olicysupport,superiorspecialtransferpayments,avarietyofadditionalincomewilltop700millionYuan,anumberofkeyinfrastructureprojects,livelihoodprojects,industrialprojectsintothecage.Second,increasingtheprojectattracts.Thisyearatotalof23signedamajorproject,ofwhich14billionproject,ChinaMetallurgicalgroup,vankegroup,Guangdonghengdagroup,TaiwanRuentexgroup,ontheRIgroup,ShenzhenKaisa,jifengagriculturalmachinery,Mercedes-Benz,Audi4SstoreandotherlargeenterprisesandprojectshavesettledinShunqing.Third,strengthenprojectconstruction.Annualimplementationfocusproject39a,fixedassetsinvestmenttotalwillbreakthrough12billionyuan,createddistrictyilaihistoryhigh,Southdoordam,andfiveinshopoldcitytransformation,andYingChinaindustrialconcentrateddistrictconstruction,andcitymainroadconstruction,andNortheaststeamTradeCenter,andmodernfarmersindustryPark,andvocationaleducationcity,andlowrental,andalsoroomconstruction,andfeaturesblocksbuild,andfarmersmarkettransformation,and"ruralversion"Streettransformation,focusengineeringspeedupimplementation,effectivenessobviously.Expectedtobeachievedthisyear,area-wideGDP17billion2000年《全国统一建筑工程基础定额安徽省综合估价表》 总 说 明一、为适应招标投标快速报价和合理确定工程造价的需要，根据1998年《全国统一建筑工程基础定额安徽省估价表》，经适当简化、综合，编制了2000年《全国统一建筑工程基础定额安徽省综合估价表》（以下简称综合估价表）。二、本综合估价表适用于我省范围内的新建、扩建和改建的一般工业与民用建筑工程。三、综合估价表的作用1、作为编制、审查建筑工程招标标底与投标报价的依据；2、作为编制、审查建筑工程概预算的依据；3、作为确定建筑工程施工合同价款和办理建筑工程结算的依据。四、综合估价表编制的依据1、1998年《全国统一建筑工程基础定额安徽省估价表》（上、下册，1998年版）；2、《全国统一建筑工程基础定额》（土建上、下册，GJD-101-95）；3、《全国统一建筑工程预算工程量计算规则》（GJDZ-101-95）；4、《建筑安装工程劳动定额》[LD/t72-94（De）]和《建筑装饰工程劳动定额》[LD/t73-94（De）]；5、现行施工工期定额、机械台班费用定额；6、省内相关定额、标准图集及其它资料。五、本综合估价表是按照合理的施工组织，正常的施工条件，现行标准设计，施工及验收规范，典型工程图纸编制的。综合估价表的项目内容及含量是经测算、分析取定的，除注明允许调整或换算外，执行中一般不得调整或换算。