ue.Zimbabweangovernmentofficialsappealedforcalm,andastatementfromPrimeMinisterMugabejustbackfromatriptoLondonisexpectedtomorrow.ForNationalPublicRadio,thisisJulieFredricksinHarare.PresidentReaganmetforaboutanhourtodaywithWestGermanChancellorHelmutKohlattheWhiteHouse.KohlisthefirstEuropeanLeadertovisitthePresidentsincetheReykjaviksummit.USofficialssayKohlexpressedsupportforthePresident'sSDIprogram.WestGermanChancellorHelmutKohlisinWashingtonD.C.forfourdaysofmeetings.AmongtheissuesonhisagendaareeconomicrelationswiththeUSandGermany'spolicytowardssouthernAfrica.Buttoday,Kohl'stalkwithPresidentReaganwasdominatedbytherecentUS-SovietsummitmeetinginIceland.NPR'sBrendaWilsonreports.WhilenomajoragreementwassignedbytheUnitedStatesandtheSovietUnioninReykjavik,thetwocountriesmadeprogressinarmscontroltalksinareasthatareacentralconcerntoAmerica'sEuropeanallies.ThoseparticularareasinvolvedisarmamentproposalsmadeinIceland,affectingmedium-rangemissilesandlong-rangemissilesoverwhichallieshavevoicedsomereservations.ThiswasamajortopicofdiscussionwithChancellorKohltoday,eventhoughhisForeignMinisterwasbriefedbytheUSSecretaryofStateonlylastweek.InremarkswelcomingChancellorKohl,PresidentReagansoundedapositivenote,sayingthattherewasamplereasonforoptimism."WhenthenextagreementisfinallyreachedwiththeSovietUnion,andIsaywhen,notif,itwillnotbetheresultofweaknessoftimidityonthepartofWesternnations.Instead,itwillflowfromourstrength,realismandunity."ThePresidentalsoexplainedthatachievingsuchanagreementwoulddependuponpushingaheadwithhisStrategicDefenseInitiative,SDI,becauseitofferedprotectionagainstcheating.ButmembersofNATO,includingGermany,haveexpressedconcernthateliminatingmedium-rangemissilesinEuropeaswasproposedinReykjavikwouldpotentiallyleaveEuropevulnerabletotheSovietshorter-rangemissilesandgreatersuperiorityinconventionalforces.TheyexpresseddoubtsthatSDIcouldmakeupforthosedeficiencies.Theallies,inparticularWestGermany,wantreductionsinmedium-rangemissilestiedtoreductionsinshorter-rangemissilesandconventionalforces.ChancellorKohlwasexpectedtopressthesepointsandtourgePresidentReagantocompromiseonSDItokeeptalksbetweentheUSandtheSovietsmoving.Speakingthroughaninterpreterinhisarrivalremarks,KohldidnotmentionSDI,"Itremainsourgoal,andIknowthatIsharedwithyou,Mr.President,tocreatepeaceandsecuritywitheverfewerweapons.InReykjavik,thankstoyourseriousandconsistenteffortsinpursuitofpeace,amajorstepwastakeninthisdirection.Andwemustnowtaketheopportunitiesthatpresentthemselveswithoutendangeringourdefensivecapability."AfterthemeetingbetweenKohlandthePresident,asenioradministrationofficialquotedKohlassayingthathehasalwaysbeeninfavoroftheStrategicDefensesystem.AttheWhiteHouse,I'mBrendaWilson.AgroupofbusinessleadersinBostontodayannouncedplanstoexpandacollegescholarshipprogramtoincludeanyeligibleBostonhighschoolgraduate.Thebusinessleadersannouncedplansforapermanentfive-milliondollarendowmentfund,andtheyalsopromisetohireanyofthestudentswhogoontocompletetheircollegeeducations.AndrewKafferyofmemberstationWBURhasthereport.TheBostonbusinesscommunity'sinvolvementintheBostonpublicschooldatesbackalmosttwentyyears,fromworkinternshipstoanendowmentprogramforBostonteachers.Businesshaspumpedmorethanonemilliondollarsintothepublicschools.Nowbusinessleaderssaythey'rereadytomaketheirbiggestcommitmentyet:amulti-milliondollarscholarshipprogramthatwillenablethecity'spoorestkidstogoontocollegeandtojobsafterward.TheprogramiscalledActionCenterforEducationalServicesandScholarships,orACESS.AccordingtoDanielCheever,thePresidentofBoston'sWheelockCollege,ACESSinnotablankcheckfortheeligiblegraduates."FirstWe'llhelpthemgetasmuchaidastheycanfromothersources,andsecondly,we'llprovidethelastdollarscholarship.Ishouldadd,ofcourse,theyhavetoqualifyforfinancialaid;thatis,we'renothandingoutmoneytostudentswhodon'tneedit."TheaveragegrantisaroundfivehundreddollarsandalreadytheprogramhasgivenonehundredBostonstudentsmorethanfiftythousanddollarsinscholarshipmoney.Otherassistancefromtheprogramhashelpedthosestudentsraisemorethansixhundredthousanddollarsinadditionalfinancialaid.Schoolofficialssaythisprogramwillhelpasystemwhere43%ofthestudentslivebelowthepovertylevel,andalmosthalfwhoenterhighschooldropout.RobertWeaverwasonBostonhighschoolgraduatewhocouldnotaffordcollege.He'sintheACESSprogramnowandwillgetadegreeinairplanemechanicsnextyearfromtheWentworthInstituteofTechnologyinBoston."IgotthePalegrantandthestatescholarship,buttherewasstillagap.Therewaslikeatwenty-threehundred-dollargap.Wentworth'stotalbillwasfifty-sevenhundred,soIhadtofillthatamountwithworkingoverthesummer,myfamilycontribution.Ipaidformyownbooks,myowntools,thingslikethat.ButwithoutACESSIwouldn'tbewhereIamtoday."ThisprogramcomesatanimportanttimeforthecityofBoston.Unemploymenthereisamongthelowestinthenationandbusinessleaderssaythey'rehavingahardtimefindingqualifiedjobapplicants.SotheACESSprogramisnotjustgoodpublicrelations.Businessleaders,likeEdwardPhilips,whoisthechairmanoftheACESSprogram,saythere'sabitofself-preservationinvolved."Over
