洞口县服务行业和窗口单位以创先争优活动为契机，紧贴行业、单位的特点和职责，明确活动主题，积极创新载体，搭建活动平台，营造“创在岗位、争在工作”的良好氛围。一是开展月度“红旗窗口(红旗分中心、红旗乡镇便民服务中心)、服务明星、党员先锋岗”的评比活动。把月度工作讲评、通报和评比活动延伸到全县所有分中心和乡镇便民服务中心，对工作成绩突出、服务规范热情的红旗窗口(红旗分中心、红旗乡镇便民服务中心)、服务明星、党员先锋岗”进行表彰与奖励，纳入月度工作通报内容，并在县政务公开栏中张榜公布。先后评选为红旗窗口3个、服务明星4位、党员先锋岗3个。二是开展“起身迎、笑脸向、主动问、一口答、马上办”为主要内容的窗口服务“岗位练兵”活动。为进一步规范服务行为，在提高服务质量中创先争优，县服务行业和窗口单位广泛开展岗位练兵活动。对通用能力和专业能力进行学习和训练，开展“学习型窗口”评比活动，练就了一批岗位标本和先进集体。县政务中心工商窗口的丰平清等8名窗口服务工作人员获得“岗位标兵”的荣誉称号。三是开展以“窗口为群众服务、我为窗口服务”为主要内容的“人文关怀、人性化管理”活动。针对窗口工作人员窗口服务事务繁忙、工作生活节奏紧张的状况，开展了为窗口工作人员送人文关怀活动。县政务中心开展送生日蛋糕、鲜花和祝福活动，改善中心食堂以及中心管理层领导每周三为政务大厅各窗口打扫卫生等等，激发了窗口工作人员的争创动力。 二、创新机制，建章立制抓 全县服务行业和窗口单位积极构建创先争优的长效机制，确保争创活动规范化、制度化和常态化。一是健全和完善了服务行业和窗口单位争创机制。按照创先争优活动总要求，相继制定和出台了《洞口县服务行业和窗口单位评比竞赛》、《洞口县服务行业和窗口单位岗位练兵机制》等一系列的制度，以规范服务行业和窗口单位的服务行为。二是健全和完善了推行全县政务服务公开工作机制。县政府、公开办、中心分别相继制定和出台了《关于严格执行刚性标准规范收费行为的通知》、《洞口县规范基本建设收费规定》和《关于进一步加强政务公开工作和示范点创建工作的通知》，以规范全县各部门收费行为，创建政务公开示范点，以点带面，全面推行和促进全县的政务公开工作。三是健全和完善了县政务服务中心内部管理机制。健全和完善了中心党风廉政、责任追究、信访、综治、会议、学习、办公用品管理等九项内部管理制度。出台了《窗口工作人员月度考核细则》、《洞口县服务行业和窗口单位考核办法》和《洞口县政务服务中心联络员工作制度》，确保全县服务行业和窗口单位科学、规范、有序运行。 三、创新方法，示范带动抓 为推动服务行业和窗口单位创先争优活动全面深入开展，县委创先争优活动领导小组成员分别对各服务行业和窗口单位党组织开展活动进行结对指导，明确以县政务服务中心为龙头，全面升级服务行业和窗口单位的软硬件设施，示范带动抓好全县服务行业和窗口单位的创先争优活动。一是高标准建设乡镇示范点。乡镇示范点创建主要以便民服务中心建设为重点来展开，各乡镇都在县里“以奖代拨”资金基础上自行配套3-5万元，建好了50-80平方米的办事大厅，配备了电脑、打印机、空调等办公设施，设置政务公示栏，并在办事大厅设置休息区，配备饮水机、报刊架等便民设施，让群众切身感受服务中心的人性化服务。制作了《便民办事指南》，完善了各项工作制度，实行乡镇站所工作人员每周两个工作日集中在便民服务中心为群众办事，其中洞口镇、高沙镇等大镇已经实行全部工作日办公制。并同步完善政务公开栏、重点信息公开栏等载体建设，及时公开群众关心的政府信息。通过示范带动，全县已有12个乡镇建立了便民服务中心，基本形成了乡镇级办事服务体系。二是严要求建设部门及公共企事业单位示范点。部门、公共企事业单位示范点创建工作主要以政务(办事)公开载体建设和办事服务行为规范为重点，要求示范点单位必须配置电子显示屏、触摸屏，建立内部局域网，设立单位网站或在县政府门户网站上设立子网站，进行政务(办事)公开和信息公开。并要求各单位必须实行窗口式办公，办事服务事项较多的单位，如公安局、民政局、电信公司等，都要有高规格的办事大厅，且窗口服务做到规范有序。三是高规格验收表彰示范点单位。分类组织示范点创建单位的工作人员，在县领导的带领下，对每个示范点逐一进行检查验收，根据验收打分情况，形成排名确定示范点单位。召开了全县政务(办事)公开示范点命名大会，对黄桥镇、县公安局等12个单位政务公开 7 示范点和县电信公司等6个单位办事公开示范点进行了命名授牌，并给予了一定的物质奖励。截止目前，共创建了30个县级政务(办事)公开示范点，切实达到了示范带动，以点带面，整体推进的目的。 