本综合估价表各章由章说明、工作内容、定额表和附表等组成。其中工作内容扼要说明了主要工序的施工操作过程，某些次要工序虽未列出，但定额中已做了考虑。六、本综合估价表和其它相关估价表的界定1、建筑工程（主体结构部分）执行本综合估价表及其配套的费用定额；装饰工程（中、高档）执行《全国统一建筑工程基础定额安徽省装饰工程综合估价表》及其配套的费用定额。2、本综合估价表未包括的项目，且属单项性质的，可执行1998年《全国统一建筑工程基础定额安徽省估价表》。七、本综合估价表中材料、半成品、成品，除注明者外，均包括从工地仓库、现场集中堆放点或现场加工地点至操作或安装地点的现场运输、运输损耗、施工操作损耗、施工现场堆放损耗。不论现场实际发生多少，均按本综合估价表规定执行。八、预制钢筋砼构件、金属结构构件，除注明者外，均已综合了8Km运输费，实际运距不同，不得调整。构件在运输过程中，如遇路桥限载或限高而发生的加固、拓宽等费用，应另行处理。九、本综合估价表已包括预制钢筋砼构件的制作破损及运输、安装损耗。预制钢筋砼构件、金属结构构件吊装按不同类别，综合取定吊装机械，实际与定额不同，不得调整。但构件在吊装过程中，需在起重机的行驶线路或机座底垫道木、钢板等，按该建筑物的底层建筑面积2.00元/m2列入直接费，计取各项费用。十、各类砂浆、砼、垫层材料及胶泥等，均按半成品消耗量列入综合估价表中，除注明外，其强度、水泥标号不同可以换算，但配合比用量不得调整。十一、本综合估价表预制砼构件未考虑蒸汽养护，如设计或业主要求蒸汽养护，其养护费用按60元/m3计算，列入直接费中，计取各项费用。十二、本综合估价表中各种钢筋砼构件均综合了模板、砼及钢筋工程。钢筋砼构件中模板是综合考虑的，实际模板种类、用量及支撑等与定额不同，均不得调整。钢筋（包括铁件）施工图用量加损耗超过或低于定额用量时，可按附录二规定调整。本综合估价表中凡未综合抗震因素的子目，可按施工图设计规定的抗震和构造要求，计算所需的钢筋、铁件用量，套用“砌体内钢筋加固”定额，并按附录二规定调整。十三、本综合估价表中木材以一、二类木材为准，如设计采用三、四类木种时，木门窗部分项目人工和机械乘以1.20系数；其它项目按相应项目人工和机械乘以1.30系数。木材木种分类同1998年《全国统一建筑工程基础定额安徽省估价表》。十四、本综合估价表中工程用木材未包括烘干费及烘干损耗，如设计或业主要求木材烘干时，每立方米木材（成材不分材种）的烘干费及烘干损耗由各市地定额站进行测算确定。十五、本综合估价表价格确定，人工以综合工日表示，其单价按二类地区列入，每工日25.84元。材料预算价格：按现行全省信息价格综合取定。执行中，定额材料预算价格与市场材料预算价格发生价差，按《安徽省工程建设材料价格动态管理暂行》的规定执行。机械台班价格：依据《全国统一施工机械台班费用定额》（1995年），其中台班费用中二类费用已按现行价格确定。本综合估价表中人工单价在一类地区为27.64元/工日，计算人工费时，其估价表人工费×1.07；三类地区为24.55元/工日，计算人工费时，其估价表人工费×0.95。无特殊规定者，综合估价表中人工单价及机械台班价格，执行中一般不得调整。十六、本综合估价表中所用的建筑面积应按估价表中《建筑面积计算规则》计算确定。十七、工程施工所用水电，应由业主在现场安装水、电表，交施工承包商保管使用，施工承包商按表计量，按预算价格计算费用退给业主；如无条件装表计量，使用业主水、电的，在工程竣工结算时，施工承包商应按工程造价的7‰付给业主（其中水占2‰，电占5‰）。十八、本综合估价表中注有“XXX以内”或“XXX以下”者，均包括“XXX”本身；“XXX以外”或“XXX以上”者，则不包括“XXX”本身。十九、本综合估价表权属安徽省工程建设标准定额总站（安徽省建设工程造价总站），综合估价表中文字、数据等内容，未经同意，任何单位、个人不得录入使用或用于软件开发，违者追究责任。