Statistical Communique of Hunan Province on the 2012 National Economic and Social Development Hunan Provincial Bureau of Statistics March 14, 2013 In 2012, faced with the severe situation of slowing world economic recovery and increasing domestic economic downward pressure, Hunan Provincial Committee of CCP and the Government led the people all over the province to implement a series of work deployed by the central government, to maintain stable growth and promote harmony by all means. As a result, provincial economic performance maintained steady and rapid development, all social undertakings achieved new progress, and a firm foundation was laid for achieving the goal “Two Speed, Two leads” namely, “To speed up the construction of comprehensive well-off, be the first to achieve the goal of comprehensive well-off in the central region; To speed up the construction of resource-conserving and environment-friendly society, be the first to walk out a way of two-oriented society construction in the country”. I. General Outlook Preliminary estimation indicated that the Gross Domestic Product (GDP) of the province in 2012 amounted to 2215.42 billion Yuan, up by 11.3% over the previous year. Of this total, the value-added of the primary industry was 300.42 billion Yuan, up by 3.0 %. The value-added of the secondary industry was 1050.64 billion Yuan, up by 12.8%. The value-added of the tertiary industry was 864.36 billion Yuan, up by 12.2%. Calculated by permanent residents, Per Capital GDP was 33,480 Yuan, up by 10.7%. The structure of the GDP was 13.6∶47.4∶39.0. The value-added of industrial sector accounted for 41.3% of the GDP, basically flat with the previous year. The value-added of new- and high-technology industries accounted for the GDP was 15.0%,rose by 0.3 % points over the previous year. The contribution to the GDP about the primary industry、secondary industry and tertiary industry was 3.6%、54.0% and 42.4% respectively. Of which, the value-added of industrial sector reached 49.6%,the value-added of the production service industry reached 19.1%. The value-added of non-state-owned economy was 1279.12 billion Yuan, up by 13.0%; which accounted for 57.7% of GDP. Looking from regions, the GDP of Changsha, Zhuzhou and Xiangtan cities was 944.17 billion Yuan, up by 12.7%;The GDP of the rim Chang-Zhu-Tan city clusters was 1766.07 billion Yuan, up by 12.4%;The GDP of the South Region of Hunan Province was 452.35 billion Yuan, up by 11.8%;The GDP of the Western Region of Hunan Province was 287.01 billion Yuan, up by 11.3%. Ⅱ. Agriculture The gross output value of agriculture, forestry, animal husbandry and fishery was 490.41 billion Yuan, up by 3.0%. Of which, the value of agriculture was 265.17 billion Yuan, up by 2.0%; the value of forestry was 26.00 billion Yuan, up by 5.0%; the value of animal husbandry was 148.86 billion Yuan, up by 4.7%; the value of fishery was 27.99 billion Yuan, up by 5.5%. The sown area of grain was 4908.0 thousand hectares,up by 0.6%.The sown area of cotton was 202.0 thousand hectares, up by 5.0%. The sown area of sugar crops was 14.0 thousand hectares,down by 0.3%. The sown area of oil-bearing crops was 1322.0 thousand hectares, up by 2.0%. The sown area of vegetables was 1239.0 thousand hectares, up by 3.8%. The total output of grain increased by 2.3% over the previous year. The total output of cotton increased by 10.5%, the output of oil-bearing crops decreased by 3.5%, the output of tea increased by 1.9%, the output of fruits increased by 4.7%, the output of vegetable increased by 4.3%, the output of tobacco increased by 1.3%. The total meat output of pork, beef and mutton increased by 5.1%,the output of egg increased by 1.8%,the output of milk increased by 4.9%,the output of aquatic increased by 10.0%. 62 thousand water projects have been newly built, which invested 23.7 billion Yuan, finished 530 million cubic meters of earth and stone, controlled 437.2 square kilometres of once eroded areas. Over 57.0 thousand hectares of farmland was increased with effective irrigation systems and another 45 thousand hectares of farmland was guaranteed by water-saving irrigation systems. III. Industry and Construction The total value added of the industrial sector was 914.00 billion Yuan, up by 13.5% over the previous year. Of which, the value added of industrial enterprises in the designated size increased by 14.6%. The growth of the value added for the major seven strategic emerging industries was 20.2%. The new product value of industrial enterprises in the designated size increased 14.6% which accounted for 12.2% in the whole industry and increased by 0.5% over last year. In industrial enterprises above the designated size, the value added of high degree processing industry and high-tech industry is 18.1% and 32% and the growth speed is 3.5% and 17.4% higher than average level of the whole province. The value added of