四、创新体系，党群互动抓 为全面推进全县服务行业和窗口单位的创先争优活动，充分发挥窗口单位直接面对群众、面对社会的优势，县委通过群众评议，加强对全县所有政务服务窗口的规范管理，坚持以优良的作风、优质的服务来感染群众、带动群众，形成党群互动一盘棋的政务服务体系。一是创新群众评议方式。全县服务行业和窗口单位共聘请20位形象监督员，设立24个意见箱，利用电信平台设置调查问卷等方式，让服务对象和人民群众广泛参与评议。坚持领导点评、群众评议、工作人员自评、互评等有机结合，形成党群互动的浓厚氛围。二是激发党群互动活力。群众评议的结果以合理的方式，在一定范围内予以公开，找出影响服务行业和窗口单位形象和服务质量的根源，找准整改落实方向。全县服务行业和窗口单位除设立“党员先锋岗”外，还设立了“团员先锋岗”、“团员示范窗口”“巾帼红旗岗”等，引导广大妇女、共青团员和职工立足岗位创先争优，营造全县服务服务行业和窗口单位创先争优一盘棋的的浓厚氛围。三是制定争创标准。在广泛征求群众意见的基础上，中心重新制订了《洞口县政务服务中心红旗窗口、党员先锋岗、服务明星评选标准》，高标准制定了《洞口县政务服务分中心建设标准》、《乡镇便民服务中心建设标准》和《洞口县政务(办事)公开示范点建设标准》。制订了窗口工作人员“十个必须，十个不准”工作守则，进一步提高了行政效能，建立了服务行业和窗口单位评比评价机制。 创先争优活动以来，全县服务行业和窗口单位紧贴工作实际，围绕中心任务，注重在提高服务质量，树立良好形象，促进社会发展上下功夫、作文章，取得了阶段性的成果。目前，县政务中心入驻的窗口单位已达19个，全县高标准建立了5个政务服务分中心和12个乡镇便民服务中心，一线窗口服务工作人员已达170多人，优质、高效、便民的政务服务工作体系已基本形成，“门难进、脸难看、事难办”群众办事难的问题，正逐步得到有效解决。1-9月份，县政务服务中心(含5个分中心)共办理行政审批(服务)事项263400件，其中即办件占所有办件的97%以上，收取费、税达13164027.55元。实现了审批事项窗口办件准确率、承诺服务按时办结率、群众满意率三个100%。 8 县公安局切实推进窗口单位创先争优活动深入开展 本报讯 张恩通、记者俞小芳报道:在开展创先争优活动中，县公安局党委自始自终将窗口单位的创先争优活动放在重中之重，结合我县公安实际，在做好规定动作的同时，创新载体，确立了多个自选动作，窗口单位的创先争优活动取得了良好成效，群众对窗口的满意度逐步增加。 一是深化便民服务，维护群众利益。该局继续严格实行37项便民利民措施和22项全民创业服务措施，并结合上级要求和群众实际需求，逐步研究制定有针对性的、最大限度地惠及人民群众的新举措。全局各窗口单位在服务窗口配备纸张笔墨、饮水用具、设置警民联系卡、办事指南、警务公开栏、意见簿、留言板等便民物品。窗口民警一律挂牌佩证上岗，实行“四个一”服务:一张笑脸温心、一声问候贴心、一杯热水暖心、一句礼貌送行。推进人性化服务，切实为群众营造温馨的办事环境。实行窗口服务民警错时工作制，延长服务时间，每周全天候为群众提供服务，认真实行一次告知群众服务事项、保证群众办理户籍时手续完备的随到随办制度，窗口服务民警一律实行挂牌上岗，切实加强对窗口服务的检查、监督和指导。今年来共办理二代身份证39000余份，临时身份证5600余份，出生登记32000余人，人口补录8300余人，变更更正户口信息4400余人。严格按照出入境管理法律、法规，认真对出入境人员的申请进行审核，共办理出境手续审核2100余人次，出入境管理井然有序。 二是推行窗口服务群众评价机制，全面普及应用电子服务评价器。该局结合实际建立了窗口服务群众评价机制，在全局所有窗口单位配置了33台服务质量评价器，建立健全考核评比制度，以群众满意率为唯一标准将窗口民警服务质量进行“一星级”至“五星级”的评定，逐月实行排名通报，并以此为依据开展窗口民警“服务之星”评选活动，将窗口民警服务质量、服务水平的评价权完全交到服务对象手中，不断提升服务工作的满意率，有效促进了窗口工作效能提升。 三是深化警务公开，推行阳光警务。该局印制了《致群众公开信》8000份，制作了《法律常识》、《治安防范提示》、《治安管理知识问答》、《户籍管理规定》、《办理护照申请程序规定》等各类宣传单8000份，摆放在户政窗口，免费提供给每一名办事群众，并通过走访活动以及在公众聚集场所向广大群众发放，结合报纸刊登、电视滚动播出等有效形式进行广泛宣传，受到群众普遍欢迎。通过电视、网络、媒体发布、窗口服务区上墙等多种形式公开办事办证工作流程，公开办事项目、办事制度、办事程序、收费标准和民警联系方式等事项，推行阳光警务，让群众明明白白办事，不让群众跑冤枉路、受冤枉气。 四是开展“亮牌示范”活动，发挥党员先锋模范作用。