本工程占地面积11000?.施工现场场地面积大～为满足施工进度要求～路面施工采用一台水泥稳定砂砾摊铺机～一台沥青摊铺机～三台压路机～同时交叉施工。雨季施工前在现场西侧修筑临时排水沟～以保证现场排水的畅通和现场作业场地不被淹没。 1.8编制依据: 1.8.1工程招标文件及图纸 1.8.2相关规范、标准: 《公路工程技术标准》(JTGB01-2003) 2.主要工程施工方法: 2.1道路测量: 2.1.1本工程开工前～应按图纸进行施工放样～校核设计坐标点位臵和竖向高程与现场实际是否相符～及时报业主与设计人员修改。同时应组织有关人员对现场进行勘察～给定现场准确坐标点位臵和竖向高程。 2.1.2按已知标高测设标高控制点,按方格网纵横均设,～做出明显的标志,并加以保护,以备挖填过程中监测。 2.1.3所测设的标高控制点经监理验核后方可进行施工。 2.1.4边挖土边测量。随着挖土随摊平、碾压及时测出所在部位的标高。以保证场地符合设计要求。 2.2土方工程: 挖土采用推土机及反铲挖掘机挖土～装载机装土、自卸车运土～人工修整。挖土顺序由一侧开始～分段分层挖土。先深后浅。每层0.3m。挖至接近设计标高时预留0.2m厚土层。采用人工挖掘修整。以保证挖土深度符合设计要求～随挖随采用装载机装土～自卸车外运。挖土完成后～表面平整～无松散现象。 2.3道路工程施工 施工程序:施工准备—路基挖土—路基填筑—天然砂砾—水泥稳定砂砾—雨水口砌筑—边石安装—透层油—粗粒式沥青砼—粘层油—中粒式沥青砼。 2.3.1施工准备 2.3.2.1本工程开工前～应根据设计提供的坐标点和水准点高程及设计图纸进行施工放样～同时采用水泥钢钉将道路中线按设计桩号每40米控制一点～水准点高程每100米控制一点～并校核设计坐标点位臵和竖向高程与现场实际是否符合～及时报请监理工程师与设计人员修改。 2.3.2.2本工程由南向北分段进行施工。 2.3.2.3本工程采用机制加工边石～在外市购买成品料～现场应提前储备,水稳混合料购买地点在河堤路～沥青混合料购买地点在市政管理处搅拌站～其他材料同上。上述材料必须有出厂质量证明或试化验报告～否则不准进场使用～材料进场时间应按施工进度计划时间安排陆续进场。 2.3.2、路基挖土:本工程路基土方开挖采用履带式挖掘机挖土～人工配合清理路槽～土方直接装车内运。路基土方开挖时应按路床设计标高预留50—100毫米～然后～采用平地机反复刮平至符合设计要求为止。接下来进行路床碾压～采用一台12T以上压路机进行压实～机械碾压不到之处采用振捣夯夯实～路基压实标准应严格按《公路路面基层施工技术规范》施工。 本在施工过程中～现场安排两名专职化验员、负责对路基密实度检测。 2.3.3、砂砾层施工: 本工程采用20cm级配砂砾～砂砾进场应事先进行砂砾取样 化验～其化验结果应符合设计要求～否则不准进场使用。 砂砾进场应由专人负责指挥卸料～根据每一断面的需用量进行卸料～随后采用推土机平摊～然后用平地机去高填低反复刮平至符合要求为止。砂砾层碾压～采用20T压路机碾压～同时要酌情洒水至最佳含水量为止～具体施工方法～严格按《公路路面基层技术规范》施工。 2.3.4水泥稳定砂砾基层 本工程水泥稳定砂砾层施工是整个工程施工的关键工序～为保证此项工序施工质量～施工时现场设专人负责施工～其具体施工操作步骤如下: 施工准备: 2.3.4.1本工程水泥稳定砂砾下层为级配砂砾层～其砂砾层必须按规范进行施工～凡验收不合格路段必须采取措施～使其达到标准后～方可铺筑水泥稳定砂砾。 