模拟联合国资料) 联合国(模拟)决议草案范例(中英文)Sample Draft Resolution 编号由会议指导 决议草案1.1(编号由会议指导决定) 委 员 会:麻醉药品委员会 议 题:反毒工作中的国际合作 起草国:中国，德国，法国，哈萨克斯坦 附议国:缅甸，墨西哥，智利，秘鲁，赞比亚，马来西亚，老挝，泰国，越南，韩国，西班牙，瑞典 注明委员会 麻醉药品委员会，(注明委员会) 回顾1961 年《麻醉品单一公约》、经1972年议定书修正的该公约、1971 年《精神药物公约》和1988年《联合国禁止非法贩运麻醉药品和精神药物公约》， 回顾非洲联盟部长级会议在毛里求斯发的一份令人震惊的，认为非洲毒品问题已经到了危害社会、经济和政治稳定的程度， 确保国际药物管制条约的完整性的头等重要性， 强调 1、敦促对联合国药物管制署基金会进行改进，主要用于对毒品种植所在地及受毒品中转危害的地区进行资金援助，并帮助指导当地政府改善国内经济状况，以保证在毒品根除后的替代性发展中能够保证国家经济稳定发展; 2、呼吁各国因地制宜支援各人力、物力、财力、设备、技术力量欠缺的地区的禁毒斗争; 3、鼓励债权国进一步减免债务国的对外债务; 4、欢迎各力所能及的国家从其他渠道为反毒活动提供支援; 5、建议优化联合国范围内全球毒品信息监控系统: 6、鼓励毒品作物种植国周边国家以及发达国家为种植国输出的替代性作物的产 品提供市场，并制订相关优惠政策，如减免关税; 7、恳请各国尊重传统的对麻醉药品作物的消费及用于医疗的目的; 8、鼓励各国拓宽毒品种植区替代性作物的种类以及替代性发展的产业; 9、各国加强对其他毒品交易环节的打击，使毒品各个环节的交易市场萎缩，吁请 为替代性发展的真正落实提供良好的环境。 Sample Draft Resolution Committee: Security Council Topic: Situation in Sudan Sponsors: China, Russia Federation, Peru Signatories: United States THE SECURITY COUNCIL, Recalling its previous resolutions, in particular resolutions 1709 (2006) of 22 September 2006, 1706 (2006) of 31 August 2006, 1679 (2006) of 16 May 2006, 1663 (2006) of 24 March 2006, 1653 (2006) of 27 January 2006, 1627 (2005) of 23 September 2005 and 1590 (2005) of 24 March 2005, and the statements of its President, in particular that of 3 February 2006, concerning the situation in the Sudan, Reaffirming its commitment to the sovereignty, unity, independence, territorial integrity and domestic jurisdictions of the Sudan and to the cause of peace, Recalling also its previous resolutions 1325 (2000) on women, peace and security, 1502 (2003) on the protection of humanitarian and United Nations personnel, 1612 (2005) on children and armed conflict, and 1674 (2006) on the protection of civilians in armed conflicts, Welcoming the improving humanitarian situation in southern Sudan resulting from progress on implementation of the Comprehensive Peace Agreement, 1. the international community including UN member states and Urges NGOs to provide material aid in the form of food, medicines, water, sanitation, and other substantial aids directly to the Sudanese refugees and IDPs with the permission and cooperation of the Sudanese government; 2. On the condition that no more conflict or crisis break out, UN suggests the expansion of the obligations of UNMIS without the entry of more troops by: 1. ensuring the security of the humanitarian workers and IDPs and prohibiting the attacks and harassment from the government troops, police and Janjaweed; 2. cooperating with the International Crime Court(ICC) to penalize the perpetrators violating the relevant humanitarian treaties and hindering the humanitarian works; 3. Authorizes diplomats of the various countries involved to visit Sudan and confirm whether the aid has been provided properly; 4. Urges the Sudanese government to cooperate with UNMIS to protect the humanitarian workers; 5. the Sudanese government, the rebel groups and militias Calls upon existing in Sudan for a ceasefire in the following clauses: 1.
