What is Chinese Natural Medicine?
Early in July 22nd, 1946, World Health Organization (WHO) in the Constitution of the World
Health Organization defined health as “a state of complete physical, mental and social well-
being and not merely the absence of disease or infirmity.” As a consequence, to promote the
notion “Medicine for all or, more accurately, Health for all,” we could start by putting aside the
mechanistic point of view of the Allopathic medicine and abiding by the teaching of the Former
Founding Head of World Federation of Chinese Natural Therapy and TCM practitioner Chou-Yi
Chen, “Promote the revolution of medicine. Revive the Chinese culture. Nurture the spirit of
world community.” Therefore, the ever evolving natural medicine could prosper not only on the
basis of Chinese culture and its medical philosophies but assorted other Eastern and Western
traditions as well. In general, the term Chinese Natural Medicine intends to simplify and
systemize various natural medicine systems of different cultural backgrounds so it could be
amalgamate into a new holistic medicine body. The theories and practice of Chinese Natural
Medicine are intended to be made applicable in daily life and, most fundamental but essential,
to keep all proposed principles in perspective.
What is Non-communicable Disease, NCD????
Non-communicable Disease (NCD), also known as chronic disease or lifestyle-related disease,
refers to a disease that is not transmittable to others through physical contact, air, foods and
drinking water or insects and animals such as obesity, cardiovascular disease (CVD) including
hypertension, coronary artery heart disease, metabolic abnormality such as hyperglycemia,
hyperlipidemia, hypercholesterolemia, high blood uric acid, cancer and mental illness.
NCD is a long-term diseased state manifesting progressive organ failure. With the increase of
age, the incidence of chronic illness gradually rises especially in the elderly. However, these
years NCD is not uncommon in the younger generation.
NCD is caused by two major factors:
1. Accumulative toxin in the body
2. Sustaining un-repairable organ damage

Chinese Natural Medicine’s Opinion on NCD
1. Preface
Since the beginning of 21st century, climate change, natural disasters, energy and food
shortage have hit several countries worldwide; all kinds of acute and chronic diseases have
been rampant causing enormous stress to governments, healthcare systems and the public
around the world. Deeply inside, people feel our environment has been pushed to a point
that nature could no longer bear with and we are faced to a more drastic environmental
change.
Dr. Chen, HouQi, Director of Natural Rehabilitation Center, Chicago, U.S.A., indicated in
his article The Historical Mission of Natural Medicine: New Medical Concept in the 21
Century (October, 2010) ‘ Chronic diseases are now a global threat to human health and it is
the major cause of death worldwide. This is a war without guns and its damage to the
developed and the developing countries likewise is beyond our estimation.
In October 2009, World Health Organization (WHO) reported 60 million people die
globally every year and behind this figure 65% is due to chronic diseases, negatively
impacting the world economy. From 2005 to 2015, an estimated accumulative loss of $558
billion U.S. dollars in China, $236 billion U.S. dollars in India, and $303 billion U.S. dollars in
the Russia would be caused by chronic diseases. In the U.S., 17 million people die annually
from chronic illnesses, accounting for 70% of the total death. The major seven chronic
ailments results in $1.3 trillion U.S. dollars loss in economy in the U.S. every year. The U.S.
government’s annual expense on medicine takes up 16% of its gross domestic product (GDP).
$2.0 trillion U.S. dollars is spent yearly on medicine, chronic ailments explaining for 75% of it.
The inflated medical expense has triggered global medical crisis, forcing people re-
evaluating the purposes and key values of medicine.
In November 1996, WHO pointed out in a report “Today’s medicine is creating a global
atmosphere of injustice and unaffordability and a lot of countries have been pushed to its
limit.” Richard H. Carmona (M.D., M.P.H., FACS) in 2007 said “Disease-based medicine has
reached to its end. We need health-centered natural medicine to enhance health and
prevent diseases.”’
In the Forth Symposium of WGFNMS held in Nanjing, China, October 2010, Dr. Yong-
Hua Ma, Chairman of World General Federation of Natural Medicine Societies (WGFNMS),
suggested in his paper How China makes the orientation and development in the natural
medicine ‘ In China, over 90 million people are obese and 200 million people are overweight.
Experts predict more than 200 million people will become obese in China in 10 years.
Obesity will be the direct contributing factor to hypertension, hyperlipidemia, high blood
sugar, fatty liver, high blood uric acid, cardiovascular diseases and even cancers. According to
China Health Statistics Yearbook 2007, Ministry of Health, P.R.C., the top three major causes