从今年7月1日开始，该局在窗口单位实施了共产党员“挂牌”服务制度，结合典型示范和“七一”表彰，将先进典型向全社会进行宣传推广，接受群众监督，提升公安机关在人民群众中的满意度。促进党员民警先锋模范作用的充分发挥，展示公安机关党建工作新形象。 优质服务，在服务质量上创先争优。把服务发展、服务群众作为开展创先争优活动的主要抓手，构建行业文化，以文明的行业风貌争创优质服务。县、乡、村三级政务服务中心场地建设有序推进，全县16个乡镇(场)、133个村均建立了乡镇便民服务中心、村居代办点，建成率达100%，县、乡、村三级政务服务网络全面建成。大力开展职业道德情操、服务艺术和服务礼仪教育实践活动，塑造行业文明形象，强化员工礼仪规范，形成“人人是形象、处处是窗口、事事是服务”的行业服务环境。 规范服务，在服务程序上创先争优。全县各服务行业和窗口单位进一步完善管理制度，细化服务标准，以优良的工作作风争创规范服务。严格执行“首问负责、限时办结、责任追究”三项主体制度，先后制定了首问事项登记、一次性告知、服务承诺、服务双岗、去向留言、考勤抽查、效能公示、民主评议等系列制度，强化服务窗口的日常业务管理。出台《泽普县窗口服务行业深入开展创先争优活动的实施意见》等指导性文件，分行业分系统细化了服务窗口创先进、党员干部群众争优秀标准;制发《泽普县窗口服务行业开展创先争优活动的考核办法》等配套文件，将作风建设作为创先争优活动的重要考核标准，明确了活动目标和工作方向。 便捷服务，在服务速度上创先争优。全县各服务行业和窗口单位紧密结合实际，创新服务形式，以满意的社会评价争创便捷服务。积极推广全程代办服务、上门服务、提前预约服务等模式，构建全天候服务体系。针对老弱病残低保户群众年纪偏大、行动不便等问题，县民政系统实行“上门服务”，深入群众家中办理低保手续、发放救助款等业务。针对部分企业不熟悉网络操作、网上申报难等问题，县工商局开通“绿色通道”，抽调业务骨干免费为其打印年检报告书，为全县企业年检的顺利开展提供了有力保障。活动开展以来，全县各窗口行业累计为群众提供上门服务400余次，办理行政审批服务700余件，群众满意率达99.98%。 一、突出特色，选准主题。以“服务中心、建设队伍、改进作风、提高效能”为实践主题，广大区直机关窗口单位党组织围绕“五比五创”，比学习，创一流素质;比团结，创一流队伍;比干劲，创一流风貌;比服务，创一流作风;比工作，创一流业绩;围绕“提高技能强本领，优质服务暖民心”为实践主题，教育、卫生、街道服务中心等单位党员主动争当勤奋学习的标兵、爱岗敬业的标兵、优质服务的标兵、行风建设的标兵、无私奉献的标兵。城东、明光街道等社区服务中心提出“服务零距离、办事零投诉”，广大干群在各自岗位上大练兵，做表率，争当“服务先锋”、“岗位模范”。 四、创新理念，争当表率。以方便服务对象办事为出发点，各窗口单位创新服务理念，实行面对面、心贴心的优质服务，让市民群众切实感受到创先争优活动带来的新变化、新气象。和平路街道社区服务中心，根据实际情况为群众提供服务，开通窗口电话、QQ等多种预约渠道，专人负责接受服务预约。并安排相关工作人员在约定的时间、地点为上班族、残疾人和老年人等特殊群体提供了准生证办理、养老金资格认证、家庭困难证明等服务37次。七里站街道全面实行全程代办、领办帮办和绿色通道服务，对失业人员、残疾人、低保户等重点服务人群采取陪同办理制、上门服务制、跟踪办理制等措施，确保居民要办的事“一路绿灯”、快速办结。大通路街道创安劳务公司充分挖掘就业岗位，积极主动到用人单位、市劳务市场开发就业岗位，先后为辖区失业人员提供了铁路道口、医院运输、小区保洁等193个岗位。铜陵路街道窗口岗位人员对辖区居民的咨询耐心细致、不厌其烦，力争做到“咨询解释一口清、表格填写一次清”，切实提升了广大群众对服务窗口的满意率。 县卫生局广泛开展业务练兵、知识竞赛、服务承诺、行风评议等活动，带动窗口服务人员改善服务态度，改进工作作风。县工商局在创先争优活动中，大力倡导咨询解答耐心、受理审查细心、服务企业贴心、工作有责任心、学习有进取心、服务有廉洁心的服务理念，以“六心”打造优质服务窗口。通过实行一站式服务、延时服务，绿色直通车服务等特色服务，主动降低服务门槛，延伸服务内涵，树立了窗口服务单位的新形象。 “四亮四评” “四亮四评”主要有哪些内容?实践中如何操作?《在窗口单位和服务行业全面开展“四亮四评”主题实践活动实施意见》就有关问题进行了明确。 “四亮”指的是:1、亮流程。窗口单位和服务行业要设立便利的服务平台，并通过展板、便民服务手册、卡片以及网站公开工作流程和办事要件。2、亮身份。窗口单位和服务行业人员要通过摆放席卡、台签，佩戴党徽、团徽、胸卡，将服务人员的姓名、职务等信息进行公开。3、亮职责。