二十、用于计算生成本综合估价表的《安徽省工程造价系列软件（BW2000）》，其数据库版权属安徽省工程建设标准定额总站（安徽省建设工程造价总站），一并开发完成的《安徽省工程造价系列软件（BW2000）》，与本综合估价表同时发布，并与本综合估价表配套使用。二十一、本综合估价表授权安徽省工程建设标准定额总站（安徽省建设工程造价总站）负责解释、管理。建筑面积计算规则一、计算建筑面积的范围第1条 单层建筑物不论其高度如何，均按一层计算建筑面积。其建筑面积按建筑物外墙勒脚以上结构的外围水平面积计算。单层建筑物内设有部分楼层者，首层建筑面积已包括在单层建筑物内，二层及二层以上应计算建筑面积。高低联跨的单层建筑物，需分别计算建筑面积时，应以结构外边线为界分别计算。第2条 多层建筑物建筑面积，按各层建筑面积之和计算，其首层建筑面积按外墙勒脚以上结构的外围水平面积计算，二层及二层以上按外墙结构的外围水平面积计算。第3条 同一建筑物如结构、层数不同时，应分别计算建筑面积。第4条 地下室、半地下室、地下车间、仓库、商店、车站、地下指挥部等及相应的出入口建筑面积，按其上口外墙（不包括采光井、防潮层及其保护墙）外围水平面积计算。第5条 建于坡地的建筑物利用吊脚空间设置架空层和深基础地下架空层设计加以利用时，其层高超过2.2m，按围护结构外围水平面积计算建筑面积。第6条 穿过建筑物的通道，建筑物内的门厅、大厅，不论其高度如何均按一层建筑面积计算。门厅、大厅内设有回廊时，按其自然层的水平投影面积计算建筑面积。第7条 室内楼梯间、电梯井、提物井、垃圾道、管道井等均按建筑物的自然层计算建筑面积。第8条 书库、立体仓库设有结构层的，按结构层计算建筑面积，没有结构层的，按承重书架层或货架层计算建筑面积。第9条 有围护结构的舞台灯光控制室，按其围护结构外围水平面积乘以层数计算建筑面积。第10条 建筑物内设备管道层、贮藏室其层高超过2.2m时，应计算建筑面积。第11条 有柱的雨篷、车棚、货棚、站台等，按柱外围水平面积计算建筑面积；独立柱的雨篷、单排柱的车棚、货棚、站台等，按其顶盖水平投影面积的一半计算建筑面积。第12条 屋面上部有围护结构的楼梯间、水箱间、电梯机房等，按围护结构外围水平面积计算建筑面积。第13条 建筑物外有围护结构的门斗、眺望间、、观望电梯间、阳台、橱窗、挑廊、走廊等，按其围护结构外围水平面积计算建筑面积。第14条 建筑物外有柱和顶盖走廊、檐廊，按柱外围水平面积计算建筑面积；有盖无柱的走廊、檐廊挑出墙外宽度在1.5m以上时，按其顶盖投影面积一半计算建筑面积。无围护结构的凹阳台、挑阳台，按其水平面积一半计算建筑面积。建筑物间有顶盖的架空走廊，按其顶盖水平投影面积计算建筑面积。第15条 室外楼梯，按自然层投影面积之和计算建筑面积。第16条 建筑物内变形缝、沉降缝等，凡缝宽在300mm以内者，均依其缝宽按自然层计算建筑面积，并入建筑物建筑面积之内计算。 二、不计算建筑面积的范围第17条 突出外墙的构件、配件、附墙柱、垛、勒脚、台阶、悬挑雨篷、墙面抹灰、镶贴块材、装饰面等。第18条 用于检修、消防等室外爬梯。第19条 层高2.2m以内设备管道层、贮藏室、设计不利用的深基础架空层及吊脚架空层。第20条 建筑物内操作平台、上料平台、安装箱或罐体平台；没有围护结构的屋顶水箱、花架、凉棚等。第21条 独立烟囱、烟道、地沟、油（水）罐、气柜、水塔、贮油（水）池、贮仓、栈桥、地下人防通道等构筑物。第22条 单层建筑物内分隔单层房间，舞台及后台悬挂的幕布、布景天桥、挑台。第23条 建筑物内宽度大于300mm的变形缝、沉降缝。 三、其他第24条 建筑物与构筑物连接成一体的，属建筑物部分按本规则一、二规定计算。第25条 本规则适用于地上、地下建筑物的建筑面积计算，如遇有上述未尽事宜，可参照上述规则办理，并及时将有关资料上报省定额总站。第一章、土石方工程一、一般规则1、土方体积，均以开挖前的天然密