them accounts for 34.6% and 7.5% in whole industrial enterprises in the designated size and increased by 0.9% and 2.2% over the previous year. The growth of the value added for the major six high energy consuming industries was 31.5%, down by 3.5% over the previous year. The value-added of the industrial enterprises above designated size of non-state-owned economy increased by 18.5%,3.9 % points faster than the average. The value-added of the light industry was up by 14.8% and the value of the heavy industry was up by 14.5%. In terms of different regions, the value-added of industrial enterprises above the designated size for Changsha, Zhuzhou and Xiangtan cities increased by 15.5%;The value-added of the rim Chang-Zhu-Tan city clusters increased by 15.4%;The value-added of the South Region of Hunan Province increased by 15.0%;The value added of the Western Region of Hunan Province increased by 13.0%. In the statistics of industrial products about the industrial enterprises above designated size, the production of the 292 industrial products increased,which accounted for 68.4% of the whole industrial products. The output of coal was 88230.0 thousand tons, up by 12.8%; the output of electricity was 126.01 billion kilowatt-hours, down by 2.6%; the output of plate glass was 18045.0 thousand weight cases, down by 2.1%; the output of crude oil processed was 9139.0 thousand tons, up by 20.3%; the output of cement was 104454.0 thousand tons, up by 12.8%; the output of steel was 18475.0 thousand tons, down by 4.0%; the output of ten kinds of Nonferrous Metals was 2762.0 thousand tons, up by 8.5%; the output of motor vehicles was 258.0 thousand, up by 14.0%. The profits after balancing out between deficits and surpluses was132.27 billion Yuan, up by 10.5%. Of this total, the profits of the state-owned and state-holding was 11.74 billion Yuan, down by 3.2%; that of the share-holding enterprises was 84.98 billion Yuan, up by 10.8%; that of the collective enterprises was 1.72 billion Yuan, up by 13.8%; that of the enterprises by foreign investors and investors from Hong Kong, Macao and Taiwan was 11.13 billion Yuan, up by 15.1%;that of the share collaboration enterprises was 0.89 billion Yuan, up by 13.8%; that of others was 21.80 billion Yuan, up by 15.4%. In 39 industry categories, 38 industries achieved profits. Processing of petroleum, coking and processing of nuclear fuel had deficits. The total profits in the top five were manufacture of special purpose machinery, manufacture of cigarette, manufacture of raw chemical materials and chemical products, manufacture of non-metallic mineral products, smelting and pressing of non-ferrous metals and their profits respectively were 21.89 billion Yuan, 10.96 billion Yuan, 9.67 billion Yuan, 8.99 billion Yuan and 8.59 billion Yuan. The gross output value of construction was 437.57 billion Yuan, up by 11.8% over the previous year. The value-added of construction enterprises was 136.64 billion Yuan, up by 7.9%. The profits made by construction enterprises with qualification certificates through general contracts and specialized contracts reached 15.96 billion Yuan, up by 19.8%. The floor space of building under construction was 363.44 million square meters, up by 10.8%. The floor space of building completed 127.21 million square meters, up by 8.0%. IV. Investment in Fixed Assets The completed investment in fixed assets (excluding rural households) was 1457.66 billion Yuan, up by 27.5% over the previous year. Of which, the investment in urban area was 1320.23 billion Yuan, up by 25.0%; the investment in rural area was 137.43 billion Yuan, up by 58.7%. The investment in state-owned economy was 458.07 billion Yuan, up by 28.6%; the investment in non-state-owned economy was 999.59 billion Yuan, up by 27.0%. The primary, secondary and tertiary industry respectively completed investment in fixed assets 46.81 billion Yuan, 633.18 billion Yuan, 777.67 billion Yuan, up by 46.1%, 29.4% and 46.1% respectively. Private investments are 883.48 billion Yuan, up by 24.5%, which accounts for 60.6 % in the investments of the whole province. The investment in 2219 projects over-100-million-Yuan was 421.28 billion Yuan, which accounted for 29% of the total project investment. The investment fulfilled by the 172 major construction projects was 158.49 billion Yuan, which accounted for 10.9% of the completed investment in fixed assets. By the end of this year, the total length of express-ways open to traffic reached 3968 kilometres, an increase of 1320 kilometres over the previous year. The investment in real estate development of the province was 221.05 billion Yuan, up by 13.7% over the previous year. Of this total, the investment in residential buildings reached 157.27 billion Yuan, up by 5.7%; that in office buildings was 7.21 billion Yuan, up by 40.5%; and that in buildings for commercial business was 27.29 billion Yuan, up