3 - 2009年北京市朝阳区科技(知识产权)项目申报指南 附件: 北京市朝阳区科技发展重点领域指南，2009-2010年， 2009-2010年是朝阳区“十一五”时期科技发展规划实施的最后两年～也是后奥运经济社会发展的关键两年。按照城市功能定位和“十一五”规划要求～朝阳区将以科学发展观为指导～围绕“三化四区”建设总体目标～组织实施可持续发展、新农村建设、高新技术产业发展、社会发展四类科技计划。针对区域经济、社会发展的重点、难点问～开展科研攻关和科技成果转化应用。鼓励产学研合作～支持高校、科研院所与区域内企事业单位间合作。充分发挥科技的“支撑、渗透、引领、提升”作用～推动朝阳区发展从“要素驱动型”向“创新驱动型”转变～推进“人文北京、科技北京、绿色北京”建设～促进经济社会全面、协调和可持续发展。 一、可持续发展计划 全面落实科学发展观～根据经济、社会发展总体规划～研究地区可持续发展规划。以节能减排为重点～促进科技对节能相关领域的渗透。增强可持续发展能力～研究探索可持续发展机制～引导依靠科技支撑的节约资源、保护生态的产业结构和消费模式～实现资源利用由粗放型向集约型转变～为推动本区建设资源节约、环境友好型社会提供坚实、可靠的保证。 注:本计划所指“研究”是指项目承担单位针对朝阳区经济社会发展所做的研究,“应用”是指在朝阳区域范围内的技术成果应用。 ,一,新能源、可再生能源开发利用及节能技术研究 1(光热、光电技术开发及产业化。支持高效率、低成本的太阳能利用技术及设备的研究和产业化应用。 2(可再生能源开发、利用及推广。支持生物质能源综合利用关键技术、农村地区利用新能源小型设备、以微生物、热解等技术为基础的农林废弃物综合处理技术研发及产业化。 3(节能产品、技术应用及推广。支持锅炉、空调等领域节能蓄能技 - 4 - 2009年北京市朝阳区科技(知识产权)项目申报指南 术、设备研发～地源、水源、空气源热泵技术、地温空调技术在供热制冷系统中的应用和示范。 4(节能减排与清洁生产。支持节能生态设计、测试、诊断和监测～高耗能行业能量系统优化设计与应用等。开展重点行业清洁生产标准及关键技术研究～支持建立以绿色技术为核心的生产模式。 ,二,水污染防治和水资源综合利用 1(支持先进适用的城市污水处理与回用、脱氮除磷去味、雨洪利用、小区中水处理等技术的研究与示范推广～治理水体污染～达到水资源的有效利用。 2(支持农村小型污水处理设施开发～加强农村水资源的高效利用。包括污水处理系统中的关键设备、循环节水技术及设备、低能耗回用处理集成技术及设备研发与应用。 ,三,生态环境建设与发展循环经济 1(支持对区域生态承载能力调查、和评估～支持区域生态建设规划、可持续发展规划的研究。研究城市化进程中生活垃圾收集、运输、贮存、处理技术及其对供水、污水处理系统的影响和相应的技术对策。 2(支持河道整治方案、城市绿化布局和新技术应用、生态型湿地治理与保护等方面的研究和评估设计。 3(农业技术绿色升级。支持农业节水及环境友好型肥料等绿色技术的研发～提升农业生产技术水平～建立优质、高产、高效、生态、安全的农业技术支撑体系。 4(绿色制造与绿色管理。支持运用循环经济相关技术构建生态工业园的最优化集成体系～开展绿色制造相关技术研究～开展以节能、节水、节地、节材及资源综合利用为核心的企业绿色管理模式研究与示范。 ,四,大气污染控制与治理技术 1(大气污染控制与治理技术。汽车尾气控制与治理、高效低耗脱硫、脱硝、降噪、除尘技术和设备的研发、室内空气监测、治理技术研究与开发等。 - 5 - 2009年北京市朝阳区科技(知识产权)项目申报指南 2(环境监测与监控设备的研发和产业化。如机动车尾气自动监测系统、环境噪声自动监测系统、污染源自动监测系统等。 ,五,固体废弃物处置与资源化利用 1(支持垃圾无害化处理技术～包括垃圾填埋场渗沥液无害化处理、废气排放的监测、控制、利用等关键技术及其对土地利用影响的评估～垃圾焚烧关键技术、焚烧厂环境评价及保护研究～以及医疗垃圾无害化处理技术等。 2(生活垃圾、工业废弃物、农业废弃物回收与再生利用技术及产业化。