Preface For the purpose of practically enhancing fire management, preventing and reduce the damage of the fire emergencies, securing the production, goods and materials, facilities of the factory and staff, is hereby this Fire Emergency Plan in accordance with the practical situation of the company. This Fire Emergency Plan is applicable for the prevention and rescue of fire accidents occurred in the company. Ⅱ. Emergency Executive System and Its Functions 2.1 Structure of the Fire Emergency Executive Team The Emergency Team for the Security of Factory Facilities serves as the fire emergency executive team which consists of the board manager, executives of Department of Security and Risk Management, Operation Department, Equipment Department and Information Department. The Department of Security and Risk Management is in charge of the daily work. Contact of the Emergency Team for the Security of Factory Security is as following: Team Leader: ZHAO Jin-gang Deputy Team Leader: LI Qiang YOU Wen-fu Team Member: SUN Da-nian LI Zhi-ping ZHAO Yu-jun ZHAO Bin YOU Wei As carrying out this Fire Emergency Plan, the board manager serves as the general director and the supervisor of Department of Security and Risk Management as deputy general director, both of who is responsible for the organization and leading of the company’s fire emergency rescue. 2.2 Principal Responsibilities of Fire Emergency Executive Team 1. For the formulation, verification, approving and amendment of the Fire Emergency Plan. 2. For organizing and implementing the Plan, and for the training and drill of the Plan. 3. For the inspection and implementation of prevention measures for the fire accident and various preparations for emergency rescue. 4. For the organization and leading at the fire scene including issuing orders, giving an alarm, extinguishing the fire and rescuing, guarding at the scene, securing, evacuating the staff, goods and materials, controlling the roads, and communicating in and out of the company, etc. 5. For organizing the investigation and dealing with the accident. 6. For arranging the repair of damaged facilities in order to resume production. 7. It is to clear in this Plan that YOU Wen-fu, SUN Da-nian, LI Zhi-ping, ZHAO Yu-jun, ZHAO Bin, YOU Wei serves as the persons in charge of daily work of fire fighting. 8. This Plan is launched in case of fire disaster. When it comes to ordinary fires, the company security should immediately call 119 when informed, and rapidly organize act to extinguish the fire. 9. Place for emergency direction for serious fires: Department of Security and Risk Management (or at the scene of fire). Ⅲ. Critical Parts of Factory Fire Prevention A. Warehouse, power substation, bag-producing workshop, for folding workshop and packing workshop. B. Site operation and storage area for flammable materials as order forms, paper boxes, semi-finished products, finished products, etc. C. Work and residential area and base of labor service. D. In case of fire accident, the company is responsible for assisting local fire department developing act of fire extinguishing and rescue. Ⅳ. Emergency Response Procedures for Serious Fires 4.1 Rules of Communication in Fire Emergency 1. Telephone and Alarm Number: 84893925 2. Cell of the Board: 138******** 3. Cell of the Manager: 137******** 4. Fire Telephone: 119 4.2 Fire Fighting Devices and Staffing 1. The person in charge of each department should regularly check the fire fighting devices in order to ensure the utilization. 2. The person on duty is responsible for regularly checking fire fighting devices as fire hydrants and fire pipelines in order to ensure the utilization. 3. A No Smoking sign should be set up in the critical parts. 4. Draw the layout figure of the fire fighting devices and facilities in the factory. 5.Guarantee the communication devices as alarming system and telephone are switched on and non-failure. 6. The person on duty of fire prevention should be arranged 24 hours a day. 7. The person on duty of 24 hours should regularly or irregularly exercise daily fire prevention patrol. Warehouse, power substation, bag-producing workshop, folding workshop, packing workshop and equipment department should exercise self-examination. 8. The person on duty should examine persons, vehicles and materials going in and out the port, and strictly question and examine suspicious persons and flammable and explosive materials going into the factory. 4.3 Emergency Measures for Ordinary Fires in Critical Parts 1. The person who finds the fire accident should immediately inform the person on duty, and call 119 according to the practical situation. 2. The fire fighter on duty must be arrived at the fire site within 5 minutes. 3. The part-time fire fighter of relative departments or others should extinguish the fire with the fire fighting devices nearby and timely evacuate the staff and important goods and materials. 