STAGES OF COMPLETION
Mechanical Completion
Mechanical Completion shall have been achieved when all construction activities,
installation work, static (non-functional) testing have been completed and
documented in accordance with the Contract Documents. At this point, the turnover
system or the Facility, as applicable, will be ready to start Precommissioning
activities. Mechanical Completion shall include completion of the following
activities:
1.1.1 Civil Work
All excavation, backfill and compaction work is complete.
All underground sewers and pressure pipe have been installed and tested.
All finish grading and paving is complete, and the Site has been checked for proper
drainage.
1.1.2 Concrete Work
All concrete foundations and structures are complete.
All grouting of Equipment and supports is complete.
All fireproofing (structural steel, Equipment supports and skirts, cable tray and other
required items) is complete.
1.1.3 Structural Steel Work
All structural steel, ladders, platforms, stairways and walkways are erected.
All bolted connections are tightened.
All welded connections and required non-destructive examinations are complete.
1.1.4 Building Work
All buildings are constructed.
All building architectural finishes and schedules are complete.
All building mechanical, electrical, control systems and protection systems installations
have been checked and statically tested.
1.1.5 Mechanical Work
All mechanical Equipment requiring hydrostatic testing has been tested at the
manufacturer’s shop or at the Site, as required.
All Factory Acceptance Testing (FAT) of machinery and Equipment, as required, is
complete.
All vessel internals (with the exception of chemicals and catalysts) have been installed,
checked and tested where required, and vessel interiors have been cleaned and checked
for removal of all debris. With the exception of vessels requiring installation of
chemicals and catalysts, final closure of vessels is complete.
All final cold alignment checks between rotating machinery and their drivers are
complete and documented.
All tanks have been constructed, hydrostatically tested, drained, cleaned and final closure
is complete.
All fired heaters and boilers have been erected, including installation of all internal
refractory and insulation.
1.1.6 Piping Work
All piping systems have been installed and checked.
All fire control and fire protection hardware has been installed.
All piping connections to rotating machinery have been checked for proper alignment and
clearance.
All non-destructive examinations and static pressure testing is complete.
1.1.7 Electrical Work
All electrical Equipment, junction boxes, panels and fixtures have been installed and all
static checks and tests are complete.
All grounding, cable and wire installations are complete and have been checked.
All required insulation resistance tests are complete.
All dielectric testing of medium voltage (6kV) and high voltage (35kV)cable is complete.
All cable and wire terminations have been checked.
All panel schedules are complete, current and properly labeled.
1.1.8 Control Systems Work
All instrument bench calibrations are complete.
All Factory Acceptance Testing (FAT) and installation of the DCS is complete.
All control panels, marshalling cabinets, junction boxes and instruments have been
installed and all static checks and tests are complete.
All cable and wire installations are complete and have been checked.
All cable and wire terminations have been checked.
All process leads and tubing have been installed and pressure tested.
All panel schedules are complete, current and properly labeled.
All fire protection, and fire and gas detection controls and instruments have been installed
and checked.
1.1.9 Paint and Insulation Work
All painting and insulation is complete to the greatest extent possible.
1.1.10 Documentation
All system turnover packages have been assembled, their contents checked for
completeness and accuracy, and the packages have been reviewed and confirmed by the
Project Company to be complete.
All Specifications and Drawings requiring as-built updates have been updated. One copy
of manual updates (red lines) has been transmitted to the Project Company.
1.1.11 Operator Training
Contractor’s formal classroom training program for Project Company’s operating
personnel for the Facility is complete.
1.1.12 Spare Parts
All Spare Parts and special tools required for commissioning and startup have been turned
over to the Project Company.
All Spare Parts have been delivered to the Site.
1.1.13 Site Cleanup
The Site is cleaned and all construction surplus material and rubbish is removed from the
Site.
All scaffolding is removed as far as reasonable, except for that scaffolding required to
support Precommissioning and Punch List activities.