by 36.4%. The floor space of commercialized buildings sold was 51.51 million square meters, up by 5.1%. Of which, the floor space of residential buildings sold was 46.64 million square meters, up by 4.7%. The total sale of commercialized buildings was 208.52 billion Yuan, up by 12.3%. Of which, the sale of residential buildings was 171.15 billion Yuan, up by 9.0%. V. Domestic Trade and Price The total retail sales of consumer goods of the province reached 785.49 billion Yuan, a growth of 15.4% over the previous year. An analysis on different areas showed that the retail sales of consumer goods in urban areas stood at 711.73 billion Yuan, up by 15.5%, and that in rural areas reached 73.76 billion Yuan, up by 13.9%. Grouped by sectors, the income of retail sales of wholesale and retail trade was 685.82 billion Yuan, up by 15.5%, and that of accommodation and catering industry was 99.67 billion Yuan, up by 14.3%. In terms of different regions, the total retail sales of consumer goods in Changsha, Zhuzhou and Xiangtan cities reached 338.38 billion Yuan, up by 15.5%;that in the rim Chang-Zhu-Tan city clusters was 600.41 billion Yuan, up by 15.4%;that in the South Region of Hunan Province was 152.65 billion Yuan, up by 15.3%;That in the Western Region of Hunan Province was 100.31 billion Yuan, up by 15.3%. Of the total retail sales by wholesale and retail enterprises above designated size, The retail sales in the top six were automobile, oil and related products, grain and oil, food, beverage, tobacco and liquor, garments, shoes, hats, knit and textile goods, traditional Chinese and western medicines, and household appliances and audiovisual equipment and their total retail sales reached 232.54 billion Yuan, which accounted for 82.3% of the total retail sales by wholesale and retail enterprises above designated size, up by 13.7%. Of which, the price index in urban area was 2.2%, and the price index in rural area was 1.6%. The retail prices of commodities were up by 1.7%. The prices of means of agricultural production were up by 4.7%.The producer prices for manufactured goods were up by 0.9%, and the purchasing prices for manufactured goods were up by 0.1%. The prices for investment in fixed assets were up by 1.7%. The producer prices of farm products were up by 0.2%. Foreign Economic Relations The total value of import and export was 21.94 billion US dollars, up by 15.5% over the previous year. Of which, the export value was 12.60 billion US dollars, up by 27.3%. The import value was 9.34 billion US dollars, up by 2.7%. By customs regime, the export value of general trade was 8.65 billion US dollars, up by 7.8%; the export value of processing trade was 3.83 billion US dollars, up by 123.4%. The export value of mechanical and electrical products was 5.09 billion US dollars, up by 42.6%, which accounted for 40.4% of the total volume; the export value of high-and-new-tech products was 1.38 billion US dollars, up by 75.8%, which accounted for 11.0% of the total volume; the export value of farm products was 0.71 billion US dollars, up by 13.6%. Of which, the foreign capital actually utilized in industry was 5.64 billion US dollars, up by 21.4%. There were 50 projects of foreign investment which above 30 million US dollar newly approved. Of which, the investment over-100-million-dallor’s projects were 4. Nine enterprises of the world top 500 were newly introduced, and the number reached 127 by the end of 2012. The actually utilized capital out of the province and inside China was 246.56 billion Yuan, up by 18.2%. Of which, the actually utilized capital in industry was 155.61 billion Yuan, up by 19.9%. There were 577 projects above 100 million Yuan, up by 50.7%; the actually utilized capital was 105.93 billion Yuan, up by 46.0%. The value in the new contracts signed through contracted projects, labour contracts and design and consultancy services reached 3.21 billion US dollars, up by 68.9%. The accomplished business revenue was 2.58 billion US dollars, up by 15.6%. The labour service population dispatched out of the country reached 55.0 thousand, up by 28.8%. 122 enterprises investing abroad were newly approved. The overseas investment was 1.3 billion dollar. The implementation amount of undertaking services outsourcing which was included in the ministry of commerce statistics all the year round was 1.15 billion dollar, up by 41.7%. At the end of 2012, 508 service outsourcing enterprises in the whole province were included in the ministry of commerce statistics employing more than 1.12 million people, in which 77 thousand university graduates accounted for 68.6 %. VII. Transportation, Post, Telecommunications and Tourism The total freight flows were 400.71 billion ton-kilometres, up by 17.8% over the previous year. Of this total, the freight flows by railways were 104.38 billion ton-kilometres, down by 4.6%; and the freight flows by highways