2.3.4.2本工程根据搅拌站与现场实际情况～计划安排4台车运输车。 2.3.4.3水稳混合料在摊铺前～根据道路两侧边石作为路边控制标高～每10米一点～采用墨线弹在边石立面上～控制路边高程～然后再根据摊铺机电脑控制走边石顶面进行施工。 混合料摊铺与碾压: 购买的混合料应尽快运送到施工现场～防止水分过多蒸发～根据运距和当时气温情况～必要时将混合料加以覆盖。 本工程水稳混合料采用1台水稳摊铺机摊铺～当混合料到达现场后～应有专人负责指挥卸料～混合料摊铺采用分段施工～每一施工段当天一次完成。当天施工段长度应通实验段或混合料摊铺的时间来确定～混合料从加水拌合到摊铺碾压结束4小时之内完成。当混合料铺完后～随即进行碾压～先采用20T振动式压路机静压1-2遍～错轮宽不应小于300mm～然后再采用20T振动式压路机震压2-3遍～最后再静压2-3遍～碾压顺序从路边开始向路中心碾压～同时根据混合料含水情况～酌情洒水碾压至密实为止。具体施工方法严格按《公路路面基层施工技术规范》施工 当水稳层完成后～应立即进行洒水养护～一般不小于7天～保持水泥稳定层表面湿润～养生期间不准任何车辆通行。 2.3.5边石安装 边石加工制作应符合设计要求加工～进场时应有专人负责验收～若边石质量不合格～一律不允许使用。边石安装控制:采用铁桩～每10米控制一点～曲线处加密～然后挂线安装～边石顶面应水平～施工时随时用水平尺检查调整。边石基础与靠背砼C15及砂浆采用机械搅拌,一吨翻运输。 2.3.6沥青混凝土路面 工程沥青砼路面施工是整个工程施工的最后关键工序～为保证此项工序施工质量～施工时现场设专人负责施工。其具体施工操作步骤如下: 本工程新建机动车道沥青路面结构为4cm中粒式沥青砼～当边石安装完成后～立即进行水稳层表面清扫干净。喷洒粘油层～用油量0.5升/平方米～然后进行4cm沥青混合料摊铺。 沥青混合料摊铺方法: 施工测量控制:水稳混合料在摊铺前～根据施工顺序安排～道路桩距与路拱计算和道路中心控制点～确定出每一路幅的控制标高～利用两侧路边边石和钉桩挂钢绞线作控制。 本工程沥青混合料摊铺～采用自动熨平康普激光平衡梁摊铺机施工。沥青混合料碾压方法:原则上“先轻后重～先慢后快”～从路边开始向路中心碾压～先采用15T双钢轮压路机稳压1--2遍后～接下来进行震动碾压3—4遍～然后再进行稳压2-3遍～最后采用胶轮压路机赶光～整个施工工艺过程～严格按《市政工程沥青路面施工技术规范》进行施工。 沥青砼在施工过程中应一次性将所有路上的检查井盖调整安装好。 2.4 雨排水工程: 停车场路面南高北底～雨水由南侧流向北侧～进入停车场北侧边沟里～再由边沟流向附近检查井内。石砌边沟与原有检查井采用600mm钢筋砼管连接。 A(沟槽挖土: 本工程沟槽挖土采用履带式挖沟机挖土。沟槽边坡坡度可 根据现场土质情况而定～但放坡坡度不小于1:0.75。并由专人负责指挥机械挖土。挖出来的土用自卸汽车运往弃土区抛弃。堆土应离沟槽边缘2.0m 以外～堆高3.0m以下～以保证沟槽边坡的稳定。沟槽开挖采用机械开挖为主施工～辅以适当的人工修整。开挖按管道安装要求分段进行～挖至槽底标高时应特别小心～严禁扰动坑底土层～开挖完成后～应用人工对坑底土基进行整平和夯实～密实度达95%以上～并及时安装管道。