4.4 Emergency Measures for Serious Fires in Critical Parts 1. In case of serious fires, the staff must be stick to the principle that it is more important to rescue a person rather than to extinguish a fire and it is more significant to prevent a fire rather than to extinguish a fire, and positively and rapidly organize acts of evacuation, fire extinguishing and rescue. 2. Divisions of responsibilities of relative departments of the company: (1) According to the Fire Emergency Plan, the executive team members go to the assigned position, organize the staff and give directions of fire extinguishing and rescue. The general director gives orders as extinguishing the fire, evacuating staff, goods and materials, temporarily terminating production, terminating the emergency situation and resuming production, and releases information to the outside. The persons in charge of relative departments, in accordance with their responsibilities, should immediately be ready to the emergency. (2) Department of Security and Risk Management is in charge of assisting the general director in carrying out the work of fire extinguishing and rescue, and timely calling 119, of organizing the fire fighters on duty of the company and relative staff to put out fire, of site guarding, security and defense, road control, communication in and out of the company, of organizing the investigation and dealing with the accident, and of coordinating with local fire department to carry out act of fire extinguishing. (3) Department of Equipment is in charge of switching off the power and water, and of the after-accident repair work of damaged facilities and equipments of the factory. (4) Department of Operation, staff of storage area and staff of machinery are in charge of maker orders of terminating the production and evacuating staff, goods and materials in accordance with the practical situation and the requirements from the Fire Emergency Executive Team, and of arranging necessary facilities, devices and staff for fire extinguishing and rescue act. 4.5 Emergency Measures for Fires in Work and Residential Area and Base of Labor Service 1. Immediately inform the security in case of fire. (Call the fire department or call loud for alarm) 2. The person (or fire fighter) on duty must be arrived at the fire site within 5 minutes, and carry out fire extinguishing act concerning the practical situation. The person should understand the situation from the finder and immediately take measures to prevent the extension of fire. The person is as well in charge of finding out the sources and anyone being threatened. 3. In case of fire in a small area, utilize the fire fighting devices nearby to put out the fire and timely inform the site situation to Department of Security and Risk Management. 4. If the fire is spread and is difficult to put out, immediately sound the alarm and call 119 for help. 5. Rapidly cut off the power, switch off boilers and liquefied gas, close the windows and doors in the fire area and shut down the ventilating system to control the fire. Pay attention to the protection and isolation of other areas. 6. Stabilize the emotion of the staff and maintain the order through broadcasting and megaphones. The person on duty is responsible for organizing of office staff, logistical staff and labor service staff to evacuate from the gate (gate of the base of labor service) to safety places around the factory. 7. Organize the save of important goods, materials, valuable articles, files, etc. 8. Coordinate local fire department to carry out act of fire extinguishing. 9. Immediately exhaust smoke, drain water and completely put out the ember after ensuring the fire is extinguished. Assign staff to duty for anti-reburn. Anyone should not contaminate the scene without the permission of relative departments. 10. Record the details of time and site, finder, classification of fire and rescue course. Ⅴ. Training and Drill A. Give publicity to fire control knowledge with various tools and means for the purpose of enhancing the staff’s sense of fire prevention and the importance of fire prevention and fire extinguishing in the factory. B. Actively adopt means of internal and external training for the purpose of enhancing the training for full-time and part-time fire fighters to constantly improve their vocational skills and ensure them being skilled to utilize fire fighting devices. C. Besides the patrols in day time and at night, monthly security (fire prevention) examinations and general security (fire prevention) examinations before statutory holidays should be arranged. D. For the purpose of combating the actual situation, a fire drill should be arranged annually in accordance with the production and features of the season. Ⅵ. Maintenance of Fire Emergency Plans A. This Fire Emergency Plan is formulated by Department of Security and Risk Management. B. Department of Security and Risk Management should enhance the executive and control of Fire Emergency Plan, and duly examine, amend and revise relative rules to further develop the application to the rescue when the accident break out. C. This Fire Emergency Plan is implemented on August 9th, 2010. The former Fire Control Approach should be subject to this Fire Emergency Plan in case of collision. D.