were 239.25 billion ton-kilometres, up by 27.4%. The total passenger flows were 174.92 billion person-kilometres, up by 4.6%. Of this total, the passenger flows by railways were 80.49 billion person-kilometres, down by 0.9%; the passenger flows by highways were 85.40 billion person-kilometres, up by 9.8%; the passenger flows by air were 8.77 billion person-kilometres, up by 10.8%. The total number of motor vehicles for civilian use reached 3402.0 thousand by the end of 2012, up by 17.1%. Of which, the number of private-owned vehicles was 2713.0 thousand, up by 21.7%. The number of cars for civilian use was 1415.0 thousand, up by 27.2%. The total turnover of postal and telecommunication services were 47.79 billion Yuan, up by 9.7%. Of this total, postal services accounted for 3.66 billion Yuan, up by 8.8%; and telecommunication services accounted for 44.13 billion Yuan, up by 9.8%. Capacity of office telephone exchanges reached 8.98 million lines, down by 28.0%. The fixed phone user numbered 9.60 million households. The mobile phone user numbered 42.62 million households, an increase of 4.90 million households. The internet user through broad band reached 6.20 million households, up by 23.3%. The number of domestic tourists was 300 million, up by 20.7%. The number of international tourists was 2.25 million, down by 1.8%. The total revenue from tourism was 223.41 billion Yuan, up by 25.1%. Of which, the revenue from domestic tourism reached 217.55 billion Yuan, up by 26.6%; the revenue from international tourism reached 0.93 billion US dollars, down by 10.7%. Ⅷ. Finance and Insurance The total government revenue was 293.18 billion Yuan in the province, up by 16.2%. Local government revenue was 177.60 billion Yuan, up by 17.1%. Of which, tax revenue reached 177.60 billion Yuan, up by 21.3%; non-tax revenue reached 66.53 billion Yuan, up by 10.6%. The two-tax revenue handing into government was 90.13 billion Yuan, up by 13.2%. The income tax revenue handing into central government was 24.78 billion Yuan, up by 20.6%.The total government expenditure was 408.59 billion Yuan in the province, up by 16.1%. Of which, the livelihood expenditure reached 269.47 billion Yuan, up by 17.0%. Of which, the savings deposits of corporations were 946.13 billion Yuan, newly increased 146.56 billion Yuan and the savings deposits of urban and rural residents were 1270.51 billion Yuan, newly increased 205.24 billion Yuan. Loans in Renminbi and foreign currencies in all items of financial institutions reached 1564.86 billion Yuan, newly increased 218.45 billion Yuan compared to the beginning of the year. The short-term loans reached 477.18 billion Yuan, newly increased 68.02 billion Yuan and the medium-term and long-term loans reached 1053.93 billion Yuan, newly increased 137.44 billion Yuan. The loans in real estate development, medium-sized and small enterprises and affordable housing construction respectively reached 77.0 billion Yuan, 601.61 billion Yuan and 12.6 billion Yuan. Of which, the number of listed companies in China stock markets was 76, an increase of 5 over the previous year. The number of listed companies in over-sea stock markets was 15, an increase of 1 over the previous year. The enterprise finance from the capital market was 8.82 billion Yuan, down by 51.4%. Of which, enterprises IPO financed 3.39 billion Yuan, down by 69.8%.At the end of the year, there were 182 stocks company services and offices in the province. The stocks transaction value was1403.30 billion Yuan. There were 4 futures companies in the province, and the transaction value was 5568.86 billion Yuan. The insurance premium of all the insurance companies reached 46.51 billion Yuan, up by 4.9% over the previous year. Of which, the life insurance premium amounted to 28.36 billion Yuan, down by 2.1%; the healthy insurance premium amounted to 2.46 billion Yuan, up by 26.7%; the accidence injury insurance premium amounted to 1.21 billion Yuan, up by 6.8%; the property insurance premium amounted to 14.50 billion Yuan, up by 17.7%. Insurance companies paid an indemnity worth of 14.27 billion Yuan, up by 26.9%. Ⅺ. Education, Science and Technology By the end of 2012, there were 106 general universities and colleges in the province. The graduates’ number of general universities and colleges was 307.0 thousand, the post-graduates’ number 16.0 thousand, the graduates’ number of vocational secondary schools 251.5 thousand, the graduates’ number of senior secondary schools 310.0 thousand, the graduates’ number of junior secondary schools 689.0 thousand, the graduates’ number of primary schools 770.0 thousand. Kindergartens accommodated 1764.0 thousand children, up by 7.7%. The enrolment rate of school-age children was 99.85%. There were 10,242 all kinds of private schools, which had 2.088 million students in school. A total number of 792 projects under national science and technology development programs were implemented. Of this total, 48 projects were under the National Scientific and Technological Program, and 45 projects were under the Hi-tech Research and Development Program (the 863 Program). 