窗口单位和服务行业要通过电子显示屏、展板、册子等，对服务窗口的工作职责、履职要求、工作时限等进行公开;窗口单位和服务行业工作人员要亮明各自岗位职 县国税局把开展窗口行业创先争优作为整个创先争优活动的一项重要内容来抓，以“四抓四比”为主要内容，增强活动实效。 抓礼仪教育，比服务明星。通过各种形式广泛组织国税人员认真学习文明礼仪知识，大力开展职业道德情操、服务艺术和服务礼仪教育实践活动，在实践中塑造国税文明形象，在管理中强化干部礼仪规范，形成 “人人是形象、处处是窗口、事事是服务”的服务环境。 抓制度建设，比服务规范。在工作中不断完善服务承诺制、首问责任制、AB岗制度等，切实体现服务制度的针对性、可操作性和实效性，促进服务水平向全方位、优质化、规范化发展。 抓环境改善，比窗口形象。大力抓好软硬件基础设施建设，做到服务步骤程序化、服务手段科学化、服务环境优质化，进一步为窗口文明形象的塑造注入新的内容和生机。 抓工作改进，比群众满意。积极帮助群众排忧解难，进一步畅通吸取纳税人的意见和建议的渠道，虚心接受纳税人的批评，努力在规范管理、监督考核等方面下功夫，不断改进服务工作，让纳税人看到实实在在的变化，得到实实在在的利益，进一步提高纳税人满意度。 县国税局紧扣“四抓四比”内容，结合工作实际，精心设计载体，把支持地方经济发展作为第一要务，把让纳税人满意作为第一标准，把深化税收服务作为转变机关作风的重要内容，着力抓好七个方面的优化服务。 在服务观念上优化。把优质服务作为一项重要的日常工作来抓，结合文明单位、青年文明号、巾帼示范岗等创建活动，从全员思想意识抓起，提高对税收服务的认识，了解税收服务的内涵，真正树立起以纳税人为主体、服务纳税人的观念。 从服务制度上优化。严格执行“首问负责、限时办结、责任追究”等制度，制定首问事项登记、一次性告知、服务承诺、服务双岗、去向留言、考勤抽查、效能公示、民主评议等系列制度，强化服务窗口的日常业务管理。 从服务硬件上优化。将办税服务厅划分办税服务区、咨询辅导区、自助办税区、等候服务区。增设纳税信用等级A级企业、返乡创业人员和下岗再就业人员办税绿色通道，并为所有纳税人提供办税服务电话联系方式，保证全天候的办税服务。 从办税质量和效率上优化。推行精细化管理，保证窗口工作做到“程序零障碍、服务零距离、结果零投诉”，真正做到“保姆式”服务。 从服务礼仪上优化。结合国税工作实际，加强职业道德、文明礼仪教育。从基本的文明用语抓起，杜绝“门难进、话难听、事难办”现象的发生。 从办税诚信上优化。实行双向要求，既要求纳税人诚信纳税，又要求税务人员诚信执法。通过实行政务公开、召开纳税人座谈会、设置服务评价器、开展纳税人满意度调查等，开门纳谏，接受纳税人和社会各界的监督;抓好帮助企业排解政策疑难和落实优惠措施等工作,不折不扣地落实好国家税收优惠政策，使纳税人交明白税、放心税，从而取得纳税人的信任，以诚信来营造和谐的征纳关系。 从宣传形式上优化。广泛利用电视、网络、报刊等渠道，开展形式多样的税收宣传活动。通过组织研讨、讲座、培训、论坛等形式宣传税收政策、面对面答复涉税问题、帮助开展税务筹划，促进企业高层税收法律意识和经营管理理念的提高。 该局还通过明察暗访的形式进行专项检查，开展纳税人满意度调查，评选“文明示范窗口”和“文明服务标兵”。 三、活动内容 全市窗口单位和服务行业，要紧密结合本行业本部门本单位实际，以“三化一联”(即形象亮化、服务优化、考核量化、党群联动)为主要载体，深入开展好创先争优活动。 (一)形象亮化。立足于塑造良好形象，展示风采风貌，充分激发基层党组织和党员创先争优的内在动力。要主动亮出形象。通过设立电子显示屏、展板、席卡、台签，开设服务网站，发放便民服务手册、卡片等形式，对服务窗口的工作职责、履职要求、工作时限等进行公开;窗口单位和服务行业工作人员要亮明各自岗位职责和行业服务用 13 语。要主动亮出身份。通过佩戴党徽、团徽、工作牌、服务卡、设立党员公示栏等形式，引导广大党员公开身份，强化自我约束，增强荣誉感和责任感。要主动亮出承诺。窗口单位和服务行业党组织和党员要结合本行业本单位实际，重点围绕树立服务意识、提高服务能力、创新服务方法、提升服务效能作出公开承诺，采取公开栏公示、电子显示屏滚动公开、网络平台广泛公开等多种形式，自觉接受服务对象和人民群众监督。每位党员的践诺情况，要定期作出评价并进行公示。 (二)服务优化。要着眼于让服务对象和人民群众满意，不断优化服务质量。要提升党员素质。结合正在开展的学习型党组织建设，加强党员干部和从业人员的理想信念、群众观念、廉洁自律和职业道德教育，加强业务知识、政策法规、公共礼仪和服务技能学习培训。