求。 3 气压供水设备的选择 1)设计气压供水设备的其他要求应符合国家现行标准《建筑给水排水设计规范》GB 50015的有关规定。 4 无负压供水设备的选择 1)无负压供水设备的配置应符合行业现行标准《箱式无负压供水设备》CJ/T 302、《稳压补偿式无负压供水设备》CJ/T 303的规定; 2)设备的进水管管径宜比供水干管小两级或两级以上，或不大于供水干管过水面积的1/3，也可按表3.2.2,4选用 表 3.2.2,4 无负压供水设备进水管管径选型表 供水干管管径 100 150 200 300 350 400 (mm) 设备进水管管径?65 ?80 ?100 ?150 ?200 ?250 (mm) 注: 1 工作泵两台以上时，设备进水管管径应按两台及以上水泵吸水管过水断面积叠加后换算确定; 2 管径级差和过流断面积比有特殊要求时，应征得供水企业同意。 3)设备的进水管应单独接自供水干管，且宜从环状供水干管中接入; 4)设备进出水管之间可设旁通管，并应在旁通管上设阀门和止回阀。 4 水质、水量与水压 4.0.1 二次供水水质必须符合国家现行标准《生活饮用水卫生标准》GB 5749的规定。 4.0.2 二次供水水量、水压应符合国家现行标准《建筑给水排水设计规范》GB 50015的规定。 5 水泵与泵房 5.1 水泵 5.1.1 水泵机组的运行噪声应符合国家现行标准《声环境质量标准》GB 3096的规定。 5.1.2 民用建筑物内设置的水泵机组，宜设在吸水池的侧面或下方, 其运行的噪声应符合国家现行标准《民用建筑隔声设计规范》GBJ 118的规定。 5.1.3 对噪声和振动有更高要求的建筑，二次供水设施水泵的选择应符合相关要求。 5.1.4 水泵宜采用自灌式安装。 5.1.5 水泵吸水管设计流速宜为1.0 m/s,1.2m/s。 5.1.6 电机功率在11kW以下的水泵，宜采用成套水泵机组。 5.1.7 水泵机组变频控制时，宜采用多台工作泵，水泵应能自动交替工作、互为备用。主管道应设置压力表，每台工作泵应分设阀门，在条件允许的情况下宜设置泄水阀。 5.2 泵房 5.2.1 居住建筑的泵房应符合以下条件: 1 靠近用水大户; 2 设置在中间楼层的泵房采取可靠的减噪、防振措施。 5.2.2 居住建筑的泵房应安装防盗门，其尺寸应满足搬运最大设备的需要，窗户及通风孔应设防护格栅式网罩。 5.2.3 泵房内电控装置应有防水、防潮措施。 5.2.4 泵房的内墙、地面必须选用符合环保要求、易清洁的材料铺砌或涂覆，泵房内应整洁，严禁存放易燃、易爆、易腐蚀及可能造成环境污染的物品。 5.2.5 泵房应设置排水系统，泵房内地面应有不小于0.01的坡度，坡向排水设施。 5.2.6 泵房应设置通风装置，泵房设置在地下室时，房间内每小时换气次数不少于4次。 5.2.7 泵房内应有维修与设备备件储存的空间。 6 水箱(池) 6.1 基本要求 6.1.1 水箱(池)应符合国家现行标准《建筑给水排水设计规范》GB 50015、《二次供水设施卫生规范》GB 17051和《生活饮用水输配水设备及防护材料的安全性评价标准》GB/T 17219的有关规定，矩形给水箱参照国家现行标准图集《矩形给水箱》02S101进行安装。 6.1.2 水箱(池)优先选用符合国家现行标准《生活饮用水输配水设备及防护材料的安全性评价标准》GB/T 17219的不锈钢材料，焊接材料应与水箱同材质，不锈钢焊缝应进行酸洗钝化等抗氧化处理。 6.1.3 水箱(池)环境温度低于4?时，应采取保温措施。 6.2 容积 6.2.1 住宅小区加压泵站的水箱(池)贮水容积宜为最高日用水量的15%,20%，建筑物内的生活用水箱(池)储水容积按最高日用水量的20%,25%确定。 6.2.2 生活用水高位水箱的容积应符合如下规定: 1 由城市给水管网夜间直接进水的高位水箱的生活用水调节容积，宜按照用水人数和最高日用水定额确定; 2 由水泵联动提升进水的水箱的生活用水调节容积，不宜小于最大用水时水量的50,。 