沟槽应沿纵向设臵临时排水沟和集水坑～配备适当的水泵进行排水～以保证工作面的干燥。 当槽底按设计标高清理整型后～请监理及有关质检人员到现场验槽～符合设计要求后方可转序。 B、管道基础: 0根据槽底土基的情况～按设计采用120砂石管道基础。砂石基础宽度按设计宽度进行摊铺～并适量洒水振平。 C、管道铺设: 所有钢筋砼承插管均为专业制品厂定型产品～购买应择优选购而且应有生产厂家质量检验合格证书～进场前应认真检查核对～有质量缺陷的砼管应及时退换。管道运至现场按指定地点临时堆放～场地内短距离搬运可采用人工撬棍～滚筒等工具。 安装流程: 排管?下管?清理管膛管口?清理胶圈?上胶圈?初步对口找正?顶装接口?检查中线、高程?锁管。 管节安装: 铺管前应复核高程～测定管节中心线～放设垫板标高。排管顺序应自下游排向上游～承口向上游方向(插口向下游方向～检查井与管道接口处如采用半节短管～带承口的应排在检查井的进水方向～带插口的应排在检查井的出水方向。管子在铺设前～先将管节的承口内表和插口的外表用钢丝刷把油污杂物清除干净～按管径规格选用相应的橡胶密封圈～并套入插口槽内～要求做到四周均匀、平顺、无扭曲～ 管道安装采用20t汽车起重机进行吊装～轻型管子可用人工搬运和吊入～吊机应沿基坑边缘平行行驶～并应与基坑保持一定的安全距离～确保基坑边坡的稳定。下管时～吊点应设在管子的重心处～用拦腰起吊的方式起吊～或采用专用吊具。禁止采取钢索穿管吊管的方法～在吊运管时～要防止管节接口受损。 铺管时～将管节平稳吊下～平移到排管的接口处～调整管节的标高和轴线～然后用紧管设备,卷扬机,将管子的插口慢慢插人承口～在承插管子的过程中～管节仍需悬吊着～以降低紧管时的拉力～管节拉紧后～调整管子的轴线和标高～管节插入时～应注意橡胶圈不出现扭曲、脱槽等现象。 安管必须顺直～坡度应符合设计要求～吊安轻提轻放～不损坏管道～安放后应及时将管子垫稳～管子间接缝应均匀～管内杂物应清除～管道安装的精度应符合《市政排水管渠工程质 量检验评定标准》。 安装要点和注意事项: 混凝土管安装时承插口工作面用胶圈应清洗干净～套在插口上的胶圈应平直、无扭曲。安装时～胶圈应均匀滚动到位～放松外力回弹就位符合要求。 管子吊起安装不得过高～稍离槽底即可～以使插口胶准确地对入承口内。 利用边线调整管身位臵～使管子中线符合设计要求。 安装接口时～顶、拉速度应缓慢～并应有专人查胶圈滚入情况～ 如发现滚入不匀～应停止顶、拉～用整子调整胶圈位臵均匀后～再继续顶拉～使胶圈达到承插口预定的位臵。 安装的机具～应根据具体条件选用并检验～顶拉设备应事先经过设计和计算。 钢丝绳与管子接触的地方必须用橡胶板垫好～避免钢丝绳将管子勒坏。 D、沟槽回填 新建支管管槽回填时～管槽底至管顶0.5m之间做撼砂处理～车行道下管槽做撼砂处理～其余管槽回填土分层夯实。 管沟回填时应在管道两侧同时均匀下料回填～每层回填厚度约在250mm左右～并逐层夯实～严禁单侧回填以防管子移动。沟槽回填应逐层进行密实度检测～现场设两名试化验员～其检测结果应符合国家质量标准。否则不准转入下层回填。 4.主要劳动力需求表 序号 工 种 级 别 单位 数量 备注 1 放线工 高级工 本着公司“坚持标准、规范施工、优质服务、确保信誉”的质量方针～严格按设计标准精心施工～在施工的全过程中提供周到满意的服务～提供工期短、质量好的工程～坚持工程目标管理～保证各分部分项工程全部达到验收标准。