6373 technology contracts have been signed and their total amounts reach 4.42 billion Yuan. 884 items wining provincial-above science or technology award, 15 items winning national prize for progress in science and technology, 4 items winning national award for technological invention and 1 item winning state natural science award. 35709 items have applied for a patent with 23212 of them having been granted, up by 21% and 21% respectively. Of which, 9974 items are the invention patent applications with 3353 of them having been granted, increasing by 13.7% and 28.6% respectively. The amount of Patent applied by Enterprises, colleges and universities and research institutions are 20405, 3174 and 587 respectively. The patent grant is respectively 14163, 1834 and 1834 of them. The added value of high and new technology industry is 331.72 billion Yuan, increasing by 20.4%. There were 1584 laboratories for product inspection, an increase of 189.Of which, there were 16 national quality testing and inspection centres, an increase of 3. There were 103 authorized measurement institutions, 109 special equipment inspection institutions. Industrial products quality supervision and spot check reached 45500 times on a regular basis. A total of 16 national standards and 68 local standards were developed in the year. Mapping departments published 98 types of maps. There were 5388 geodetic survey achievements, 5471 pieces of aerial photogram metric and 31235 results of basic geographic information data, provided for the economic and social development. Ⅹ.Culture, Public Health and Sport At the end of 2012, there were 93 art-performing groups, 142 culture centres, 134 public libraries, 96 museums and memorials. 11,817 rural libraries have been completed. There were 13 radio broadcasting stations and 15 television stations. The users of CATV were 7459.0 thousand households, increased 499.0 thousand households over the previous year. Broadcasting and television coverage rates were 92.95% and 97.17%, up by 0.34 and 0.35 % points over the previous year separately. There were 99 state-level non-material cultural heritage protection projects and 220 provincial level protection projects in the province. All sorts of books were issued for 11210 types, newspaper 87 types, and magazines 248 types. A total of 300 million copies of books were published, 1.21 billion copies of newspapers and 130 million copies of magazines were issued. There were 14,232 health institutions in the province, including 798 general hospitals, 2294 health centres, 139 maternal and child health-care institutions, 86 specialized health institutions. General hospitals and health centres in the province possessed 273.0 thousand beds, up by 13.0%. There were 297.0 thousand health workers, up by 4.4%. Of which, including 116.0 thousand practicing doctors and assistant practicing doctors, up by 1.8%; and 113.0 thousand registered nurses, up by 10.8%. There were carried out 1,690 times or items of popular fitness projects throughout the province and 21.04 million people usually participated in physical exercises. The number of administrative village which newly built farmer sports fitness projects was 1000. The athletes of Hunan province won 4 World Championships, 14 Asian titles and 29 National Championships. There were 21,423 sports grounds and buildings. Of which, there were 167 stadiums, 664 sports grounds, 206 swimming pools and 20,386 all sorts of training rooms. XI. Population, Living Conditions and Social Security By the end of 2012, the total population of Hunan reached 71.80 million, and the resident population was 66.39 million. The crude birth rate was 13.58‰, the crude death rate 7.01‰, and the natural growth rate 6.57‰.The population of 0-14 year old accounted for 18.0%, up by 0.2 % points over the previous year; the population of 15-59 year old accounted for 66.4%, down by 0.8 % points; the population of over 60 year old accounted for 15.6%, up by 0.6 % points. The number of employed persons was 40.25 million, an increase of 0.20 million. The annual per capita net income of rural households was 7,440 Yuan, up by 13.3%, or a real increase of 11.5% over the previous year when the factors of price increase were deducted. The annual per capita living expenditure of urban households was 14,609 Yuan, up by 9.0%. The per capita consumption expenditure of rural households was 5,870 Yuan, up by 13.3%. The Engel's coefficient of urban households was 37.3%. The Engel's coefficient of rural households was 43.9%. The newly-added employed person in urban areas was 724 thousand, an increase of 7 thousand over the previous year. The cities zero employment family of employment assistance