要开展先锋争创，把服务窗口行业作为创先争优活动前沿阵地，以服务窗口争先创优为突破口，全面推进窗口单位、服务行业争创先锋，充分运用“争创示范”、“星级管理”、“岗位竞赛”、“技能比武”等形式，组织基层党组织和党员广泛开展“党员示范岗”、“星级窗口”、“流动红旗”等活动，认真开展“先锋服务窗口”和“明星服务标兵”等评选活动，擦亮窗口服务百姓，发挥行业模范和职业标兵的示范效应，辐射带动整个窗口单位、服务行业积极创先争优。要进一步优化发展环境。围绕构建行政权力阳光运行机制，创新服务方式，不断推进“定位服务化、流程规范化、服务效能化、窗口集成化”，严格执行“首问负责、限时办结、责任追究”等制度，制定首问事项登记、一次性告知、服务承诺、去向留言、效能公示等系列制度，强化服务窗口的规范管理。积极推广全程代办服务、上门服务、提前预约服务、委托服务、延时服务、服务回访等模式，构建多层次、全天候服务体系。同时，积极组织开展各类志愿服务，不断延伸服务领域，切实提高服务效能。 (三)考核量化。各地各单位要结合实际，制定服务考核的评价办法，定期开展量化考核。要组织开展党员自评。窗口服务部门人员要结合岗位职责、承诺事项、闪光言行等，每月组织开展一次自评和互评，查找存在的问题和不足，明确自身努力方向和争创目标。要组织开展领导点评。各行业主管部门和窗口单位领导，要按照当场议问题、集中评效果、整改抓落实等程序，经常对基层单位的活动开展情况进行点评，实事求是肯定成绩，指出问题，提出改进意见。要组织开展群众测评。切实把群众评议作为量化考核的重要内容，通过使用服务评价器、填写评价表等形式，让服务对象能及时、简便地对服务质量进行评价，同时，采取邀请“两代表一委员”评议、开展社会满意度调查等方式，广泛征求群众意见。 (四)党群共创。坚持党建带工建、带团建、带妇建，充分发挥服务行业和窗口单位工会、共青团、妇联等群团组织作用，组织广大职工、青年、妇女广泛开展“比技能、比服务、比业绩”等活动，充分利用“青年文明号”、“工人先锋号”、“巾帼文明岗”等已经形成的并具有一定社会影响力的服务品牌，积极创先争优，切实以党内带党外、以党员带群众，真正让争先进、创优秀成为广大员工的价值取向和人生追求。 立足岗位创先进 优质服务做表率 ——阜阳市服务行业和窗口单位积极开展创先争优活动 创先争优活动开展以来，全市服务行业和窗口单位积极开展各类活动，重实践抓规范，着力通过激活创争主体、创设活动载体、典型示范带动、筑牢活动阵地、丰富活动内容等有效抓手，在服务行业和窗口单位形成了一道创先争优靓丽风景，有效提升了服务质量和窗口形象。 一是比奉献，明确责任，把党员身份亮出来。针对服务行业和窗口单位与群众接触面广、服务项目多、公共影响力大的特点，市创先争优活动办公室多次在活动汇报交流会和督查中，对全市服务行业和窗口单位开展创先争优活动提出明确要求。各级党委高度重视，突出服务行业和窗口单位这个关键层级，进一步加强组织领导和分类指导。为使广大党员强化党员意识，牢记宗旨，担起责任，市行政服务中心为每位党员发放了“党员示范岗”胸牌，要求全体党员戴牌上岗，增加党员职工的责任感和使命感，接受群众监督。界首市供电公司在公司党委的统一安排下，各党支部与公司党委、党员干部与党委书记、普通党员与党支部书记分别签订了创先争优责任书，以争创“五个好”党组织、争做“五带头”共产党员为重点，对扎实开展创先争优活动提出严格的要求，明确具体的举措。共签订责任书200余份。全市各服务行业和窗口单位也都利用经常与群众接触的机会，通过活动专栏、宣传板报、悬挂宣传 14 标语等方式，大力营造开展活动的浓厚氛围。 二是重实践，筑牢阵地，把优良作风带起来。全市服务行业和窗口单位广泛开展沈浩同志先进事迹专题讨论活动，深入剖析自身在党性党风、服务基层、善待百姓、履行职责等方面存在的不足和差距，努力做一个“让人民群众离不开的好干部”。结合“学习《廉政准则》、规范从政行为、促进科学发展”主题教育活动，集中整治机关效能，重点从大局意识、工作效率、工作作风、依法行政、服务质量和制度建设等6个方面对机关作风进行集中整治，加快市、县行政服务中心建设，继续清理行政许可事项，简化审批环节和办事程序，全面清理和规范各类行政收费项目，出台了一批便民、利民、惠民的服务措施。在全市各级服务行业和窗口单位机关实行岗位责任制、首问负责制、服务承诺制、限时办结制、失职追究制，加大明查暗访和惩处力度，提高效能整治效果。集中开展了社会各界民主评议市直机关百名科长活动，对市直108名具有行政执法权、审批权和行政管理职能的科室负责人(含二级机构负责人)进行了全面考核和万人社会测评。全市政法系统开展了“技能大练兵、作风大整顿”活动，着力解决司法不公问题，提高执法水平和办案能力。临泉、颍泉、颍上等地开展“优化环境树新貌”行动，创优质服务之窗。各窗口服务部门升级硬件设施，提供优质服务，构建行业文化，以文明的行业风貌争创“优质服务之窗”。 三是创载体，丰富内容，把服务效能提起来。结合实际，设置“党员责任区”和“党员先锋岗”，对每个党员依据不同岗位落实具体任务，进一步明确工作职责，调动全市服务行业和窗口单位党组织和党员的积极性、主动性和创造性。市直各单位按照创先争优活动安排，组织了承诺活动，按照“五个好”和“五带头”要求，结合自身实际和业务工作，作出服务基层承诺和业务提升承诺，公开承诺事项，自觉接受群众监督。市行政服务中心、市人社局、市国税局、阜阳建工集团等单位通过抓好定诺、示诺、践诺、督诺、评诺等环节，开展承诺活动，调动广大党员干部积极性，提高服务水平和质量。按照“建设学习型党组织，争做知识型党员”的工作要求，为党员干部制订了理论学习记录本，定期检查和批阅，不断加强和改进党员学习，通过读书坚定党员理想信念、提高政治素养、锤炼道德操守，提高党员的政治素质。结合各类专业学习和培训，有计划、分步骤地开展员工业务培训活动。注重做好结对帮扶共建，丰富活动形式。城乡规划局与太和县倪邱镇以“城乡互动，结对共建”为载体开展结对共建活动，走访慰问困难老党员，充分发挥业务优势，对镇规划建设，提出具体的意见和建议;市气象局到盛堂乡，通过召开座谈会和实地查看等形式开展结对帮扶活动，为当地群众办好事、解难事，受到好评。颍州区广泛开展以“六比六创”为主要内容的立功竞赛活动，在窗口单位和服务行业中形成相互促进、相互竞争、你追我赶的浓厚氛围。阜南、界首、太和等地在各镇办设立了为民服务大厅，集中办公、统一管理;村(居、社区)设立了为民服务代理点，明确了专职代理员，全天性的负责为群众代办有关事项,形成了镇(办)、村为民服务网络体系。 四是重典型，率先垂范，把党员形象树起来。在系统和行业内评选“业务能手”、“为民服务标兵”、“群众的贴心人”等活动，通过表彰先进，树立典型，激发了基层党组织、广大党员以先进为榜样，立足本职工作，在各自岗位上发挥先锋模范的作用，为完成各项工作发挥了积极作用。市直有40多个服务行业和窗口单位通过不同形式，组织党员干部职工学沈浩和践行“王家坝精神”，提高服务效率，推动了工作任务的完成。市招商办以争创“党员先锋岗、党员示范窗口”为载体，以招商、安商、亲商为切入点，以创先争优活动为契机，以提供优质服务为着力点，为客商提供优质服务。颍泉、颍东、颍州等地狠抓交通、卫生、建设、旅游、金融、公安、工商、税务等窗口服务行业的服务意识和效能，结合党建节日，集中表彰了一批服务基层、服务群众的优秀共产党员和先进基层党支部。市行政服务中心工商窗口以“服务创优质，管理争一流”为主题，开展创优争先活动，从办事比效率，服务比质量抓起，以实际行动争创文明服务、办事高效的一流窗口，改进了工作作风，提升服务质量。截止8月底，该窗口共注册登记各类企业数1874户，较去年同期增长7%。其中，新设立企业1001户，较去年同期增长9%，变更企业873户，较去年同期增长5%。 一是建立健全服务长效机制。各窗口单位和服务行业积极推行“上门服务、延时服务、预约服务、委托服务”等模式，建立健全与“服务对象零距离、服务工作零差错、服务管理零疏漏、效能作风零投诉”的长效机制，使群众满意率达95%。市政务服务中心紧贴工作实际，以“服务发展创先进，提高效能争先锋”为主题 15 仙居扎实推进窗口单位和服务行业创先争优 仙居县实施“形象素质”提升行动、“先锋模范”引领行动、“惠民暖心”服务行动、“优质服务”同创行动等四大行动，积极引导窗口单位和服务行业打造一流服务品牌，为推动和保障全县科学发展提供优质、规范、高效、便捷的服务，进一步推进创先争优活动深入开展。 一、开展“形象素质”提升行动，加强员工队伍建设。着力提升员工形象素质，以文明的工作风貌打造一流的“窗口品牌”。一是岗位培训树形象。广泛开展文明礼仪普及活动，要求窗口单位和服务行业员工统一着装，佩证上岗，并大力开展职业道德情操、服务艺术等文明服务培训，提升员工整体素质和服务水平，以优美的仪容仪表和专业的职业素养树立良好的窗口和行业形象。二是强化管理优作风。推行首问负责制、一次性告知制、服务承诺制、限时办结制、责任追究制等，强化日常业务管理，做到以制度管人、管事，优化工作作风。三是主题活动强意识。通过组织开展“解放思想、创业创新”大讨论活动、举办“树时代先锋，展党员风采——颂歌献给党”文艺演出、“我是一名共产党员”演讲比赛等多种形式，引导党员干部讲党性、争先锋、做模范。今年以来，共组织开展解放思想大讨论等各类主题实践活动268场次、党课318场次。 二、开展“先锋模范”引领行动，强化榜样示范带动。充分发挥党员干部的先锋模范和示范引领作用，以扎实的工作成效积极打造一流“先锋品牌”。