To Facilitate and regulate the movement of persons
entering and leaving the country and control the stay
of immigrants and visitors in order to contribute to
the maintenance of internal security.

FOREWORD
In order to help the officers in their day to day operations, it has been
decided to issue these guidelines and procedures on the issuance, extensions
of permits and visa requirements. These guidelines must be strictly followed.
It must be noted that the Immigration policy is based on the following four
(4) principles:-
(i) An Immigrant to Zambia must have a contribution to make in the
form of skill, profession or capital which should be of benefit to
the people of Zambia;
(ii) An Immigrant should not deprive a citizen of Zambia of
employment;
(iii) An Immigrant should not be a charge on the state. He must have
the means with which to support himself and his dependants in
Zambia;
(iv) An Immigrant intending to settle in Zambia must be in possession
of an entry permit.

1. PROCEDURE FOR APPLYING FOR AN
ENTRY PERMIT
An Entry permit confers permanent residence to the holder:
The following procedures shall apply:-
(A) Entry permits for residents (persons who have been ordinarily and lawfully
residents in Zambia)
1.1 Application form (Form 3);
1.2 Two recent certified passport size photographs;
1.3 Certified copies of previous and current passport;
1.4 Submission of documentary evidence in support of continuous stay in Zambia
from 1963. documents should be in the form of electricity bills, water bills, pay
slips, birth records, school reports/certificates, Radio/TV Licences, Income Tax
receipts; etc.
1.5 Certified copy of Aliens/Commonwealth Registration card
1.6 Covering letter and
1.7 Two reference letters.
(B) Entry permits for Parents, wives, minor children and grandchildren of Entry
permit, Certificate of status holders and Zambians.
Completion of application form (Form 3);
Two recent certified passport size photographs;
Statutory marriage certificate in case of married women;
Photocopies of previous and current passport;
Supporting letter from the parents/guardian/spouse;
Certified copy of Aliens/Commonwealth Registration card.
Covering letter to Chief Immigration Officer
Proof of capability of maintaining the dependant from the host.
(C) Entry permits for Employment permit holders (15 year policy)
Application form (Form 3);
Two recent passport size photographs;
Original employment permit;
Certified copy of Aliens/Commonwealth Registration cards
Two reference letters
Covering letters
(D) Entry Permits for holders of self-employment permits who have been in
Zambia for more than 3 years. Application form (form 3);
Two recent passport size photographs;
Original self employment permit;
Inspection report from the nearest Immigration Office;

Current bank Statement and Audit report from the ZICA; affiliated audit firm
Certified copy of Aliens/Commonwealth Registration card.
(E) Variation of an Entry permit
If occupation is to be changed, submission of professional certificates, letter of release
from previous employer and letter of offer from the prospective employer; Inclusion of new business and change of company, submission of certificate of
incorporation, list of Directors and original entry permit. Latest Bank Statement
2.0 PROCEDURE FOR APPLYING FOR A VISITING PERMIT
A visiting permit is issued to private visitors who would want to remain in
Zambia for a period in excess of ninety days. The following procedures should be
followed:-
Application form (form 5);
Two recent certified passport size photographs;
Certified photocopies of passport;
Bank guarantee/return air ticket and
Letter from the host
The application must be submitted 30 days before the expiry of ninety (90) days of visit.
PROCEDURE FOR APPLYING FOR A STUDY PERMIT
3.1 Study permits are issued to Non-Zambians who come to study in Zambia.
Applicants who are not resident in Zambia must submit their applications while
outside the country.
The following procedures shall be followed:-
Application form (form 7);
Two recent passport size photographs;
Photocopies of current passport;
Letter of acceptance from the Institution/school;
Status of the host, parent or guardian if any;
Chest X-Ray report
Covering letter to the Chief Immigration Officer
PROCEDURE FOR APPLYING FOR A TEMPORARY PERMIT
4.1 A temporary permit is issued to a prohibited immigrant. This permit is issued on
authority from the Chief Immigration Officer. The following procedure shall be
followed:-
A submission in writing shall be made giving reasons why a temporary permit is being
applied for;
Certified photocopies of passport;
Two recent certified passport size photographs;

Bank Guarantee/return air ticket;
Covering letter from prospective company/ to the Chief Immigration Officer

