1孔子学院总部/国家汉办国家公派出国教师年度考核办法(2017年12月修订)一、总则(一)为加强孔子学院总部/国家汉办(以下简称国家汉办)国家公派出国教师的管理,建立健全激励机制,根据国家汉办《国家公派出国教师》,制定本办法。(二)本办法适用于由孔子学院总部/国家汉办派往孔子学院(课堂)和其他教育机构任教的教师(以下简称“教师”)。(三)教师在外任教满一学年(原则上须满10个月)须接受考核,每学年考核一次。(四)考核工作分别按在任教师和离任教师两种情况进行组织。(五)考核合格或优秀者按《国家公派出国教师生活待遇管理规定》(财教„2011‟194号)享受年终奖。任期内每年考核均合格或优秀者,在任期结束时获颁《国家公派出国教师荣誉证书》。(六)考核工作以促进教师绩效为导向,坚持客观公正、全面考核的原则。(七)国家汉办成立出国教师年度考核专家组,负责考核工作。2二、考核范围和周期(八)在任教师考核1.国家汉办每年底统一组织对在任教师的年度考核;2.在任教师指考核当年12月底在岗的外派教师;3.当年新赴任教师到考核时不满一学年的,不参加当年考核,应参加下一年度的考核;4.考核期为教师赴任之日起至学年结束,或上一考核期后至学年结束。考核期原则上须满10个月。(九)离任教师考核1.离任教师的考核在教师离任时随时进行;2.离任教师的年度考核包含在离任考核中一并进行;3.离任考核结果等同于从离任前最后一次年度考核后至离任之日止的年度考核结果。三、考核内容(十)考核内容以教师所承担的教学任务为主要依据,兼顾教师参与组织文化推广活动及其它相关工作的实绩,全面考核教师对孔子学院建设和国际汉语教育做出的成绩。1.对教学任务完成情况的考核,主要包括工作态度、对跨文化环境的适应能力、团队合作精神、实际教学工作量、效果和学生满意度等。2.对教学以外工作情况的考核,主要包括积极参与有关活动的态度、组织与实施能力、工作内容及效果等。3四、考核方式与程序(十一)年度考核实行自我与教师国外工作单位评价相结合的方式。(十二)国家汉办定期与教师国外工作单位联系,了解教师工作情况。(十三)根据需要,国家汉办采取派遣专家实地调查、请当地第三方评估等方式对教师的工作进行考核。(十四)考核程序如下:1.教师提交材料:教师须登录孔子学院总部/国家汉办汉语教师服务平台http://kzxyshizi.hanban.org填写并上传考核材料。材料包括国外工作情况、工作总结,具体要求如下:(1)国外工作情况,按学期填写,包括:①教学情况:任教学校、教授班级、课程名称、学生水平、课程性质、使用教材、学生数、周课时、学生类别等相关内容;②参加组织文化活动:活动内容、活动时间及天数;③参加学术会议及培训情况:会议/培训名称、会议/培训内容、会议/培训时间及天数;④撰写教程、论文情况:教材/论文名称、教材/论文内容、完成时间及论文使用情况。对于工作信息不完整或弄虚作假者不予年度考评。4(2)个人工作总结,字数不得低于2500字。要求全面回顾一年来的工作,着重阐述关于教学、教材及文化组织活动等方面的工作体会,对教师赴外任教工作提出建议。2.国外工作单位评价意见:(1)孔子学院(课堂)教师由孔子学院(课堂)中、外方院长(负责人)根据教师考核材料及平时表现,在《国家公派出国教师年度考评意见表》上给出考评意见和考评等次,并将《考评意见表》扫描后上传至汉语教师服务平台;(2)非孔子学院教师由国外工作单位负责人根据教师考核材料及平时表现,在《国家公派出国教师年度考评意见表》上给出考评意见和考评等次,并将《考评意见表》扫描后发至国家汉办师资处;(3)对当年离任的教师,国外工作单位须在《国家公派出国教师离任鉴定表》上给出考评意见和考评等次。3.确定等次:出国教师年度考核专家组根据报回的考核材料进行综合评价,确定考核等次。4.反馈:对考核结果有异议者,可在1个月内向国家汉办复核。五、考评(十五)考核等次分为优秀、合格和不合格。评定为优秀等次的人数不得超过本单位(非孔子学院教师以驻外使领馆辖区为单位)教师总人数的30%。51.合格等次标准:(1)热爱汉语国际教育事业,师德高尚,爱岗敬业,服从管理,有团队精神;(2)能按照学校要求完成教学任务,教学态度良好,对教学认真负责,教学效果得到学校认可,受学生欢迎;(3)能够积极参加中华文化传播活动;(4)有较好的跨文化交际能力,尊重所在国文化和宗教习俗,能与当地人民友好交往;(5)遵守中外法律法规,遵守相关管理规定。2.优秀等次标准:在具备考核合格标准的基础上,还应符合:(1)有较好的团队合作和奉献精神;(2)学校考评学生满意度高,学习人数保持增长;(3)能主动参加教学科研活动,包括参与教材编写、撰写案例、发表论文等,在考核表上提交案例和调研的优先考虑;(4)在中华文化传播活动中,中华才艺特长比较突出;(5)有突出事迹,获得赴任国当地政府、社区、学校的表彰。六、考核结果(十六)考核优秀及合格者,发放年终奖金;考核不合格者,不享受年终奖金。年终奖金每学年享受一次。在任教6师的年终奖金在年度考核工作结束时发放。离任教师从最后一次年度考核期后至离任之日止满一学年(原则上须满10个月)且考核合格或优秀的,可享受年终奖金,年终奖金在回国结算时发放。(十七)国家汉办向任期内考核全部为合格的教师颁发《国家公派出国教师荣誉证书》;对任期内考核全部为优秀的教师,颁发《优秀国家公派出国教师荣誉证书》。(十八)国家汉办建议教师国内单位将考核结果作为教师奖惩及职务晋升的重要依据。七、附则(十九)本办法由国家汉办负责解释。附件1.国家公派出国教师年度考评意见表2.