Public material comes into play as far as Taiyuan select qualified vendors, material provided by material, two or three types of professional-oriented material and, if necessary, invite owners participate in bidding work of the Commissioner. 雅安市雨城区社会治安问题调查报告 得失业无业、流动人口在无固定收入不能保障生活的情况下产生严重的不平衡而在没有高的道德约束下开始铤而走险。第三部分,其他原因,可视为调查问卷不完善。 问卷第十一题,您认为当地党政机关和官员是否重视社会治安工作, 在参与问卷调查的人当 中,7%的人选择非常重视, 70 %的人选择了一般重视,还 有23% 的人觉得不太重视, 没有人选择不重视。从调查中 可看出大部分雅安人民对于当 地党政机关和官员对社会治安 的重视程度还是比较满意的。 还有比较少的一部分人不是很 满意当地的社会治安,他们觉 得是当地政府不够重视,对当地的治安可能不太满意。这反映出当地政府对当地治安的重视度不够,还有许多的不足之处。还需要加大维持社会治安的力度,毕竟社会的安全与稳定关乎人民群众的财产和生命的安全。 三、改善治安的建议 问卷第十二题,您认为应该怎样改善治安情况, 参与问卷调查的人当中,21% 的人认为应该增加警员巡逻力度,人们觉得警员的巡逻力度可以降低犯罪的发生率,也给人们带来了许多安全感,给犯罪分子带来了许多威慑,制止了许多潜在的犯罪行动。23% 的受访者觉得应该加大青少年的法制教育。如今这个社会,青少年犯罪的比例越来越大,许多青少年由于家庭等原因没有受到良好的教育,加上叛逆心理,抵抗诱惑的能力差,走上了犯罪的道路。所以,加大青少年的法制教育尤其重要,它增加了青少年的法律知识,让他们意识到犯罪的危害性,从根本上降低青少年犯罪的可能性,进而降低社会的犯罪率。还有22%的人选择了加大犯罪打击力度,我们国家是一个人口大国,难免会发生许多不同的犯罪,加大犯罪打击力度,可以扼制犯罪分子的嚣张气焰,保障国家的安全稳定与人民的生活。有16%的人觉得应该鼓励大家见义勇为,见义勇为是指为保护国家、集体利益或者他人的人身、财产安全,不顾个人安危,与正在发生的违法犯罪作斗争与抢险行为。树立人民群众见义勇为光荣的正确价值体系,全民行动起来,犯罪活动将越来越少,社会治安就得到了保障。还有16%的人选择了加大矛盾纠纷解决力度,矛盾纠纷是发生犯罪的一个前提,许多矛盾不能很好的解决的话就会造成许多严重的后果。许多的案例表明,解决矛盾纠纷很重要,提倡大家有矛盾不能解决的时候不要私下解决,要通过报警或者到法院控告等合法途径去解决,切勿走犯罪的道路。最后还有不到1%的人选择了其他。 关于调查“雅安市雨城区治安状况”的综合分析 本问卷主要从雅安市雨城区的治安现状、影响社会治安的原因、改善治安的群众建议等方面调查了雅安市雨城区地区治安状况。 要改善一个地区的治安状况,就必须要了解当地社会治安存在哪些问题,这些问题是由何而起,从而找寻解决对策。对于雅安的治安问题,我们将其细化,从不同的方面、不同阶级的人群调查了雅安治安现状。使调查结果具有很高的现实意义。而从调查结果来看,对于不同的方面,其情况不同,不同的人群也反映了不同的信息。 从调查对象来看,我们调查的人群分为了四类,警卫人员、学生、本地居民、暂住居民。这样涵盖范围较广,学生的回答能代表校园及校园周边的情况,暂住居民能以第一印象反映出当地治安情形,本地居民由于长期居住本地,对治安状况的变化和大的动态比较了解,警卫人员能站在一个新的高度审视雅安社会治安状况。对于雅安的治安状况,近十分之九的人群是满意的,我们在做第4题的调查时,有的居民表示自己是外地迁户口过来的,当问及雅安治安状况,他认为比较不错,雅安很少发生大型的刑事案件和其它交通事故。这也说明了当地的治安的却比较好。 flattened, damage and cracks of steel pipe shall be removed, pole, vertical pole tube length the lap length is not less than 1000mm, and two rotary buckle fastened. 5, scaffolding pole connector length must be in the joint fastener, compromise with the adjacent Rod joints should be staggered not less than 500mm, and should not be in the same step, Center distance, the joint master distance should not be less than 500mm, the same inner and outer longitudinal bars on both sides of joints should be staggered, and is not within the same distance, the Joint Centera Chapter labour plans the project consists of two units, General construction principles: underground, ground after first structure, enclosure after first subject, after renovation; civil engineering, professional General construction sequence. Public material comes into play as far as Taiyuan select qualified vendors, material provided by material, two or three types of professional-oriented material and, if necessary, invite owners participate in bidding work of the Commissioner. 雅安市雨城区社会治安问题调查报告 而不良治安现象总是无法避免,主要类型据调查反映,扒窃和抢劫事件居多,秩序混乱是一个主要的类型,其实两者关系密切,秩序混乱才让扒窃抢劫人员有机可乘。 