我区“农村中小学教师素质提升工程”实施三年以来，各校认真组织实施，扎实开展各项活动，并以《杭州市西湖区<农村中小学教师素质提升工程>简讯》为平台，展示各校培训特色和风采，在各承办学校及责任编辑的努力下，按原定共完成11期简讯。 在培训过程中，涌现出一批业务精良、素质过硬地骨干教师和课堂教学能手，一批先进典型和感人事例。经各中小学推荐、区评审小组评审，送出留下中学庄玉婷、郑惠娟，袁浦中学李娅，三墩镇中心小学冯卫芳作为“浙江省农村中小学教师百名课堂教学能手候选人”;在区“感动西湖教育十大人物”评选的基础上，推荐杭十五中教育集团朱涵老师、杭州西湖高级中学何玉春老师、周浦乡中心小学张引江老师、紫荆花学校王立红老师、上泗中学翟海燕老师、翠苑中学诸葛琪老师、九莲小学丁奈、学军小学周萍老师、西湖第一实验学校朱桂娜老师参加杭州市师训中心组织的“关于杭州市中小学‘教师专业素质竞赛’——‘感动社会的老师’征文评比活动”;同时经区教育局组织评比，推荐4所学校参加市校本培训先进学校评比。 各校教师培训分管领导还精心挑选典型图片、资料，以展板形式反映各校在实施农村中小学素质提升工程中的经验、典型做法和成果。 根据省市统一安排及我区培训计划，于2006年10月22日和2007年9月23日分别参加了省级课程《师德与教师职业》、《E—环境下中小学学科教学专题研修》的统考和市级课程《新课程学科教学评价》、《新课程教学与案例分析》统考，并于2007年11月17日进行了9位教师的补考。 在教育局领导的高度重视、进修学校的严密部署下，对各校进行考前复习效果抽测及调研，以等同于高考的规格组织考试，考试的组织及考试情况受省、市巡考员的高度肯定。 经统计核实，我区实际参加培训和两次考试的人数为952人，4门课程综合成绩合格人数为952人，培训参与率达100%，4门课程综合考试成绩合格率达100%。我区圆满完成中小学教师农村素质提升工程培训。 [ 西湖区教师进修学校 程红供稿] 1 校本培训是学习、研究、教学实践三者的有机结合 教师是课改的主人。课改成败，系于教师把新的教学思想、教学理念运用于教学实师。新课程改革，不仅仅是验证课程和践中，并在教学实践中检验其正确与否，这教材的科学性、合理性，更重要的是要转变样才能不断修正错误，推动课改向深层次发教师的教育观念，锻造一支符合素质教育要展。为此，要加强培训的针对性、实用性、求的教师队伍，因此，整个课改实验过程不降低重心，紧紧抓住教师教育教学的症结，是教师按照专家设计的框架进行施工的过切实解决一线教师的困惑。 历时5天的2007年浙江省“新生代”教师课堂教学风采展示活动今天下午分别在杭州留下中学、钱塘外语学校圆满结束。来自全省各地的4个学科的2300多名教师代表参加了会议。本次活动由浙江省教育厅教研室主办，西湖区教育局协办，西湖区教师进修学校承办。 由于西湖区教育局的正确领导，教师进修学校的努力工作，以及承办学校的紧密配合，本次活动得到了省教研室领导和全体教师代表的好评。作为东道主，我区有4名教师代表参加了此次“新生代”教师课堂教学风采展示评比，获得了一个一等奖，三个二等奖。他们分别是翠苑中学科学老师曹轶群一等奖，三墩中学语文老师凌燕二等奖，十五中教育集团数学老师张筠珏二等奖，留下中学社会老师金晓凡二等奖，实现了农村中学省级评比零的突破。这是我区均衡教育发展的结果，也是和谐教育理念的真正体现。 2 金秋的风景线 ——中老年教师教学业务研修班开班 西湖区中老年教师教学业务研修班，于习、交流和提高的平台。以新的教育理念为2007年11月22日下午在区教师进修学校先导，明确研修的指导思想;以新课程为内开班。这充分体现了我区对中老年教师的重涵，制定研修内容;以课堂为依托，开展丰视与关怀。在开班仪式上，进修学校总支书富多彩的研修活动。 班化教育中的一些误区，进一步明确了小班的核心要素。 与会的长三角地区和香港等地的300多名专家交流时指出，小班化教育不能“止 步”于班级人数减少。国家督学、上海教育学会会长张民生教授认为，小班化教育最重 要的是应改变“老师作为权威高高在上传授知识”的教学模式，树立民主平等的观念，尊重和了解每位学生。小班的核心价值是体现教育的有效性，否则就将造成资源的浪费。 与会专家还一致认为小班的发展关键在与教师，提出教师专业化发展要特别重视民主平 等的教育观念;研究能力以及反思能力;合作分享能力，互动倾听能力;理解包容能力，评估反馈能力;教学设计能力，班级调控能力;资源应用能力，社会合作能力。上海师 范大学岳龙博士在听取了小班教育论坛后特别强调了教师发展的重要性，指出教师的精 当常规培训活动的引力有所减退之时，我们三墩镇中心小学在原有的基础上，通过分析、商议、提炼，进行了调整，开展了全校诊断性听课。