国家公派出国教师离任鉴定表孔子学院总部/国家汉办2017年12月30日7ConfuciusInstituteHeadquarters/HanbanMethodfortheAnnualEvaluationofSponsoredChineseTeachers(December.2017Revision)I.GeneralProvisions1.ThisMethodisformulatedinanattempttostrengthentheoversightofteacherssponsoredbyConfuciusInstituteHeadquarters/Hanban(hereinafterreferredtoas“Hanban”)sponsoredteachers,toestablishandimprovetheincentivemechanisminaccordancewiththeRegulationsforSponsoredChineseTeachers.2.TheMethodappliestoteachers(hereinafterreferredtoas"Teachers")dispatchedbyHanbantoteachatConfuciusInstitutes,ConfuciusClassrooms(hereinafterreferredtoas"CI/CC")andothereducationalinstitutions.3.Inteachingterms,teacherswhohavebeenteachingforafullschoolyearoverseasmustbeevaluated.Thosewhohavepassedtheevaluationwillbeawardedayear-endbonus.Eachschoolyearisevaluatedonce.4.Theevaluationworkisorganizedintwocases,inaccordancewithin-postteachersandleaving-postteachers.5.ThosewhopasstheevaluationareawardedtheyearbonusaccordingtotheRegulationsontheManagementoftheLivingTreatmentofSponsoredChineseTeachers(mof/edu[2011]No.194).Teacherswhoreceivedthe“Qualified”or“Excellent”ineachacademicyearwillreceived“HonoraryCertificateofGovernment-sponsoredChineseTeachers”.6.Theevaluationaimstoenhanceteachingeffectivenessandwillbeobjective,impartialandcomprehensive.7.AnexpertgroupestablishedbyHanban,isresponsiblefortheannualevaluationofsponsoredteachers.II.EvaluationRangeandPeriod8.Evaluationofin-postteacher:8.1Attheendofeachyear,Hanbanorganizesanannualevaluationofin-postteachers;88.2In-postteacherreferstotheteacherwhoisinthepostuntiltheendofDecember;8.3Thenewarrivedteacherswhoseteachingtermislessthanoneschoolyear,donotparticipatetheevaluationincurrentyear,shouldparticipatetheevaluationnextyear;8.4Theevaluationperiodfromthedateofteachers’appointmenttodateoftheendoftheschoolyear,orfromtheendofthepreviousevaluationperiodtotheendoftheschoolyear.Theevaluationperiodcan’tbelessthan10months.9.Evaluationofleaving-postteacher:9.1Theevaluationofleaving-postteacherswillbecarriedoutatanytimewhenteachersleavethepost;9.2Theannualevaluationofleaving-postteachersisincludedintheteachers’finalevaluation.9.3Theresultofthefinalevaluationisequivalenttotheannualevaluationresultfromthelastannualevaluationbeforeleavingtheposttothedateofleavingthepost.III.EvaluationContents10.TheevaluationfocusesonassignedteachingandtakesintoaccounttheachievementsinorganizingandpromotingChinesecultureandotherrelatedwork.Thegoalofthisevaluationistoassesstheeffectivenessoftheteachers’workinthedevelopmentoftheConfuciusInstitutesandininternationalChineselanguageeducation.10.1Theevaluationofteachingperformancemainlyfocusesonaspectssuchasworkattitude,cross-culturaladaptability,teamwork,teachingload,effectivenessandstudentsatisfaction.10.2Theotherevaluationfactorsmainlyincludeattitudeinregardstoparticipationinactivities,theabilitytoorganizeandexecutespecialevents,otherworkassignmentsandoverallimpact.IV.EvaluationMethodandProcess11.Theteachers’annualevaluationwillbeadoptedbythewayofthecombinationofself-evaluationandevaluationbyCI/CC/overseaseducationalinstitutions.912.HanbanwillcontactwithCI/CC/overseaseducationalinstitutionsregularlytoknowaboutteachers’work.13.Ifnecessary,afieldinvestigationbyexpertsorthethird-partyevaluationwillbearrangedbyHanbantoevaluateteachers’work.14.EvaluationProcess:14.1Submitevaluationmaterialsbyteachers:Teachersneedtofillinevaluationinformationanduploadevaluationmaterialsonthewebsitehttp://kzxyshizi.hanban.org.Thematerialsincludeoverseasworkinformationandworksummary.Thedetailedrequirementsareasfollows:14.1.1Fillinoverseasworkinformationbythesemester.Thecontentsinclude:14.1.1.1Teachinginformation:nameofteachingschool,teachingclass,coursename,students’languagelevel,typeofcourse,teachingmaterials,numberofstudents,numberofteachinghoursperweekandstudenttypeetc;14.1.1.2Culturalactivityteachersparticipatein:contentsandtimeoftheculturalactivity;14.1.1.3Academicconferenceandtrainingteachersparticipatein:name,contentsandtimeoftheconference/training;14.1.1.4Tutorialandthesisteacherswrite:name,contents,completiontimeandusageofthetutorial/thesis.Teacherswhofillinincompleteorfalseinformationwillnotbeevaluated.14.1.2Worksummary(2500words):Thesummaryshouldbewithacomprehensivereviewoftheyear’swork,focusingontheworkexperienceofteaching,teachingmaterialsandthespreadingofChineseculture,andputtingforwardthesuggestiononworkingabroad.14.2EvaluationcommentsofCI/CC/overseaseducationalinstitutions:14.2.1ChineseandoverseasdirectorsinCI/CCneedtofillinAnnualEvaluationCommentFormforSponsoredChineseTeachersaccordingtoteacher’sevaluationmaterialsandroutineperformance,anduploadthescannedversionoftheformtotheplatform;14.2.2ThepersoninchargeofoverseaseducationalinstitutionsareresponsiblefortheevaluationofSponsoredChineseteachersnotworkinginCI/CC,andsendthescanned10versionofthecommentformtoDivisionofTeachers.Theevaluationgradeisbasedonteacher’sevaluationmaterialsandroutineperformance;14.2.3Forteachersleavinginthecurrentyear,CI/CC/overseaseducationalinstitutionsshallgivetheirevaluationcommentsontheFormofFinalReportforSponsoredChineseTeachers.14.3Determineevaluationrate:TheexpertgroupofsponsoredChineseteacher’sannualevaluationwillmakecomprehensiveassessmentanddeterminetheevaluationgradeaccordingtothesubmittedmaterials.14.4Feedback:Iftheevaluatedteachershaveanyquestionstotheevaluationresult,he/shelodgeanappealwithHanbanforreviewwithinamonth.V.EvaluationCriteria15.Theevaluationwillresultinthreeratings:Excellent,Qualified,andUnqualified.Thenumberof“Excellent”can’tbemorethan30%ofthetotalnumberofteachersinCI/CC(non-CI/CCteachersarebasisontheembassyandconsulateareaasaunit).15.1.StandardsofQualifiedTeachers:15.1.1TeachersshouldhavegreatpassionforChineseInternationalEducationcareer,bewithnobleethics,bedevotedtothejob,obeymanagementandhaveteam-workspirit;12.1.2Teachersshouldcompletetheteachingtasksinaccordancewiththerequirementsoftheschool,havegoodteachingattitude,beresponsibleforteaching,berecognizedbytheschoolontheteachingeffectivenessandbewelcomedbystudents;15.1.3TeachersshouldactivelyparticipateinChineseculturalactivities;15.1.4Teachersshouldhavegoodcross-culturalcommunicationskills,respecttotheculturalandreligiouscustomsofthehostcountryandfriendlycommunicatewithlocalpeople;15.1.5TeachersshouldabidebyChineseandforeignlawsandregulations,andcomplywithrelevantregulations.15.2StandardsofExcellentTeachers:Onthebasisofqualifiedstandards,itshouldalsomeetthefollowings:1115.2.1Teachersshouldhavestrongspritofteamworkanddedication;15.2.2Teachersshouldreceivehighsatisfactionfromstudentsinschoolevaluation,thenumberofstudentsmaintaingrowth;15.2.3.Teachersshouldinitiativelyparticipateinteachingandresearchactivities,includingthecompilationofteachingmaterialsandcasestudiesandpublicationofpapers,etc.TeacherswhosubmitcasestudiesandresearchreportontheEvaluationFormshouldhaveprioritytoberated“Excellent”;15.2.4TeachersshouldpresentmoreoutstandingChinesetalentsintheChineseculturalactivities;15.2.5Teachersshouldhaveoutstandingachievements,andwinthepraisefromlocalgovernment,communityandschools.VI.EvaluationResults16.Teacherswhoarerated“Excellent”or“Qualified”willbeawardedayear-endbonus;whilethosewhoarerated“Unqualified”willnotbeawardedtheyear-endbonus.Theyear-endbonusispaidonceeachschoolyear.In-postteachers'bonuswillbepaidattheendoftheannualevaluationwork.Leaving-postteacherswhofulfillaschoolyearworkfromthelastannualevaluationperiodtothedateofleavingpost,willbeawardedayear-endbonuswhenteachersreturntoChina.Theevaluationperiodcan’tbelessthan10months.17.Hanbanwillissuean“HonoraryCertificateofGovernment-sponsoredChineseTeachers”toteacherswhoreceivedthe“Qualified”ineachacademicyear.Teacherswhoreceived“Excellent”ratingineachacademicyearwillbehonoredandwillreceivean“HonoraryCertificateofDistinguishedGovernment-sponsoredChineseTeachers.”18.Hanbanencouragestheteachers’domesticemployerstousetheevaluationresultsasanimportantelementindecidingteachers’rewardsandpunishment,aswellasforprofessionalpromotion.VII.SupplementaryProvisions19.TherighttointerpretthisMethodshallresideinHanban.12Appendix1:AnnualEvaluationCommentFormforSponsoredChineseTeachersAppendix2:FormofFinalReportforSponsoredChineseTeachersConfuciusInstituteHeadquarters/Hanban2017.12.30