一是开展党员示范活动，树立先锋形象。吹响“我是党员，向我看齐”口号，设立党员服务窗口、党员责任区和党员示范岗，让党员干部主动亮牌上岗，公开服务承诺和践诺情况等，以党员的先锋模范作用带动整个窗口单位和服务行业创先争优。县卫生局农医保窗口的党员示范岗办结率、群众满意率均在96%以上。二是开展岗位竞赛活动，激发争创活力。组织开展“四比四看”(比学习，看综合素质;比示范，看思想境界;比干劲，看工作业绩;比服务，看践行宗旨)活动，激发广大员工立足岗位争优秀的工作激情。县人民医院通过开展止血包扎术、无菌技术操作、静脉输液(留置针)等各种技能竞赛，在全体医护人员中形成了比学习、比技术、比贡献的良好风气。三是开展岗位考评活动，培树先进典型。结合“机关效能年”活动，细化争创标准，制定具体的考核评价办法。开展“最佳服务窗口”、“人民满意公务员(员工)”评比活动，培树先进典型，发挥示范带动效应。截止目前，已开展各类考核评比10余项，培树典型30余个，奖励表彰各类先进达400多人次。 三、开展“惠民暖心”服务行动，突出服务优化。坚持以“创一流服务”为出发点，以“让群众满意”为落脚点，创新服务形式，积极打造一流“服务品牌”。一是推进审批提速。深入推进职能归并，实现“一站式”审批、“一流型”服务。全县企业审批事项由原来的854项缩减到384项，缩减率达55%。同时，建立健全联审联批制度，实行多部门联合踏勘、集体会审，把串联式逐步报批改为并联式同步办理，使企业从工商注册登记到开门营业所需的手续审批时间由原来60个工作日缩短到40个工作日。二是实行全程服务代理。设立项目代理窗口，对全县重大项目、重点工程实行免费代理制度，为企业提供无障碍审批服务平台。县经贸局开通集求助、投诉、服务、信息交流为一体的“1890企业服务专线”，今年共提供咨询服务637件，参加企业项目联办183件，为105家企业全程代理有关项目。三是开展流动便民服务。开辟“流动服务窗”，推行干部下村现场办公制度，组建20多支党员志愿服务队到农村为群众现场办理家电下乡、农医保、民政优抚等各类手续。活动以来，共到20多个乡镇、中心村开展服务40多次，为群众办理各项服务800多件。 四、开展“优质服务”同创行动，构筑党群互动体系。发挥窗口单位和服务行业直接面对群众、面对社会的优势，通过开展群众评议、民主恳谈等方式，积极引导党员群众广泛参与“优质服务”同创行动，形成党群互动的政务服务体系。一是创新群众评议方式。聘请了20位行风监督员，设立了24个民主监督意见箱，通过人民满意服务窗口(单位)调查问卷等方式，让服务对象和党员群众广泛参与评议。二是注重群众评议结果运用。将评议结果以合理的方式在一定范围内公开，并将其纳入窗口单位和服务行业党组织的年终考核指标，群众评议差的取消各类评优评先的资格。三是开展问策于民活动。通过开展民主恳谈、意见建议征求、金点子等活动，找出影响服务形象、服务质量的根源，找准整改落实方向。活动开展以来，共收到涵盖服务质量、服务内容等方面建议397条，其中94条合理化建议被吸收。 近日，省委创先办下发《关于深入推进窗口单位和服务行业党组织及党员创先争优活动的实施意见》，重点对窗口单位和服务行业党组织及党员创先争优活动进行再安排、再部署。为进一步提升全县窗口单位和服务行业的服务质量和效率，更好地为人民群众服务，推动科学发展，促进社会和谐，带动全县创先争优活动深入扎实开展，经县委研究，决定在全县窗口单位和服务行业党组织和党员中通过“十星”争创活动，进一步推动创先争优。现就有关事项通知如下: 一、重要意义 创先争优活动是学习实践活动的深入和延展，是党的建设一项重要的经常性工作。以“十星”争创活动为契机，推进创先争优活动，让基层党组织和广大党员创有目标、争有动力，充分激发了创先争优的积极性、创造性。窗口单位和服务行业与人民群众生产生活息息相关，涉及面广，社会影响力大。在全县窗口单位和服务行业深入开展创先争优活动，是改进行业作风，提升党和政府形象，进一步密切联系人民群众的迫切需要;是推进党群共建创先争优，促进全社会形成创先争优良好风气的重要切入点;是形成推动科学发展、促进社会和谐强大合力，确保创先争优活动取得实效的有力抓手。各窗口单位和服务行业党组织要充分认识到推进创先争优活动的重要意义，切实增强责任感和使命感，继续深化“十星”争创活动，把开展窗口单位和服务行业创先争优作为整个创先争优活动的一项重要内容，作为党群共建创先争优的一个重要载体抓紧抓好，让创先争优在服务群众的窗口得到展现，让人民群众切实感受到创先争优带来的实实在在好处。 二、参与对象 1、与社会公众联系密切、直接服务群众的有关单位党组织和党员。主要包括交通、商业零售、中介评估、物业、旅游、宾馆、车站、加油(气)站等单位及金融、电力、通讯、邮政等单位营业网点或分支机构党组织和党员。 