Foreword
This document (prEN 16120:2011) has been prepared by Technical Committee CEN/TC 252 “Child use and care articles”, the secretariat of which is held by AFNOR.
This document is currently submitted to the second CEN Enquiry.
1 Scope
This standard specifies safety requirements and test methods for chair mounted seats intended to be fixed on an adult chair to raise the sitting position of a child able to sit unaided up to an age of 3 years or maximum weight of 15 kg.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1 chair attachment system
System designed to attach the chair mounted seat to the adult chair.
3.2 restraint system
system to restrain the child within the chair mounted seat.
3.3 waist restraint
Device to restrain the child in the waist area to prevent the child from climbing out.
3.4 crotch restraint
device to fit between the child’s legs to prevent the child from sliding forward.
4. Test equipment
4.1 Test mass A
A cylindrical bag a diameter of 140 mm filled with sand to a total mass of 10 kg.
4.2 Test mattress
Mattress made of soft foam (for example polyurethane) sheet having a thickness of 2550 mm with a bulk density of (30±2) kg/m3 and an indentation hardness index of 170±20 according to EN ISO 2439.
4.3 Small parts cylinder

4.4 Feeler gauge
Gauge with a thickness of (0,4±0,02)mm and an insertion edge radius of (±0,5)mm (Figure 2).

5 General
5.1 Product conditioning
Before testing, any fabric used shall be cleaned or washed and dried twice in accordance with the manufacturer's instructions.
5.2 Test conditions
The tests shall be carried out in ambient conditions of 15 ℃ to 25 ℃.
The tests are designed to be applied to chair mounted seats that are fully assembled and ready for use in accordance with the manufacturer's instructions. If the chair mounted seat can be assembled or adjusted in different wars, the most onerous combinations shall be used for each test.
5.3 Application of forces
The force in durability tests shall be applied sufficiently slowly to ensure that negligible dynamic force is applied.
The force in durability tests shall be applied at a rate to ensure that excessive heating does not occur.
5.4 Tolerances
Unless otherwise stated, the following tolerances apply:
— Forces: ± 5% of the nominal force;
— Masses: ± 0,5% of the nominal mass;
— Dimensions: ± 1,0mm of the nominal dimension;
— Angles: ± 2° of the nominal angle;
— Positioning of loading pads: ± 5mm;
— Duration of forces: (2±1) s for durability tests [(10±2) s for static load tests]
5.5 Order of test
6 Chemical hazards - Migration of certain elements
The migration of synthetic or natural elements from coatings of paint, varnish, lacquer, polymer and similar coatings on exterior surfaces shall not exceed following amounts:
Antimony: 60 mg/kg; Arsenic: 25 mg/kg; Barium: 1 000 mg/kg; Cadmium: 75 mg/kg;
Chromium: 60 mg/kg; Lead: 90 mg/kg; Mercury: 60 mg/kg; Selenium: 500 mg/kg.
These limits shall be verified in accordance with the test method given in EN 71-3.
Where a surface is coated with a multi-layer of paint or similar coating, the test sample shall not include the base material.
A separate sample may be used for these tests.
7 Thermal hazards
When tested in accordance with EN 71-2, the maximum rate of spread of flame of textile materials or coated textile materials shall not exceed 30 mm/sec.
When tested in accordance with EN 1103 there shall be no flash effect.
These requirements apply to parts with an area greater than 310 cm2.
A separate sample may be used for these tests.
8 Mechanical hazards
8.1 Hazards due to height adjustment of the product
8.1.1 General
Inflatable systems shall be fitted with non-return valves.
8.1.2 Unintentional release of locking mechanism(s)
Inflatable systems are excluded from the requirements of this clause.

8.2 Hazards due to moving parts
8.2.1 Requirements for compression points
After the chair mounted seat is set up for normal use in accordance with the manufacturer's instructions there shall be no accessible compression points which can close to less than 12 mm unless they are always less than 3 mm, as the result of:
a) the movement of the chair mounted seat; or
b) the movement of body weight by the child using the chair mounted seat; or
c) the application of an external force (either by another child or, unintentionally, by the carer, or by a powered mechanism).
Movement due to play and/or elasticity of materials shall not be considered as compression hazard.
Compression point between chair mounted seat and the chair on which they are mounted are excluded from this requirement.

Maintain the masses for 24 h.
Remove the masses and allow the chair mounted seat to recover for 1 h.
8.7.2 Dynamic strength
8.7.2.1 Requirement
When tested in accordance with 8.7.2.2 the chair mounted seat shall not show any damage.
8.7.2.2 Test method
Chair mounted seats that can be adjusted in height shall be adjusted to the most onerous position.
Place the chair mounted seat on a horizontal flat rigid surface and secure the chair mounted seat against movement by any appropriate means.
Place the test mattress (4.2) on the seat.
Hold the test mass A (4.1) in a vertical position 60100 mm above the upper surface of the mattress at the centre of the seat and allow it to drop freely on to the seat.
Carry out the test for a total of 100 drops with a frequency of 10 drops per minute.
8.8 Chair attachment system

8.10.2 Requirement for products supported on top of the backrest of the chair

The minimum dimensions (width and depth) of the of the seat of the chairs for which the chair mounted seat is intended, as specified in the product information, shall be at least 2040 mm greater than the base dimensions (width and depth) of the chair mounted seat measured in accordance with 8.10.4.

The minimum width of the backrest of the chairs for which the product is intended, specified in the product information, shall be at least 20 mm greater than the width of the anchorage points of the chair attachment system to the chair backrest measured in accordance with 8.10.4.

The minimum and maximum heights of the backrest of the chairs for which the product is intended, specified in the product information, shall be those that allow the chair attachment system to be adjusted so that the seating area of chair mounted seat is not inclined forward (see Figure 3).