kept dynamic reset. At the end of 2012, a total of 10,481 thousand people participated in basic pension program, a year-on-year increase of 600 thousand. Of this total, 7,475 thousand were staff and workers, and 3,006 thousand were retirees. Social pension insurance system for urban and rural residents achieved full coverage. A total of 23,414 thousand people participated in urban basic health insurance program, an increase of 4,002 thousand. Of which, 7,971 thousand people participated in urban basic health insurance program for staff and workers, 15,443 thousand people participated in health insurance program for residents. Some 4,499 thousand people participated in unemployment insurance program, an increase of 202 thousand. A total of 6,936 thousand people participated in work accident insurance, an increase of 581 thousand. A total of 5,463 thousand people participated in maternity insurance program, an increase of 75 thousand. A total of 34.14 million people participated in new pension insurance program for rural residents, an increase of 6.80 million. A total of 46.71 million people (not including Changsha) participated in the new rural cooperative medical system, with a participation rate of 98.2%. At the end of the year, 132 thousand staff and workers received the unemployment insurance payment. The urban subsistence allowances for per person each month were 248.7 Yuan, an increase of 63.7 Yuan; the rural subsistence allowances were 103.4 Yuan, an increase of 33.4 Yuan. The total urban subsistence allowances fund were 4.27 billion Yuan and the total rural subsistence allowances fund were 3.34 billion Yuan. Social welfare institutions of various types provided 150.0 thousand beds, accommodating 125.0 thousand inmates. There were 8,416 community service facilities were set up in urban areas, of which, the number of comprehensive community service centres was 479. A total of 5.29 billion Yuan worth of social welfare lottery tickets was sold, raising 1.55 billion Yuan of social welfare funds. A total of 200 million Yuan were received from direct donations. Problems of 3,301.0 thousand people’s difficulty in safety drinking water in rural areas have been solved. 208 homes for the aged have been rebuild or expanded. 80 thousand low-rent houses have been newly constructed. 283 thousand dilapidated houses in rural areas have been renovated. Ⅻ. Resources, Environment and Work Safety 143 kinds of ores have been found, and reserves of 105 kinds of ores have been proved. Implementation of geological explorations projects (including continue projects) were 340. Implementation of resources crisis mines prospecting projects were 26. A total of 13 new mineral deposits in large or medium size were discovered. There were 10 National Geology Park and 3 geological sites. In urban areas, 86.5% of waste water was put under centralized processing systems, up by 3.7%, and 96.8% of solid waste from daily life was processed under nontoxic programs, up by 10.5%. 14 cities and A.P. met the air quality standard Grade Ⅱ. The rate of surface water monitoring cross sections which met the standard Grade III was 87.2%. There were 1256.0 thousand hectares of 120 natural reserves, including 17 national ones and 29 provincial ones. A total of 404.0 thousand hectares of forest in the barren hills and waste (sand) land were planted. At the end of the year, there was afforested area of closed off mountain (sand) 907.0 thousand hectares. The forest coverage rate reached 57.34%, 0.21 % points over the previous year. Preliminary estimation indicated that the total energy consumption in 2012 amounted to 67.09 million tons of standard coal equivalent, down by 4.4% over the previous year. Of which, the total energy consumption for the major six high energy consuming industries was 51.98 million tons of standard coal equivalent, down by 6.3%. Raw coal, cleaned coal, coke, crude oil, and electricity accounted for 49%, 6.7%, 7.1%, 11.1% and 10.8% respectively of the comprehensive energy consumption of the industrial enterprises above designated size. Chemical demanding of oxygen, the emission of sulfur dioxide and nitrogen and oxides decrease by 3.2%, 5.9% and 8.9% respectively. There were total of 12995 various kinds of work accidents in the province, up by 11.8%. The death from work accidents was 2595 persons, down by 8.5%. The death toll from work accidents every 100 million Yuan worth of GDP was 0.118 people, down by 18.1%. Work accidents in industrial, mining and commercial enterprises caused 1.50 deaths out of every 100 thousand employees, down by 28.6%. The death toll for producing on million tons of coal in coalmines was 1.56 persons, down by 48.5%. The year 2012 witnessed 8703 traffic accidents, up by 7.2%. The road traffic death toll per ten thousand vehicles was 2.30 persons, down by 18.7%.  Notes: 1. All figures in this Communiqué are preliminary statistics. 2.