包括生活垃圾无害化、资源化、减量化处理技术、垃圾焚烧灰渣资源化利用成套技术、农作物、畜禽粪便利用技术、建筑垃圾资源化利用关键技术、电子废弃物等废旧物资的规模化处理和资源化再利用技术研究与示范。 ,六,可持续发展能力建设 支持区域可持续发展规划研究～培育区域创新能力～健全可持续发展能力建设的决策管理体系。宣传可持续发展理念～培育公众可持续发展意识。营造发展循环经济建设节约型社会的良好氛围～使可持续发展的理念贯穿到经济、生产、生活的各个领域～变成政府、企业、公众的自觉行为。 二、新农村建设计划 突出朝阳都市农业特色～依靠科技创新～进行现代农业综合技术的研究和示范推广～按照高端、高效、高辐射的发展方向～围绕农业资源减量化、再利用的要求～积极引导农村绿色产业和符合朝阳特色产业的发展～为城乡一体化发展提供科技支撑。 注:本计划所指“研究”是指项目承担单位针对朝阳区经济社会发展所做的研究,“应用”是指在朝阳区域范围内的技术成果应用。 ,一,新农村建设示范 1(支持新农村建设规划设计～立足地区优势资源～融入生态科技理念～科学谋划～将新能源、新技术、新材料应用于新农村建设～实现生 - 6 - 2009年北京市朝阳区科技(知识产权)项目申报指南 产、生活、生态协调和谐。 2、支持创意产业与农业的结合～与新农村建设中的生产发展、生态环境改善、人与自然和谐相协调～发展高品质的都市型现代农业。 ,二,先进适用农业技术推广应用 1(支持新、优果树、蔬菜品种的引进、优选和栽培技术、田间管理技术的研究和标准化。支持高档花卉及其配套产品的研发和产业化。 2(节约型农技推广示范。示范推广节地、节水、节肥、节药、节工、节能新技术。示范推广设施农业、膜下滴灌、无土栽培、立体种植、缓释肥料等集约高效技术。 ,三,食品安全及农业标准化 1(示范推广无公害、绿色、有机农产品标准化生产技术、工厂化水产养殖技术和动植物产品关键生产环节或过程调控技术等。 2(支持植物产品、动物源性产品药物残留、有害物质含量控制、快速检测技术和设备的研究与应用。 3(重大动植物疫病防控技术。支持动植物疫病诊断、预警、防控技术、外来有害生物监测与防治技术研究～提高动植物源性食物安全水平。 ,四,农产品深加工 支持鲜活农产品保鲜与物流配送技术、精深加工增值技术、加工工艺及设备的研发～农业废弃资源开发利用技术研究与产业化～农产品加工龙头企业工艺改造研究等。 ,五,农村信息化 支持农业资源和农情数字化监测体系、设施农业智能管理系统、农产品配送及产地溯源信息系统及农业技术咨询服务系统建设,农业信息平台、农业电子商务平台搭建与产业化应用研究,农业远程教育与信息服务系统建设,农业科技数据快速采集与处理技术等。 ,六,农村科技管理服务体系建设 以农村科技协调员队伍建设为主线～研究朝阳区农村科技人才队伍管理体制～加强农村科技协调员工作站建设～充分发挥农村科技协调员- 7 - 2009年北京市朝阳区科技(知识产权)项目申报指南 在新农村建设和农村城市化中的作用。 三、高新技术产业发展计划 加强区域创新能力建设～优化发展环境～支持通过自主研发～掌握核心知识产权的高新技术成果,服务,～促进成果转化～提升产业层级～建立高新技术人才队伍～全面提升朝阳区高新技术研发、高新技术转化、高新技术产业化的功能～为推动朝阳区经济发展提供强劲支撑。 依据《国家重点支持的高新技术领域》～结合朝阳区实际～重点支持以下高新技术领域项目: ,一,电子信息技术 1(软件:系统软件技术、支撑软件、中间件软件、嵌入式软件、计算机辅助工程管理软件、中文及多语种处理软件、图形和图像软件、金融信息化软件、地理信息系统、电子商务软件、电子政务软件、企业管理软件。 2(微电子技术:集成电路设计技术、集成电路产品设计技术、集成电路封装技术、集成电路测试技术、集成电路芯片制造技术、集成光电子器件技术。 3(计算机及网络技术:计算机及终端技术、各类计算机外围设备技术、网络技术、空间信息获取及综合应用集成系统、面向行业及企业信息化的应用系统、传感器网络节点、软件和系统。 4(通信技术 光传输技术、小型接入设备技术、无线接入技术、移动通信系统的配套技术、软交换和VoIP系统、业务运营支撑管理系统、电信网络增值业务应用系统。 