澄迈县组建唇裂和腭裂整容手术 中心工作 唇裂和腭裂 “唇裂和腭裂”在俗称为“兔唇”～如果相伴发生则称“唇腭裂”～属于先天性生理缺陷～在我国的发病率约为七百五十分之一。 “兔唇”这种新生儿先天畸形病最近屡见报端～引起许多孕妇不安。“兔唇”发病率比较低～并不像有些人想像得那样可怕～只要及早治疗～基本上不会影响孩子日后的正常生活。 唇裂和腭裂整容手术 “兔唇”整形手术在出生后3-6个月进行较好～因为此时患儿全身情况比较稳定～能较安全地手术。双侧兔唇手术宜在6个月之后进行～但最好也不要超过1岁。腭裂一般在学说话前～即2岁前治疗。在第一次手术后～随着患儿身体发育～上唇和鼻部可能会出现继发性畸形。如有畸形～患儿应在6-7岁前再进行一次手术。在手术修复后～还要辅以正确的语音训练。只有在家长教导下刻苦学习～才能逐渐改变已养成的不良习惯～取得较好的语音效果。 1、根据近几年来统计数字,我县“兔唇”的发病率约为一千分之一～全县每年新生儿出生约为七千例～由此计算我县每年约有“唇裂和腭裂”患儿七例左右。全省每年新生儿出生约 ～全省每年约有“唇裂和腭裂”患儿 例左右。 2、现开展唇裂和腭裂整容手术的医疗机构主要有海南省人民医院、海南省农垦总局医院。他们可以承担全省大部分地区 “唇裂和腭裂”患儿的手术治疗。 3、从2008年起～在新加坡海南会馆的帮扶下～我院一共开展“唇裂和腭裂” 例～其中属澄迈县户口患者 例。 4、根据新加坡海南会馆李教授的建议开展“唇裂和腭裂”是一项严肃的工作～一定要遵守科学发展规律～不能急于求成～必需从小到大～从简单到复杂。 四、场地 1、组建和开展“唇裂和腭裂”手术中心场地指定在医院新建的康复大楼～大约占地面积蓄 士:12名,现有五官科护理人员8名～还需要护理人员4名, ?、清洁工人:2名 ?、语言师:1名 五官科现有医师4名,护士8名。他们主要负责全县五官科疾病日常诊疗和住院治疗工作～要开展唇裂和腭裂整容手术中心还存在人员不足问～预见要增加医师2名～其中副主任医师1名～主治医师1名。护理人员要增加4名～语言师1名。开展唇裂和腭裂整容手术中心是一项公益性事业～人员的待遇问题需要由政府财政投入。 目前～我县医疗卫生技术人员严重不足～要招聘有一定医疗技术水平的医务人员来我院工作存在困难～因此～要解决医务人员问题由政府统一招聘。 六、人员培训 目前～我院按现有条件及医务人员～可以开展一些简单的唇裂和腭裂、头面部整容手术～如果要达到开展“兔唇”整容手术中心还需要培训人才。医院计划选送卫生技术人员到新加坡**医院进修学习,计划分4批到新加坡进修学习,每批派出3人:一名医生、一名护士、一名麻醉师～每批进修学习6个月,。每人进修费用约3万元人民币 (含进修费、交通费、生活费)。如有其他原因～经费另外追加。由此计算人员医疗 vancedce