2、各级机关事业单位中直接接待和服务群众的工作窗口。主要包括政法、教育、民政、卫生、社会保障、城管、交通、税务、工商、质监、信访、行政服务中心等部门中的工作窗口党组织和党员。 3、乡镇(场)、村(社区)党员群众服务中心党组织和党员。 三、目标要求 窗口单位和服务行业要紧紧围绕“推动科学发展、促进社会和谐、服务人民群众、加强基层组织”的总体要求，对照“十星级”党组织和“十星级”党员标准，努力把服务窗口办成加快发展的示范窗口、服务人民群众的便民窗口、展示精神风貌的形象窗口。 1、要围绕推动科学发展创先争优。各窗口单位和服务行业基层党组织要围绕中心、服务大局，紧密结合自身业务工作，精心设计群众喜闻乐见、易于参与的活动载体，引导广大党员干部在完成中心任务，做好本职工作中创先争优，为推动科学发展提供强大动力。要始终做到围绕中心不偏离、服务大局不游移、促进发展不动摇，把基层党组织和广大党员的热情、智慧和力量凝聚到“加快发展”的伟大实践中来。 2、要围绕让服务更满意创先争优。各窗口单位和服务行业的党组织和党员要全面推行公开承诺，围绕让群众放心、让群众满意这一目标，公开进行承诺，切实抓好承诺事项的兑现。要普遍开展共产党员佩戴党徽挂牌上岗活动、志愿者服务活动、微笑服务活动，接受群众监督，树立良好形象。要广泛开展岗位竞赛，注重典型带动，通过评选文明示范岗、党员先锋岗等方式，引导党组织和党员对照先进找差距、学习英模见行动、立足岗位创佳绩。 3、要围绕加强基层组织创先争优。要重点加强窗口单位和服务行业基层党组织“五个基本”、“七大体系”建设，理顺隶属关系，健全管理体制，扩大窗口单位和服务行业党组织的覆盖面。要选择一批党建基础较好的窗口单位，打造成窗口单位和服务行业党建精品示范区。在抓好党组织建设的同时，还要采取灵活多样的形式，帮助窗口单位和服务行业基层单位建立群团组织，做到党组织工作和群团组织工作齐头并进，为推动窗口单位和服务行业党群共 17 建创先争优奠定组织基础。要加强窗口单位和服务行业党员队伍、干部队伍建设，改善队伍结构，提高队伍素质，重点要选好配强基层党组织负责人，做好党员发展工作。通过创先争优，把工作骨干培育成党员、把党员培育成工作骨干，发挥党员和骨干的带头作用，带领群众一起进步，形成齐争共创的生动局面。 4、要围绕改进行业作风创先争优。要围绕提高服务水平，树立行业新风，进一步完善管理制度，细化服务标准，以优良的工作作风争创“规范服务之窗”。把窗口单位和服务行业创先争优活动与行风评议结合起来，重点对老百姓反映强烈的突出问题和窗口服务中的薄弱环节进行综合治理，扎扎实实推进窗口单位和服务行业作风建设。要把窗口单位和服务行业创先争优活动置于群众的监督之下，广泛开展行风评议活动和窗口优质服务满意率测评活动，通过群众评议和领导点评，切实转变窗口单位和服务行业工作作风。 四、活动载体 把“十星”争创活动，作为创先争优活动的重要抓手，贯穿于整个创先争优活动始终。以“十星”争创为载体，开展“五亮五比五创五评”活动，促进广大窗口单位和服务行业党组织和党员创先争优活动的深入开展，带动群众创先争优。 1、亮身份、亮职责、亮承诺、亮点评、亮评议，展示党员形象。党员要统一佩戴党徽、工作牌、服务卡，设立党员公示栏，引导党员多渠道亮身份、多方位树形象，增强党员意识，强化自我约束，接受群众监督。结合窗口单位和服务行业的行业特征和岗位实际，围绕提高服务水平、惠及人民群众作出公开承诺，采取公示栏、“党员岗位牌”(包括姓名、职务、职责及服务承诺等内容)、电子显示屏、网络平台等形式予以公开，自觉接受广大服务对象和人民群众的监督。综合运用干部绩效考核、文明创建考核等手段，借助“十星管理”、“岗位竞赛”、“技能比武”等载体，定期对每位党员兑现公开承诺、开展服务工作的情况作出评价，并在服务大厅进行公示，让先进的有光荣感，后进的有危机感，一般的有紧迫感。 3、创一流部门、创一流队伍、创一流服务、创一流业绩、创一流形象，提升争创实效。把“十星”争创与优化工作流程、提高服务水平结合起来，与内强素质、外树形象结合起来。大力开展“六个服务”(阳光服务、微笑服务、规范服务、高效服务、廉洁服务)，进一步提升服务质量和水平，争创群众满意窗口。充分利用党员先锋岗、巾帼示范岗、工人先锋号、青年文明号等已经形成的并具有一定社会影响力的服务品牌，积极开展争创活动，丰富品牌内涵，提升品牌品质，打造更多社会知名高、群众信任度高的优质服务品牌。大力倡导志愿者精神，及时根据人民群众需求，组织开展志愿者活动，不断延伸服务领域和服务区域，实现窗口单位和服务行业志愿者活动与窗口服务的拓展延伸有机融合，使窗口服务更加人性化、多元化。