5(广播电视技术 演播室设备技术、交互信息处理系统、信息保护系统、数字地面电视技术、地面无线数字广播电视技术、专业音视频信息处理系统、光发射、接收技术、电台、电视台自动化技术、网络运营综合管理系统、IPTV技术、高端个人媒体信息服务平台。 - 8 - 2009年北京市朝阳区科技(知识产权)项目申报指南 6(新型电子元器件 半导体发光技术、片式和集成无源元件技术、片式半导体器件技术、中高档机电组件技术。 7(信息安全技术 安全测评类、安全管理类、安全应用类、安全基础类、网络安全类、专用安全类等技术。 8(智能交通技术 先进的交通管理和控制技术、交通基础信息采集、处理设备及相关软件技术、先进的公共交通管理设备和系统技术、车载电子设备和系统技术。 ,二,生物与新医药技术 1(医药生物技术 新型疫苗、基因工程药物、重大疾病的基因治疗、单克隆抗体系列产品与检测试剂、蛋白质/多肽/核酸类药物、生物芯片、生物技术加工天然药物、生物分离、装置、试剂及相关检测试剂～以及具有明确应用前景的新生物技术。 2(中药、天然药物 创新药物、中药新品种的开发、中药资源可持续利用。 3(化学药 拥有自主知识产权的创新药物、心脑血管疾病治疗药物、抗肿瘤药物、抗感染药物(包括抗细菌、抗真菌、抗原虫药等) 、老年病治疗药物、精神神经系统药物、计划生育药物、重大传染病治疗药物、治疗代谢综合症的药物、罕见病用药,Orphan Drugs,及诊断用药、手性药物和重大工艺创新的药物及药物中间体。 4(新剂型及制剂技术 缓、控、速释制剂技术——固体、液体及复方、靶向给药系统、给药新技术及药物新剂型、制剂新辅料。 5(医疗仪器技术、设备与医学专用软件 - 10 - 2009年北京市朝阳区科技(知识产权)项目申报指南 电子化学品、新型催化剂技术、新型橡塑助剂技术、超细功能材料技术、功能精细化学品。 ,四,高技术服务业 1(共性技术 具有自主知识产权、面向行业特定需求的共性技术～包括:行业共性技术标准研究、制定与推广业务～专利分析等。 2(现代物流 具备自主知识产权的现代物流管理系统或平台技术,具备自主知识产权的供应链管理系统或平台技术等。 3(集成电路 基于具有自主知识产权的集成电路产品专有设计技术,含掩模版制作专有技术,～包括:芯片设计软件、IP核、布图等～提供专业化的集成电路产品设计与掩模版制作服务,基于具有自主知识产权的集成电路产品测试软、硬件技术～为客户的集成电路产品,含对园片和半成品,研发和生产提供测试,基于具有自主知识产权的集成电路芯片加工及封装技术与生产设备～为客户提供园片加工和封装加工。 4(业务流程外包,BPO, 依托行业～利用其自有技术～为行业内企业提供有一定规模的、高度知识和技术密集型的服务,面向行业、产业以及政府的特定业务～基于自主知识产权的服务平台～为客户提供高度知识和技术密集型的业务整体解决方案等。 5(文化创意产业支撑技术 具有自主知识产权的文化创意产业支撑技术。包括:终端播放技术、后台服务和运营管理平台支撑技术、内容制作技术,虚拟现实、三维重构等,、移动通信服务技术等。 ,五,高新技术改造传统产业 1(工业生产过程控制系统 现场总线及工业以太网技术、可编程序控制器,PLC,、基于PC的- 11 - 2009年北京市朝阳区科技(知识产权)项目申报指南 控制系统、新一代的工业控制计算机。 2(高性能、智能化仪器仪表 新型自动化仪表技术、新型传感器技术、科学分析仪器、检测仪器技术、精确制造中的测控仪器技术。 3(先进制造技术 先进制造系统及数控加工技术、机器人技术、激光加工技术、电力电子技术、纺织及轻工行业专用设备技术。 4(新型机械 机械基础件及模具技术、通用机械和新型机械。 5(电力系统信息化与自动化技术 采用新型原理、新型元器件的电力自动化装置、采用数字化、信息化技术～提高设备性能及自动化水平的技术、电力系统应用软件、用于输配电系统和企业的新型节电装置。 6(汽车行业相关技术 汽车发动机零部件技术、汽车关键零部件技术、汽车电子技术、汽车零部件前端技术。 ,六,其他符合国家、北京市产业发展政策～促进朝阳区科技、经济发展的高新技术项目。 四、社会发展计划 围绕提高人民生活质量～促进城市建设和管理、医疗卫生及相关社会事业的科技进步～在城市交通、文化、卫生、教育、体育、防灾减灾和社会安全保障等方面～开展一系列试验、示范和推广。以民生问题为导向～提升人民生活品质～推动和谐社会建设。 注:本计划所指“研究”是指项目承担单位针对朝阳区经济社会发展所做的研究,“应用”是指在朝阳区域范围内的技术成果应用。 ,一,城市建设与管理 围绕提升城市综合服务功能～以城市交通、城市安全、城市建设与发展等领域为重点～开展关键技术研究～促进成果转化和应用。 - 12 - 2009年北京市朝阳区科技(知识产权)项目申报指南 1(城市交通。支持先进技术在道路交通规划、管理和停车设施等系统中的应用～着力开展综合交通信息平台、智能化指挥调度、应急交通指挥、交通环境保护等关键技术的研究和应用。 2(城市管理。支持科技在城市管理、安全管理、社区服务等领域的应用～支持“创新型科普社区”建设～引导建立科普工作的社会化运作机制。 3(城市安全。支持安全生产综合监管调度系统的研究与应用～开展重大灾难和突发事件的监测预警、灾害预防研究～支持重大危险源分类、辨识、监测和风险评估技术研究与应用。研究职业危害因素识别技术和检测设备～开展职业卫生技术研究。 4(城市建设与发展。支持城市区域规划与人口、资源、环境、经济发展的动态监测、城市地下空间开发利用、地下管网数字化管理等技术研发和应用。支持文化、教育、体育事业提高科研水平和科技教育水平～支持竞技体育关键技术研究～加大对远程教育的技术支持力度。 ,二,医疗卫生 1(在公共卫生领域～支持传染病流行爆发、食物中毒等不同突发公共卫生事件的应急预案和急救的研究与应用～支持预案实施的组织管理体系和运行机制的研究与示范。 2(在重大疾病防治领域～针对关系人民身体健康的主要慢性疾病和重大健康问题进行技术研发～形成科学完善的预防体系～提高预防控制水平。重点支持传染性疾病、心脑血管疾病与糖尿病、恶性肿瘤的防治研究、精神疾病患病现状与防治对策研究、老年相关疾病防治研究等。 3(在医学科研方面～侧重应用医学～积极支持卫生领域的技术和管理创新～加强科研成果的推广应用～促进重点学科、特色专业、社区卫生服务和卫生事业的发展。 - 13 - 2009年北京市朝阳区科技(知识产权)项目申报指南 2009年度北京市朝阳区软科学研究项目申报指南 为深入学习实践科学发展观～更加广泛和有效地组织社会各方面力量开展调查研究工作～充分发挥软科学研究成果在促进科学决策中的重要作用～根据《朝阳区科委软科学研究项目管理办法》,朝科字[2006]18号,～我委现开始征集2009年度软科学研究课题。具体要求和安排如下: 一、2009年度软科学研究范围 依据北京市建设“人文北京、科技北京、绿色北京”的发展思路～围绕我区经济和社会发展中的重点、难点和热点问题, 重点征集有关优化发展思路～统筹改善民生～完善体制机制～提高执政能力～以及其它对我区又好又快发展具有前瞻性、创新性研究的课题。 重点研究领域涉及以下方面内容: 1(强化公共服务～促进社会和谐。加强公共安全管理～加快社会事业发展～着力改善民生～提升社会建设水平～提升城市管理服务管理效能～提高公共服务能力～提高城市文明程度。 2(强化统筹兼顾～促进均衡发展。统筹城乡建设发展～统筹区域协调发展～加强区域合作和对外开放～强化区域均衡协调发展。 3(提升创新能力～优化产业结构。加快完善创新成果转化体系～推动朝阳区从“要素驱动型”向“创新驱动型”发展模式转变～提升朝阳区的创新环境。 4(推进节能减排～提升环境质量。加强资源消耗管理～促进清洁生产和绿色消费～加大力度～全方位治理环境污染～确保朝阳区在高起点上实现环境质量的持续改善。 5(抓好人口管理～促进人口与资源、环境协调发展。加强人口发展战略研究～建立和完善区域人口承载力预警机制～发挥产业布局对人口布局的引导和配置作用～强化市场主导下的人口有序流动～合理布局～促进人口与资源环境协调发展。 二、软科学研究项目要求和申报程序 -