of death to people living in metropolitans in 2006 are malignant cancers, cardiovascular
diseases (CVD) and cerebrovascular accident (CVA).
Among all non-communicable diseases, CVD is the first cause of death worldwide,
accounting for 39% total death in 2005; the second cause is malignant cancers and chronic
pulmonary diseases. Cancers gradually claim lives around the globe. For the time being,
approximately 7 million people die from cancers every year. By 2020, an estimated 30
million people would be diagnosed with cancers, which may lead to around 10 million
deaths every year. From this trend, an estimated annual increase in cancers diagnosed
would be 16 million, 60% cases occurring in under developed area. In China, 1.52 million
people are diagnosed with malignant tumor annually; in addition, 1.05 million, accounting
for 15% of total death, die from this illness. Just like me, many people have friends or
relatives battling with cancers or even losing their lives due to malignancy.’
Life and economy loss caused by cancers is far beyond imagination for China.
From March 2008 to January 2011, fifteen special elections had been held in Malaysia.
Eleven elections were run as a result of death of congress members. One was due to deadly
car accident and the other three were run for resignation of congress members.
The causes for congress members’ death as consequences of chronic illnesses or non-
infectious diseases encompassed six heart attack, one brain tumor, one liver cancer and one
colon cancer. The expense on by-election due to congress members’ death was over trillion
RM.
In Malaysia, non-communicable diseases are on a significant increase, threatening
people’s well-being. From 1996 to 2006, the incidence of diabetes had been almost doubled
from 8.3% to 14.7%; the incidence of hypertension had risen from 33% to 43%. Nowadays,
approximately 1.7 million Malaysian aged over 18 are overweight or obese.
Malaysian Health Minister Dato' Sri Liow Tiong Lai suggested the statistics of obese
population in Malaysia is ranked the first in Southeast Asia and the sixth in Asia. Poor dietary
habits, over-consumption of calories plus lack of exercise all can lead to obesity.

Chen, Chin Ming, Chairman of Health and Environment Committee Perak, Malaysia,
said that heart diseases, diabetes, hypertension, kidney diseases and cancers are on a raise.
By 2015, at least 14 million people would be diagnosed with one of these chronic diseases, a
huge financial burden to the government.
Malaysia’s example is not the only one in the world.
If the above problems are not taken seriously by governments, academics and publics
and addressed effectively, a medical storm could be expected in near future.
Dr. Twu, Shiing-jer, the former Minister of Department of Health (DOH), Taiwan, once
said that the most critical problem of medicine and health insurance is doctors’ income
comes from the public’s illnesses. If one day doctors only live on the public’s health, all the
problems would be solved without questions. Although DOH has advocated ‘Health is your
right. Prevention is your obligation,’ what steps should be taken to implement preventative
medicine are the first question we like to ask.

As a consequence, how to develop current natural medicine into ‘Medicine for globe’ in
order to promote the life, the living, the ecology, the livelihood and the productivity of all
humanity and, more importantly, health for all becomes common wish of all mankind. To
realize this idea, it is necessary for us to put aside the mechanic point of view of the
Allopathic medicine, reflect on the myth of integrated medicine and figure out a way to fuse
the concept of natural medicine with assorted Eastern medical philosophies.
In general, health is basic human right. It is essential for us to reflect on the
shortcomings of modern medicine and to incorporate a systematically developed natural
medicine into our medical system so the health of public and disease prevention could be
addressed in no time.
2. Topic and Content
1. On the basis of WHO’s definition of health passed in the Constitution of the World
Health Organization and the assorted Eastern and Western natural and medical
philosophies, first putting aside the mechanistic Allopathic Medicine point of view, we
throw a discussion on the definition and basic concept of Chinese Natural Medicine in
hope eventually it could develop into a systemic academic guidelines and education
system (Please see appendix for details).
2. Prevention and Modulation of Non-communicable disease (or lifestyle-related disease
or chronic disease).
3. Main purpose
Promote the development of Chinese Natural Medicine in Asia. Focus on health prevention
and modulation of non-communicable diseases.
4. Aim
Promote Chinese Natural Medicine through research and education so its real value
could be understood by general public, academics and medical professions alike. Distribute

summit announcement and communiqué so health promotion education could be made
popular to the public. Ultimately, found a natural medicine college specialized in Chinese
Natural Medicine in Asia so the public could be educated the idea of health promotion. At
the same time, hold the World Chinese Natural Medicine Forum bi-annually at different
venues around the globe so academic exchange could be promoted.
