WEEE指令和ROHS指令概况 第一部份 WEEE指令和ROHS指令概况 一、WEEE指令 1、WEEE:2002/96/EC 报废电子电气设备指令Waste Electrical and Electronic Equipment。 2、WEEE指令核心内容: 2005年8月13日起,欧盟市场上流通的电子电气设备的生产商必须在法律上承 担起支付报废产品回收费用的责任，同时欧盟各成员国有义务制定自己的电子电 气产品回收，建立相关配套回收设施，使电子电气产品的最终用户能够方便 并且免费地处理报废设备。 3、WEEE指令涉及产品范围: ? 大型家用电器;? 小型家用电器;? IT和通讯设备;? 消费类电子电 器设备;? 照明设备;? 电子电气工具(大型固定工业工具除外);? 玩具 、休闲和运动设备;? 医用设备;? 和控制仪器;? 自动售货机。 4、WEEE指令目标: 2005年8月13日生产者建立或使用回收系统，一年后达到50,,80,的回收 率考核目标(由生产商包括其进口商和经销商负责回收、处理进入欧盟市场废弃 的电子电气产品)。 5、生产者责任: 设计环保产品，符合ROHS指令要求，并向欧盟成员国登记。 6、产品标识要求: 生产者名称，生产日期和相关标志(加贴回收“WEEE”标志)。 7、影响 ? To do list list of administrative powers and responsibilities the Use of Certain Hazardous Substances in Electrical and Electronic Equipment。 2、ROHS指令核心内容: 规定从2006年7月1日起，新投放欧盟市场的电子电气设备中不得含有以下6种有 害物质，其在均质材料中最高限量分别为: ?铅(Pb):1000mg/Kg;?汞(Hg):1000mg/Kg;?镉(Cd):100mg/Kg ;?六价铬(Cr6+):1000mg/Kg;?多溴联苯(PBB):1000mg/Kg ;?多溴二 苯醚(PBDE):1000mg/Kg 三、有关两指令的重要期限 1、2003年2月13日:两指令公布。 2、2004年8月13日:欧盟成员国须将两指令转换成本国法律法规(目前仅有部分 国家按期完成)。 、2005年8月13日: 生产商应建立起对终端用户免费的回收及处理电子电器废 3 物的运作机制;于该日期起，投放市场的产品被视为“新产品”，需要加贴相应 的“WEEE”标志。 4、2006 年7月1日:进入欧盟市场的电子电气产品不得含有6种有害物质。 (ROHS) 5、2006 年12月31日: 欧盟成员国确保实现电子电器废物的回收率目标(见WEEE 第7条第2款规定)，欧盟家庭年人均回收废旧电子电气产品至少达到4公斤。 四、两指令涵盖的地域范围 1、两指令覆盖25个欧盟成员国以及3个欧洲经济区国家(EEA)，共计28国。 2、25个欧盟成员国是:奥地利、比利时、丹麦、芬兰、法国、德国、希腊、爱 尔兰、意大利、卢森堡、荷兰、葡萄牙、西班牙、瑞典、英国、斯洛文尼亚、塞 浦路斯、马耳他、波兰、捷克共和国、爱沙尼亚、匈牙利、拉托维亚、立陶宛、 斯洛伐克。 3、3个EEA国家是:冰岛、挪威、列支敦士登 rAt present, we have formed a "three-three" Park. …… Industrial Park, according to ... ... To do list list of administrative powers and responsibilities ; 3、金属件:导线、外壳、马达壳、弹簧、漆包线、焊锡、螺钉、触片; 七、违反指令的惩罚措施 如在欧盟的市场抽查上发现产品不符合指令要求，将会被退货、有偿销毁等 。事实上，如果整机制造商不能提供产品符合指令的证据，将不会有欧盟进口商 购买这些产品。 八、符合指令的途径及注意问题 1、虽然，ROHS指令把责任归在整机制造商，并未对元器和材料制造商提出 要求。但对于整机制造来说，对原材料和元器件的确认和追溯是控制产品中有害 物质的一个关键问题，因此，整机制造商会要求原材料和元器件制造商提供检测 报告或证书。 2、与欧盟其他的指令不同的是，通过几个测试去验证整机产品是否符合 ROHS指令是近乎不可能的，最合理的做法是从原材料和元器件供应商处取得材料 的检测数据，然后转换为产品的符合性声明。但是，整机制造商还需要去判断材 料供应商的检测数据是否可靠,可以通过下述途径判断:调查出具检测数据的实验 室声誉;随机抽样自行送检。 3、多数情况下，对于所有六种有害物质的测试是不必要的，其检测成本也 非常高昂。因此，必须咨询专业机构，以确定哪些部件需要进行哪几娄有类有害 物质的检测。如对集成电路块中的静电涂层公限于铅的测试，因为锡/铅是使用 在这种涂层的最普遍的材料。相对来说，镉和六价铬是较难在这里被发现的，而 汞、多溴二苯醚和多溴联苯的存在更是不可能。 4、可能需要修改您的质量体系文件，增加相应的内容。 5、产品一致性总是有一定限度的，送检样品的有害物质含量如果接近限值 ，将不能保证您所有的产品均符合要求。 * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * rAt present, we have formed a "three-three" Park. …… Industrial Park, according to ... ...