5.1 Completion of form 12

PROCEDURE FOR APPLYING FOR EMPLOYMENT AND SELF
EMPLOYMENT PERMIT
6.1 The law requires that applicants secure their employment permits while outside
the country. However, Government employees, volunteers, missionaries and
investors may apply for their permits whilst in the country. The following
procedures shall be followed:
(i) Ordinary employees 6.2 Completion of application form (Form 10);
6.3 Certified photocopies of professional certificates; 6.4 Letter of offer of employment/contract;
6.5 Certified photocopies of the passport;
6.6 Two recent certified passport size photographs;
6.7 Covering letter;
6.8 Applicant should be above 21 years old;
6.9 Practicing certificates from Professional bodies such as Zambia Institute of
Chartered Accountants, Engineering Institute of Zambia, Medical Council of
Zambia, Law Association of Zambia etc.
(ii) Self employment permit
7.1 Completion of application form (Form 10)
7.2 Two recent certified passport size photographs;
7.3 Certified photocopies of the passport;
7.4 Certificate of Incorporation/certificate of registration of business in Zambia; 7.5 Covering letter to the Chief Immigration Officer;
7.6 Applicant should be above 21 years of age;
7.7 The list of Directors;
7.8 Investment certificate where necessary;
7.9 Proof of ownership of Land or lease agreement;
7.10 Proof of personal investment, if an investor is forming his own company, he or
she should bring in at least US$50,000. If he/she is joining an existing company,
it should be at least US$35,000. If the investment is in monetary form, it should
be in form of a bank transfer whilst if it is in form of machinery there must be
customs clearance documentation as proof of purchase.
(iii) Change of employer

(v) Renewal of Self employment permit

7.18 Submission of photocopies of current passport;
7.19 Joint Immigration report from the nearest Immigration office on the viability of
the business;
7.20 Current Bank Statement and an Audit report from Zambia Institute of Chartered
Accountants (ZICA) recognized firm and the original permit.
(vi) Renewal of Employment permit
7.21 Completion of form 12;
7.22 Extended contract of employment;
7.23 Covering letter;
7.24 Certified photocopies of passports;
7.25 Original permit;
PROCEDURE FOR APPLYING FOR DUPLICATE CERTIFICATE OF STATUS
7.1 A Certificate of status confers Permanent status to the holder.
The following procedure shall apply for duplicate certificate of status:-
7.2 Application form (Form 17)
7.3 Two recent certified passport size photographs;
7.4 A Police report;
7.5 Previous and current certified photocopies of passport; 7.6 Covering letter to Chief Immigration Officer by;
7.7 Certified copy of National Registration Card.
A VISA
A Visa is an endorsement on a visa form or in a valid passport of a foreigner
granting such person the authority to enter Zambia within a specified period upon
examination by an Immigration Officer at the port of entry.
The period of stay in Zambia shall be determined by an Immigration Officer at the
port of entry. The validity of the visa is not the period which the holder is entitled
to remain in the country. There are six categories of visas and these are:-
- Transit visa
- Single entry visa
- Double entry visa

- Multiple entry visa
- Re-entry visa
- Day tripper visa
The following procedures shall apply:-
8.1 Completion of the visa application form (Form 22) in triplicate
8.2 Two recent certified passport size photographs;
8.3 Return air tickets or Bank guarantee;
8.4 Invitation letter from the host;
8.5 Certified copy of the host’s permit;
8.6 Certified photocopies of passport
8.7 Covering letter to the Chief Immigration Officer by host or company.
9.0 PROCEDURE FOR APPLYING FOR A LOST PERMIT
9.1 Two certified recent passport size photographs
9.2 A police report
9.3 An affidavit signed by a Commission of Oaths
9.4 A covering letter to the Chief Immigration Officer
9.5 Certified copy of Aliens/Commonwealth Registration Card. 9.6 Completion of form 12.
10.0 THE PROCESSING OF PERMITS APPLICATIONS BY THE SECTIONS
There are four case work sections namely A-E, F-L, M-P and Q-Z. These
sections are responsible for the issuance of entry, study and employment permits
and, duplicate certificate of status. The sections are headed by Senior Section
Officers.
11. THE PROCESSING OF VISA APPLICATIONS BY THE VISA SECTION
The visa section is responsible for issuing multiple, single, double and transit
visas to some foreign Nationals wishing to visit Zambia for purposes of business,
tourism, pleasure etc.
12. Payment of fees
All application forms will be accepted by the Senior visa officers who will check
and ensure that all requirements are in order before payment is made.