36.2.3 水箱(池)容积大于30m时，宜分为容积基本相等的两格，并设立导流装置。 6.3 尺寸 6.3.1 水箱(池)应设置人孔，圆型人孔直径应不小于0.6m，方型人孔每边长应不小于0.6m，水箱(池)人孔应设有带锁的密封盖，密封盖上应有凹槽并加设密封圈，人孔保护高度应不小于0.1m。 6.3.2 水箱(池)高度不宜超过3m。当水箱高度不小于1.5m时，水箱(池)内外应设置爬梯。水箱(池)内爬梯、支撑件及配件等，应符合国家现行标准《生活饮用水输配水设备及防护材料的安全性评价标准》GB/T 17219的规定。 6.3.3 水箱(池)外壁与建筑本体结构墙面或其它池壁之间的净距，应满足施工或装配的需要，无管道的侧面，净距宜不小于0.7m;安装有管道的侧面，净距宜不小于1.0m，且管道外壁与建筑本体墙面之间的通道宽度宜不小于0.6m;水箱人孔设置在箱顶时，顶板面与上面建筑本体板底的净空应不小于0.8m;水箱(池)底部应架空，距地面宜不小于0.6m。 6.4 进水与出水 6.4.1 水箱(池)宜优先选择顶部进水;未设置导流装置的，进水管与出水管应采取相对方向设置。水箱进水管可设计Y型过滤器。 6.4.2 水箱(池)出水管管底距水箱底部应不小于0.1m。 6.4.3 水箱(池)溢流管管径应大于进水管管径。 6.4.4 水箱(池)进水管与出水管上应安装阀门，当利用城市给水管网压力直接进水时，应设置自动水位控制阀，控制阀直径与进水管管径相同，当采用浮球阀时不宜少于两个，且进水管标高应一致;当水箱(池)采用水泵加压进水时，进水管不应设置自动水位控制阀，应设置水箱(池)水位自动控制水泵开、停的装置。当水泵供给多个水箱(池)进水时，应在水箱(池)进水管上装设电动阀，由水位监控设备实现自动控制。电动阀应与进水管管径相同。 6.4.5 水箱(池)泄水管应设在水箱底部，管径应不小于DN50。水箱(池)底部应有不小于0.01的坡度，坡向泄水管。 7 管道与阀门 7.1 材 质 7.1.1 埋地给水管道应根据承受压力等级、地面荷载力的不同选用耐腐蚀、使用寿命长的管材、管件。可采用金属复合管、有内衬的球墨铸铁管和有可靠内外防腐的金属管道或塑料管道。 7.1.2 建筑物内给水管道宜优先选用耐压、耐腐蚀、安装方便的铜管、不锈钢管、金属复合管、塑料管。 7.1.3 应选用关闭灵活、耐腐蚀、耐压、使用寿命长的阀门，可采用铜、不锈钢或阀体为球墨铸铁,阀杆、阀芯为不锈钢或铜材质的阀门。 7.1.4 浮球阀的浮球、连接杆应为不锈钢或铜材质。 7.2 安 装 7.2.1 二次供水管道与市政供水管网连接时必须有可靠的防倒流装置，严禁与其他管道直接连通。 7.2.2 建筑内二次供水管道的设置应便于检修。 7.2.3 二次供水室外管道应采取防冻措施。 7.2.4 二次供水管道应作蓝色色标，并标明二次供水。 7.2.5 二次供水引入楼内的立管的起始端应设置阀门。 7.2.6 倒流防止器的设置应符合国家现行标准《建筑给水排水设计规范》GB 50015的有关规定;倒流防止器的选用应符合行业现行标准《倒流防止器》CJ/T 160的有关规定。 7.2.7 建筑物内二次供水立管最高点或给水管网有明显起伏的管段峰点宜设置自动排气阀。 8 控制与保护 8.1 控 制 8.1.1 设备控制设计应符合国家现行标准《通用用电设备配电设计规范》GB 50055的规定。 8.1.2 设备控制可采用就地控制、远程控制及自动控制等方式。 8.1.3 变频供水设备应采用恒压变量供水或变压变量供水方式，当设置多台水泵时，应能自动进行小流量运行控制。 8.1.4 控制设备应能显示水泵、消毒设备工作状态，如:电压、电流、液位、频率(变频控制设备)、进水压力(设定值及实际值)、供水压力(设定值及实际值)、故障状态等。 