违法犯罪现象发生场所主要是火车站和公交车站、学校周边。可以看出火车站、公交车站由于人流量很大,彼此不熟悉,交通方便,便于违法人员作案和逃离,违法犯罪现象发生的频率最高。学校周边,学生的社会经验不足,容易轻易相信他人上当受骗。此外夜晚暗巷、集市商场也是发生案件较多的地点,主要是由于夜晚,外面人流少,不法分子作案时机较好,集市人多。秩序相对而言比较混乱,作案人员乘机偷扒,便成为常事。并且,这些地方都没有公安人员巡逻,打击。不法分子就猖獗了。交通事故在雅安其实比较少,近期,各个十字路口都有数名工作人员指挥交通。使得车辆和人群顺畅通行。 对于影响社会治安的人群,我们不难发现主要是社会闲散人员。主要是由于他们游手好闲,无经济来源,却要生活,就想到靠非法途径获取金钱等等。其次,流动人口也是一大难题。 面对不法侵害采取的行动方面,绝大多数的人会选择报警,很有法制意识。影响社会治安问题的主要原因,通过调查我们发现主要来自两方面。第一,由于政府相关部门打击力度不够。第二,主要影响治安人群过多。可见应当从这两方面着手解决。我们发现雅安治安巡逻力度不够,治安巡逻作为控制时空的一种重要,通过“全天候全方位”的巡逻活动,压缩违法犯罪分子活动的时间和空间,有效预防违法犯罪活动,另一方面,通过强化治安巡逻,加强巡逻密度,客观上造成了警察无所不在的印象,给违法犯罪分子一种“法网恢恢,疏而不漏”的感觉,对其产生威慑作用,从而减少违法犯罪活动的发生。在本次社会实践调查中,我们发现了大多数居民以前很少可以看见警察巡逻,只是十八大近期有部分巡逻队伍在进行巡逻,保证路边摊贩、某些犯罪现像得以遏制。 党政机关和官员是否重视方面,政府只是一般重视,所以要加大重视度。我们也随机调查了群众对改善治安的建议,对于大多数的居民,他们觉得去商场或集贸市场从事一些活动较普遍,在这期间,他们会遇到或见到一些被扒窃,被抢,乃至打架斗殴等事件。大家一致认为增加警员巡逻力度、加大犯罪打击力度对于社会治安有很大的帮助。加强青少年法制教育可以从根本上改善治安。 对策建议 针对以上各种现象和结果,综合分析后我们提出了以下系列的对策建议, 10月-11月我小组对雅安雨城区进行了随机调查。调查发现雅安雨城区的治 安状况相对较好,对于一些不良的治安现状,我们分析得出主要原因有地方政府及执法部门打击力度不够和无业人员、失业者、流动人口过多。 一、政府及相关职能部门方面 1、加强巡逻监管队伍的建立 雅安公安等相关执法部门应当加强内部队伍建设,从群众的建议中得出执法队伍的质量不高,常出现秩序混乱处没有公安人员疏散、解决。所以必须对公安、执法机关进行思想教育,加强其责任意识。从严治警,在干警队伍中真正树立立党为公、执法为民的思想,树立起公正执法、文明执法、为民执法的形象。建议设立干警作风举报箱,加大社会与人民群众的监督力度,帮助干警端正作风。要充实政法干警力量,建议适当压缩行政编制,增加政法队伍编制。人事部门在招收政法干警时,应适当放宽条件限制,要优化配置警力资源,充实基层干警力量,确保基层工作需要。派出所、法庭要加大干警的内部交流力度,以减少办案的人情干扰。要突出抓好政法干警的思想作风建设。为群众更好的服务。 2、严厉打击违法犯罪 针对违法犯罪,政府公安部门要加强协调与配合,增强打击力度,严厉打击严重危害社会治安的违法犯罪,绝不徇私枉法。建议公安机关对积案进行一次全面清理,对因工作不力,造成破案率低的单位和个人,要追究其工作责任。加强巡逻,尽可能的避免犯罪活动的发生并尽可能快的赶到犯罪现场,尽最大努力保护好居民的生命、财产安全。增加商场、集贸市场、繁华地区以及娱乐场所的监管力度,减少犯罪活动的发生,改善公交系统的管理,尽可能的保护乘客的人身安全,提高保安的素质,加强居民居住地周围的保护。 3、着力加强流动人口管理、加强无业人员的教育 雅安市雨城区政府应当提出申请,让上级部门波一定数目的款来对建立有组织有纪律的公安队伍,队伍要抓好流动人口的治安管理,建立流动人口档案及出租房屋登记、安全检查,加强流动人口违法犯罪人员的控制,加强对无合法证件、无固定场所、无正当生活来源“三无”人员的治安管理和教育。而劳动部门要按照“信息导向、按需流动、凭证管理、全程服务”的要求,强化流动人口的劳动管理,整顿好劳动市场,让市民居住更加安全。 二、雨城区群众方面 1、加强群众法制教育 公安部门充分发挥社会治安综合治理的作用,调动全社会一切可以调动的力量,积极投入到预防案件发生、打击违法犯罪斗争中来,利用新闻媒体等宣传工具,大造舆论,广泛宣传震慑犯罪,控制犯罪心理,减少犯罪行为发生。并分发法制教育传单、播放视频等,大力宣传社区平安、绿色治安、以及治安管理法等。flattened, damage and cracks of steel pipe shall be removed, pole, vertical pole tube length the lap length is not less than 1000mm, and two rotary buckle fastened. 5, scaffolding pole connector length must be in the joint fastener, compromise with the adjacent Rod joints should be staggered not less than 500mm, and should not be in the same step, Center distance, the joint master distance should not be less than 500mm, the same inner and outer longitudinal bars on both sides of joints should be staggered, and is not within the same distance, the Joint Centera Chapter labour plans the project consists of two units, General construction principles: underground, ground after first structure, enclosure after first subject, after renovation; civil engineering, professional General construction sequence.