在一个月内，由学科带头人，校级领导，学校中层，教研组长、备课组长组成会诊团，深入到每位教师的课堂进行听课。上课的老师提前得到通知，可以找组内老师商讨，可以请教专家，在听课的过程中，任何学科的老师都可以进入课堂进行听课。课后，会诊团成员根据执教老师的说课以及课后反思进行集体会诊，大家从学生认知、思维、情感等方面的发展程度，以及教学目标，教学内容、激励性教学策略、自主性教学策略、创造性教学策略、学习状态、学习结果7个一级指标以及相对应20个二级指标进行诊断，大家畅所欲言，共同研讨，最后会诊出相应的整改措施，使校内每位教师对自己的教学有了一次重新审视的机会，明白了自身在教学上的优势和不足，对自己以后努力的方向有了清晰的认识。同时在这个活动过程中，我们把优秀的教学设计，精彩的教学环节，生动的教学过程，精辟的教学反思通过校园平台，备课组活动进行交流共享，使教师的经验能及时得到关注和分享，以优促优，使更多的教师认识到他人教学的“绝”“独”“价值”，从而达到相互学习、取长补短、共同提高的目的。 [三墩镇中心小学 冯卫芳供稿] 聚焦课堂 努力实施有效教学 伴随着入冬的脚步声，又迎来了我校2007年的教学研讨会。本次教学研讨会围 绕主题“聚焦课堂 追求实效 注重研讨 提升质量”而展开。如何使我们的课堂教学更加有效，如何来提升我校的课堂教学的质量，这是我们每位教师共同关注和经常 在反思的问题。 在这次教学研讨会上，我校5位年轻教师叶懿、蒋涛、王芳、罗赟华、曹芳和学 军前来支教的任一波老师分别上了展示课。尽管我校的五位老师还非常年轻，但他们扎实的课堂教学，朴实的教学风格获得了教研员及全校教师的一致好评。任一波老师 所上的音乐课更是给所有听课老师留下了深刻的印象。我想这样的活动，成长的不仅仅只是几位上课的老师，更多受益的是我们每一位听课老师。在课前，教研组长、备 断的反思研讨中，也一定会“博采众长、为我所用”，我们所有教师也将更自信地迈入课堂, 我校的教学工作也定会蒸蒸日上。 [三墩镇中心小学供稿] 6 有效教学 有效课堂 有效技巧 十一月二十六日下午，文三教育集团有幸邀请到吴吉春局长来我校做关于“有效教学理论与实践的探讨”讲座。集团全体教师齐聚嘉绿苑小学多媒体教室，认真聆听了吴局长的报告，在一个多小时的学习中深入思考了关于能动教学的有效性问题。 吴局长的讲座是在一片轻松的气氛中开场的。根据多年的研究和实践经验，他主要就三大方面对“有效教学理论”进行了分析: 一、从关于有效性的一个隐喻看有效教学的内涵。 二、有效教学具有的理念。 三、如何构建有效的教学课堂。 其中第三点是吴局长讲座的重点，也是我们在 教学过程中需着重关注的。吴局长提出， 应当合理设计并充分实现课堂教学目标，而课堂教 学目标是否合理可以用5大点要求来考察:课堂教学目标是否与学年、学期、单元计划协调一致，是 否适合教学内容和现有的教学资源，是否转换成了 学习主体学生的学习目标，是否根据课堂进展情况 和学生的实际表现体现一定弹性，是否体现了学生 终身发展尤其是终身学习的要求。 吴局长提出，教学的终极目标是什么,首先，培 养学生健全丰富的个性;其次，切入并丰富学生的经验系统;再次，帮助学生构建人类知识完整系统;最后，提高学生的需要层次。如果没有这样的思考，单一的教学目标是无法达成的。 11月23日下午四时，在求是教育集团浙大附小报告厅里，一位特殊的贵宾如约而至，求是教育集团全体教师静静地聆听他笑谈教师成长，感受他深深的教师情结。他，就是浙江大学原党委书记、求是校外教育委员会主任——张浚生教授。 张浚生教授，1958年毕业于浙江大学留校任教25年，1983年任杭州市委副书记，1985年起任新华社香港分社副社长，新华社香港分社发言人，1998年调回内地任浙江大学党委书记。他以其丰富的人生，切身的体会，深入浅出地谈了一个教师必须做到两点。一是要有正确的教育理念，我们的教育目标是提高学生综合素质，使他们逐步具有崇高的理想，良好的品德，宽厚的基础，卓越的能力，踏实的作风，健康的体魄。小学是最基础的教育，小学基础没有打好，以后就不可能有很大的成就，但是我们不能提过多过高的要求，他以教育孙女为例，一至三年级孩子做到六个字“爱学习 讲礼貌”，四至六年级孩子做到六个字“爱学习 要自强”。教育要有“求实”的精神，不弄虚作假，要寻求教育规律。二是要有感情，对教育事业要有感情，对学生要有感情。只有对教育、学生有感情，才谈得上热爱教育、热爱学生，才谈得上理解学生，才谈得上启迪学生的心灵。为此，凡是学生开展的活动，我们竭力去参加，只有深入学生生活，才能真正了解他们的需求，才能增进师生间的感情，才能收到更好的教育效果。最后，张书记还和老师们进行了互动，对老师们提出的问题:香港回归筹办工作遇到那些困难、现代大学生的现状对小学教育的启示、香港一流大学与中国内地一流大学有什么不同等等，他一