8.1.5 变频调速控制时，设备供水压力控制与显示精度应不大于0.01MPa。 8.1.6 设备检测仪表的量程应为工作点的1.5,2倍。 8.1.7 变频供水电控柜(箱)应符合行业现行标准《微机控制变频调速给水设备》JG?T 3009的规定。 8.2 保 护 8.2.1 二次供水设施供电电源负荷等级:一类高层应按一级负荷供电，二类高层应按二级负荷供电。 8.2.2 水箱(池)必须有可靠的液位控制装置。低位水箱:当水位达到低水位时必须自动报警，达到超低水位时必须自动停泵;高位水箱:当水位达到高水位时必须自动报警，达到超高水位时必须自动停泵，达到超低水位时必须自动启动水泵。 8.2.3 泵房及控制室应采取局部等电位连接措施。 9 水质保障 9.0.1 生活饮用水箱(池)必须与其它用水的水箱(池)分开设置。 9.0.2 埋地式生活饮用水储水池周围10m以内,严禁有化粪池、污水处理构筑物、渗水井、垃圾堆放点等污染源;周围2m以内严禁有污水管。 9.0.3 建筑物内的混凝土生活饮用水水箱(池)体,必须采用独立结构形式，严禁利用建筑物的本体结构作为水箱(池)的壁板、底板及顶盖。水箱(池)内衬材料必须符合国家现行标准《生活饮用水输配水设备及防护材料的安全性评价标准》GB/T 17219的规定。生活饮用水水箱(池)与其它用水水箱(池)并列设置时,必须有各自独立的分隔墙,严禁共用一幅分隔墙，隔墙与隔墙之间必须有排水措施。 9.0.4 建筑物内的生活饮用水水箱(池)应设在专用房间内。 9.0.5 建筑物内设置生活饮用水水箱(池)的房间，其上方的房间严禁有厕所、浴室、盥洗室、厨房、污水处理间等。 9.0.6 生活饮用水水箱(池)的构造和配管，必须符合下列规定: 1 人孔、通气管、溢流管必须有防止昆虫爬入水箱(池)的措施; 2 进水管应在水箱(池)的溢流水位以上接入; 3 严禁接纳消防管道试压水、泄压水等回流水或溢流水; 4 水箱溢流管、泄水管严禁与排水系统直接相连，必须有不小于0.1m的空气隔断。 9.0.7 在二次供水管道设计中，应设计用于管道清洗、放水的阀门和防偷盗水的保护措施。 9.0.8 当生活饮用水水箱(池)内的贮水，12h内不能得到更新时，必须采取水消毒处理措施。 9.0.9 在非饮用水管道上接出水嘴或取水短管时，必须采取防止误饮误用的措施。 10 验收 10.1 一般规定 10.1.1 二次供水工程竣工后，按本规范实施验收。 10.1.2 验收程序: 1 工程竣工资料验收; 2 现场验收; 3 出具验收。 10.2 竣工资料验收 10.2.1 二次供水工程资料: 1 二次供水工程施工单位的建设、安装资质; 2 二次供水工程的竣工图纸、变更设计图纸; 3 批准的主体竣工验收报告; 4 具有国家法定资质的水质检验部门出具的水质检验合格报告; 5 环保部门出具的泵房环境噪声及振动检测报告; 6 采用无负压供水设备的用户应提供无负压供水设备在额定流量运行时对周边用户用水水压无影响的报告; 7 与生活饮用水接触的管材、水箱(池)、涂料、水处理器等的卫生安全性评价和相关批准文件; 8 隐蔽工程验收资料; 9 清洗消毒记录资料; 10 二次供水设施及材料的出厂合格证和质量保证书; 11 二次供水设备应有的铭牌(生产单位、注册商标、生产日期、出厂编号、技术参数等主要内容)。 10.3 现场验收 10.3.1 二次供水设施验收内容: 1 泵房的位置; 2 泵房排水系统; 3 泵房通风系统; 4 泵房电源; 5 泵房及周边环境; 6 设备材质; 7 设备供水参数; 8 设备显示仪表; 9 设备控制与数据传输系统; 10 设备接地等保护功能; 11 水泵机组设置; 12 水箱(池) (水箱的壁厚检验应在水箱制作的时候通知验收机构进行验收); 13 阀门与管道设置; 14 消毒设备。 