Spacing greater than 2 m to set up columns (ibid.). 5, frame structures: (1) when scaffold is not less than operations, equipped with operating 政策建议书 一、研究的目的和意义: 在为加快推进社会主义现代化、全面建设小康社会建设～中共中央、国务院下发了《中共中央国务院关于推进社会主义新农村建设的若干意见》～要求按照“生产发展、生活宽裕、乡风文明、村容整洁、管理民主”的要求～协调推进农村经济建设、政治建设、文化建设、社会建设和党的建设。具体落实到各个地区～要求按照地区实际情况建设社会主义新农村～确定符合地区情况的新农村建设目标的宏观大背景中。随着改革开放的深入推进～国民经济的不断发展～农民收入有了很大程度的提高～近年来～伴随大量农村劳动力转移和非农经济的发展～在广大农村领域出现了中心衰退、外围增长的“空心化”现象。“空心村”不仅导致我国土地资源的浪费～更己经成为农村经济、社会发展的障碍。根据不同的空心村类型～解决好村庄建设中的土地、资源、环境、设施、建筑的可持续发展问题～已成为村庄整治规划中的一项重要内容。本论文研究的问题是“空心村”整治对梅州新农村建设是否产生影响～如何通过对“空心村”进行治理～促进新农村建设。 本文首先针对国内外专家学者对此理论研究相对较少的具体情况～从理论研究开始～提出治理“空心村”不但能有效地节约土地～扩大耕地面积～提升农业综合生产能力～改善农民居住环境,而且对于搞好城镇建设～加快农村城市化进程～促进区域经济发展～缩小城乡差别等将起到不可估量的作用。继而以梅州地区“空心村”为例～barriers. Spacing greater than 2 m to set up columns (ibid.). 5, frame structures: (1) when scaffold is not less than operations, equipped with operating 通过发放调查问卷及拍摄图像等的实地调研方法～结合现状和理论研究成果～根据梅州地区全面空化型、边缘空化型、中心空化型、季节性空化型四种不同的空心村类型提出符合实际的空心村整治对策。论文通过理论研究与实证研究相结合的方法～解决“空心村”的整治问题～以期为梅州地区推至全省乃至全国的新农村建设提供一定的指导与借鉴作用。 二、研究对象存在的主要问题及原因 梅州市是人口大市～梅州市是广东省农村劳动力转移较大的市。据有关数据显示～2004年全市户籍人口已达到496.89万人～乡村人口数总计451.62万人～农村劳动力有162.6万人～留守劳动力有71.0万人～“转移和输出农村劳动力91.6万人～占农村劳动力总数的56.33%。可以看出～农村劳动力大部分转移到外地转～也就是说梅州农村“空心村”状况比较严重。预计～现有梅州农村劳动力中尚有十多万人需要继续转移。逐步增加的农民工势必导致农村劳动力缺乏以及一些遗留下的经济社会问题～势必会进一步对新农村建设产生影响。 梅州市农村的“空心”是由于多种方面的原因造成的。长期以来～梅州地处粤东北山区～经济欠发达一直处于滞后状态。经济的滞后导致人口的大量外流～造成梅州市人口的空心。同时～政府管理的缺位、村庄规划的滞后、相关法律的不完善等又造成梅州市地理上的“空心”。基础设施的不完善也导致人们渴望搬离农村～搬离村中心。具 2 barriers.
