医保药品库存管理制度

医保药品库存管理 1 目的 根据上海市医保局关于医保定点药店的相关规定，医保定点零售药店的医保柜药品应建立单独的进、销、存管理系统，为规范医保药品库存管理特制定本制度。本制度适用于各医保定点零售药店。 2 引用文件 2.1 《上海市城镇职工基本医疗保险定点零售药房管理暂行办法》(沪医保〔2002〕11号) 2.2 《上海市城镇职工基本医疗保险用药范围管理暂行办法》(沪医保〔2002〕18号) 2.3 关于规范本市基本医疗保险用药范围内非处方药医保管理的通知(沪医保〔2005〕29号) 2.4 《上海市基本医疗保险、工伤保险和生育保险药品目录(2010年版)》沪人社医发(2010)59号 2.5 《关于本市医保定点药店对规定范围内处方药执行登记销售的通知》沪人社医监发(2011)59号 3 职责 3.1 店经理负责医保定点零售药店的医保药品库存的管理工作。 3.2 医保柜药师、营业员负责医保药品的进、销、存的具体操作。 4 管理概要 4.1 医保药品用药范围 定点零售药店为参保人员提供的基本医疗保险用药服务包括处方药品外配服务和非处方药品自购服务。(包括处方药、非处方药、其他处方药、中药饮片) 4.1.1 需凭定点医疗机构的外配处方销售的处方药的用药范围为《上海市基本医疗保险和工伤保险和生育保险药品目录》范围内的处方药。 4.1.2 登记销售的其他处方药仅限于上海基本药品目录(688种)范围内，除国家食品药品监督管理局公布《药品零售企业不得经营和必须凭处方销售药品的名单》以外的其他处方药。 4.1.3 非处方药仅限于《上海市基本医疗保险用药范围非处方药品目录》范围内，且列入《国家非处方药目录》包装上印有OTC标识的非处方药。 4.2 电脑信息管理要求 公司信息管理总部为医保定点零售药店开设两个独立的电脑操作系统:医保操作系统和非医保操作系统。门店应在医保操作系统下，管理、操作医保药品的进销存业务。 4.3 医保药品库存管理 4.3.1 进货 4.3.1.1 医保柜台需要进货时，门店应进入医保点菜窗口进行点菜进货。 4.3.1.2 配送中心根据医保定点零售药店医保点菜的单号，开具医保药品配送出库单。 of work enthusiasm and forward-looking. In order to "turn style, solve problems, and do practical things, heart to heart" as the core, in accordance with the provisions of division of Labor Bureau, by the Bureau of Party members and cadres room composition the working group , to help enterprises solve problems, promote the construction of major projects; close ties with the masses, to ask for the people, ask for people to know the people, public opinion, the people, improve people's livelihood. 4.3.2 验收 4.3.2.1 医保药品的验收参见《门店商品验收管理制度》。 4.3.2.2 验收完毕，将医保药品配送出库单单独按月装订，保存备查。 4.3.2 销售 4.3.2.1 根据医保的相关法律法规，正确规范销售医保药品。 4.3.2.2 主动向顾客提供销售凭证。 4.3.3 储存 4.3.3.1 经验收合格的医保柜药品，参照公司质量管理制度陈列储存。 4.3.3.2 对库存医保柜药品按质量管理制度规定，每月做好医保柜药品养护工作。 4.3.3.3 每天至少做一次医保库存药品的数据传输工作，完成医保库存药品动销盘点，确保医保库存药品的数量、批号等电脑信息与实物相一致。 4.3.4 调拨 由于经营的需要，当医保药品数量不足时，可以向非医保柜进行调拨，即从非医保柜调入到医保柜;反之非医保柜也可向医保柜进行调拨，即从医保柜调入到非医保柜。 4.3.4.1 通过ERP系统进行调拨的门店:每次调拨应及时在ERP系统中登陆调出方账户，输入需要调拨的医保药品信息，选择 “非医保柜”或“医保柜”，电脑系统自动生成并保存《调拨出库单》和《调拨入库验收单》备查;再登陆调入方账户，完成调入商品入库手续。该医保药品调拨只是店内内部调拨，不需要另行审批和验收。 4.3.4.2 不能通过ERP系统进行调拨的门店:每次调拨应及时手工填写“门店商品调拨、验收单”，按填表要求进行填写、签名，“门店商品调拨、验收单”存档保存备查，并在电脑系统做好退货调拨，保存相应的单据。 4.3.4.3 确保所销售的医保药品的批号与实物一致。 5 表式 《门店商品调拨、验收单》 门店商品调拨、验收单 调出单位: 调入单位: 调拨日期: 年 月 日 商品编码 商品名称 规格 单位 生产厂家 数量 批号 有效期 外观质量 发货人: 验收结论: 验收人: 验收日期: 填表说明:1、该表用于商品调拨时(含医保柜与非医保柜的商品调拨)填写;2、调出门店需填写:调出单位、调入单位、调拨日期、商品编码、商品名称、规格、单位、生产厂家、数量、批号、有效期、发货人;3、调入门店需填写:外观质量、验收结论、验收人、验收日期;4、该表一式二份，调出门店与调入门店各一份，存档保存备查。 of work enthusiasm and forward-looking.