10.3.2 工程施工质量应符合国家现行标准《建筑给水排水及采暖工程施工质量验收规范》GB 50242及《建筑工程施工质量验收统一标准》GB 50300的规定。 10.3.3 机电设备安装质量应符合国家现行标准《电气装置安装工程低压电器施工质量验收规范》GB 50254及《建筑电气工程施工质量验收规范》GB 50303的规定。 10.3.4 二次供水水质各项指标应符合国家现行标准《生活饮用水卫生标准》GB 5749的规定。二次供水水样的采集、保存、运输和检验应符合国家现行标准《生活饮用水标准检验方法》GB/T 5750的规定。 本规范用词说明 1 为了便于执行本规程条文时区别对待，对要求严格程度不同的用词，说明如下: 1)表示很严格，非这样做不可的: 城市二次供水设施技术规范 DBJ43/002-2009 条文说明 1 总则 1.0.1 随着城市建设的快速发展，二次供水已经成为城市整体供水的重要组成部分，为保障社会公众利益，确保二次供水安全，提高我省二次供水设施的建设和管理水平，编制组认真总结实践经验，多次征求建筑给排水设计单位、设备生产厂家、供水企业及有关专家意见，并学习借鉴其他城市宝贵经验，制订了湖南省《城市二次供水设施技术规范》。 1.0.3 规定了本标准适用的范围 3 建设要求 3.1 基本要求 3.1.1 本条文规定是为了满足用户对水压、水量的要求。 3.1.5,3.1.6 由于无负压供水方式的特殊性，决定了这种供水方式应当比传统二次供水方式的应用条件更加严格，我们应当是有条件的推广这种供水方式，采用无负压供水后，会对周边现有(或规划)用户用水造成影响的区域都不得采用无负压供水。为确保城市的整体供水安全和用户的稳定用水，本条文规定了严禁设计应用无负压供水方式的几种情况。 3.1.7 供水企业出具的当地供水管网基本参数能更好的分析该地区是否能采用无负压供水方式，保证供水安全。 3.2 设备选型 3.2.1 本条文所列的加压供水方式是目前建筑给水领域最常用的加压方式: 1 水泵、高位水箱供水方式主要由水源、水泵、高位水箱、控制设备等组成。水泵采用额定转速泵，其最大供水量不应小于最大小时用水量。高位水箱的生活用水调节容积不宜小于最大小时用水量的50%。水箱的架设高度应由计算确定，若架设高度不满足最不利用水点最低工作压力要求时，应采取局部加压措施。 该方式适用于单体建筑，也适时地适用于小区供水。 2 变频调速供水方式主要由水源、变频调速泵组、控制设备等组成。工作水泵为两台及两台以上时，可采用单台调速，其余为额定转速的工作模式，也可采用工作水泵均为调速泵的工作模式。变频调速泵的供水量应根据小区的规模、建筑的性质等因素计算确定。泵组的水泵数量应根据供水规模、供水压力、用水变化情况等因素综合确定。当建筑高度低于50m时, 单台水泵的功率不宜大于7.5kW，建筑高度在50m,100m时,单台水泵的功率不宜大于15kW。泵组宜选用同一型号水泵，且在额定转速时，其工况点位于水泵高效区的右端。变频调速泵组宜配置小容积气压水罐。 该方式适用于各类小区、单体建筑的供水。 3 气压给水设备供水方式主要由水源、水泵(或泵组)、气压水罐、控制设备等组成。水泵(或泵组)采用额定转速泵，其供水量(以气压水罐内平均压力计，所对应的水泵扬程的流量)不应小于给水系统最大小时用水量的1.2倍。气压水罐的调节容积及总容积应由计算确定。气压水罐宜采用隔膜式。 该方式适用于供水规模小，供水压力不高的场所。 4 无负压供水方式中，水泵为工频控制时，主要由水源、无负压供水设备、高位水箱等组成;水泵为变频控制时，主要由水源、无负压供水设备等组成。无负压供水具有节能和环保的优点。 该方式适用于各类小区、单体建筑的供水。 4 水质、水量与水压 4.0.1 生活饮用水包括人的日常饮水和生活用水。生活给水系统的水质直接关系到社会公众的身体健康，因此，必须符合国家现行标准《生活饮用水卫生标准》GB