为此～要坚持“预防为主”的原则～对从施工准备到竣工交付的各项质量活动进行控制～保证原材料、半成品进场到施工全过程均处于受控状态～确保该工程实现优良工程～特制定以下措施: 6.2.1公司质量职责: 2、负责检验单位工程、抽验分部、分项工程的质量评定等级并负责复核质量技术资料～参与隐蔽工程质量检查。 3、组织工程质量抽检～联检、参与质量问题的调查分析～检查落实和整改。 4、负责编制施工创优规划～制定创优措施。 5、负责特殊 种培训工作 6.2.2.3施工队长: 1、严格执行质量保证手册和有关程序文件～确保工程项目在施工过程中符合质量保证体系的要求～满足建设单位及要求。 6.2.2.3严把材料进货关～原材料进场必须有合格证～由专业人员和工程监理检查验收后分类堆放～并加以标识～钢材、 型钢等双控材料在使用前必须到公司科研所检验合格后方可使用。 6.2.2.3施工过程质量控制应严格执行“三检制”,自检、专检、交接检,～每道工序必须经质检、监理验收符合标准后方可转序施工。 6.2.2.4加强计量管理～搅拌站后台上料设吊秤、配合比牌、设专人计量。 6.2.2.5质量教育制度 ,1,在质量管理中确立质量“始于教育、终于教育”的思想～采用与实际紧密结合的方法～对各级管理人员～技术人员和工人进行质量教育。 ,2,质量教育的基本内容包括:质量意识、质量管理知识～专业技能和有关业务知识教育。 ,3,对管理人员进行质量管理的意义～质量管理的概念和方法教育～对技术人员～管理人员进行系统教育～使其掌握质理管理的基本理论～观点和方法。 ,4,对职工进行质量管埂普及教育～增强技术、技能教育～提高技术业务水平和工作能力。 ,5,对主要工种进行专业培训～合格后方可上岗操作。 6.2.2.6施工过程控制制度 ,1,对特殊过程和关键过程的施工～由质监组长进行监理。 ,2,施工过程中～由质监员对安全质量进行监督检查～尤其是在冬、雨季、夜间和特殊环境下施工～对施工方案的安全 措施进行审查并监督实施。 ,3,材料检验和试验由公司质保部负责～质保部定期对材料进行抽检～质理检查人员对不合格材料、有权制止使用。 6.2.2.7质量自检制度 ,1,施工作业班组在完成施工工序自检～自检按验收规范和作业指导书进行～予以～记录保存在班组～由质检员确认合格后转入下道工序。 ,2,后续施工的人员应对上道工序进行验证～对发现不合格项目有权要求上道施工人员纠正后交接～并记录在施工日志中。 ,3,分项、分部、单位工程完成后～各施工班组在自检合格和基础工业上由专职人员进行检查～并保存检查记录。 6.2.2.8防止质量通病的措施 针对施工中容易出现的质量通病～首先从人员上给予保证～打好基础工业。建立以工程负责人为核心有针对性的施工小组～选拔业务技术扎实～施工经验丰富～责任心强的技工担任小组长～配备技术熟练、手工艺好、施工经验丰富的技工从事这项安装施工。其次～在施工工具给予满足绝不允许不合格的施工工具用于施工。再次严把材料关～认真把好材料检验员～贮存和搬运关～绝不允许不合格的材料用于工程施工。 ,1,施工时,严格按照质量控制和工序管理程序进行施工～切实做到“三工序管理～即:检查上工序、干好本工序、服务下工序”。不合格的工序不得进入下道工序。并做好详细记录。 ,2,安装队长负责自检、与检。以不合格的要分析原因并制定改正措施～派专人跟踪检查～整个过程要作好详细记录。 ,3,对不合格的进行整修～直到达标为止。 6.2.2.9隐藏工程检查制度 施工负责人确认隐藏工程达到检验程度后～立即组织自检～填写检查有关附件～于隐藏前两日或特商定的时间通知监理工程师～按时到场参加检查～确认合格后方可隐藏。 如监理人员不能按时间到场检查～施工负责人应将情况记入施工日志～经质检员确认合格并签字后～再行隐藏。 6.2.2.10日常工程质量检查制度 工程施工质量的检验～评定按分项、分部和单位工程二级进行。检查的范围包括:一般工程的抽查～关键过程特殊过程,主要隐藏工程的重点检查～以及联合检查的。 检查实测记慰包括:施项目、单位、分部、分项工程名称～检查日期、检查内容、标准要求～实测数据～检查人～被检查单位负责人等。 6.2.2.11纠正和预防措施制度 施工现场发现不合格品～由项目经理部负责评审～评审后填发返工通知单～由相关人员返工。对较重大的部分、分项工程的不合格应由施工技术人员及时上报公司工程部～由公司工程部组织相关人员评审～制定处理方案～由公司质保部监督现场实施。重大不合格由总工主持～工程部组织相关部门评审～制定处理方案～质保部监督现场实施～返工、返修后由质检员 重新检验。并在项目经理的主持下召开质量分析会～对不合格原因进行分析～并制定预防措施。 6.3承诺及保修 6.3.1工程交工使用后～进行一次全面回访～发现问题～立即安排处理～达到质量标准和用户满意。 6.3.2经业主同意后～交工使用后6月内～施工单位在现场保留维修小组～随时处理出现的工程质量或使用中的问题。 6.3.3交工后保修二年～出现问题及时维修。 6.3.4执行国家市政工程保修标准。 6.3.5二年以后～出现问题～继续做好服务。 7.工期保证措施: 7.1建立强有力的项目经理部～由具有丰富施工管理经验的建造师担任项目经理～配备精干的工程技术人员和专业管理人员组成项目部～主持技术、质量及施工管理工作。 7.2劳务公司依照本方案所需要的劳动力配臵要保证及时供应～并根据工作进展中可能出现的劳动力不平衡状态随时进行调整～以确保施工全过程劳动力满足施工进度需求。 7.3材料供应部门在工程中标后尽早抓紧掌握货源～组织采购～按工程进展计划及时组织材料、的供应～采购应货比三家～确保材料的质量和数量。 7.4为满足施工进度要求～配臵挖掘机一台～四台自卸卡车～三台压路机。设备租赁站对本工程所需机械设备要逐台检修～确保进入工地的机械设务完好率达到100%。施工过程中～设备租赁站要派专职维修人员驻工地负责设备保养维护。 7.5随时与气象部门联系～落实雨季施工措施～保证施工的均衡性、连续性 7.6认真熟悉图纸～做好详尽的施工方案～尽量避免消除 由于质量和安全问题导致的工期延误及返工。 7.7合理划分流水作业段～加大劳动力投入。本工程共划分二个流水段～投入配套的人力、机械、工具、材料～同时施工。 7.8工程实行两班倒作业～早班6:00—14:00点～晚班14:00—22:00。节假日不休息。 8.安全和文明施工措施: 8.2.2项目经理是安全生产的第一责任人～各级管理人员要层层贯彻安全生产方针～公司安全处负责监督检查现场安全 工作。施工现场配备专职安全检查人员。 8.2.3各级管理人员、特殊工种作业人员～新工人上岗都必须进行安全培训～持证上岗。进入施工现场必须戴安全帽。 8.2.4施工现场设安全标语～危险部位设安全警示牌。每道工序都要进行安全技术交底～执行“三级”安全检查制度。
